Dear Mr. McErlain:
I am writing this letter on behalf of Alan and Claudette Marvelli
of 100 Marian Street in Northampton, MA. The Marvellis are
proposing to re-design the second story living space of their
existing garrison style four bedroom house. They propose to
increase the size of their master bedroom by re-designing the
second floor and incorporate the area over the existing garage.
The objective of the proposed work is to expand the size of the
master bedroom allowing them more living space now that their
children are grown and have left home. The proposed work will
not change the footprint of the building nor will it increase the
daily wastewater flow rate of 440 gallons per day. Following the
proposed re-design work, the home will remain a four bedroom
house. There will be no change in use and there are no plans to
sell this home at this time.
consequently, on Monday, March 17, 1997, I conducted a partial
inspection of the individual subsurface sewage disposal system at
100 Marian Street in Northampton, MA. The purpose of this
inspection was to determine the integrity of the system and
ascertain its effectiveness to protect public health.
The disposal system at this site consists of a 1200 gallon
concrete septic tank and two 500 gallon concrete leaching pits
placed in series. Each leaching pit is surrounded by at least
four feet of 3/4" - 1 1/2" of washed stone with approximately 12"
of stone under each pit.
The septic tank and leaching pits are located at the rear of the
house. Please refer to the attached plan view detailing the size
and approximate location of the sewage disposal system.
As a result of my inspection I did not observe any obvious signs
of failure. The system appears to be in good working order. It
is my opinion that with continued in-kind use and, with diligent
maintenance and operation, this system will continue to provide
trouble free service.
Therefore, on behalf of Alan and Claudette Marvelli, I am
respectfully requesting that your Board familiarize the
Northampton Building Inspector with the sewage disposal system at
this site and authorize the Marvelli' s to proceed with the
building permit process.
Notwithstanding the above, the Marvelli' s are cognizant that if
in the future, this system fails to protect public health or the
environment, or if they elect to sell this home, they will be
required to conduct a full Title-V inspection. If, at that time,
the Title-V inspection determines that the system meets any of
the failure criteria as set forth in Title-V, the Marvelli' s will
be required to up-grade the individual subsurface sewage disposal
system at this site and achieve maximum feasible compliance in
accordance with the State Sanitary Code Title-V.
The findings set forth in this letter are strictly limited in
time and scope to the date of the inspection. Such findings
shall not be used by any one other than the Marvelli' s and shall
not apply prospectively, nor shall they be used for any other
purpose than that set forth herein. No other warranty, expressed
or implied, is made.

The Northampton Board of Health is in receipt of a report concerning a proposed remodeling project at
the home of Alan & Claudette Marvelli of 100 Marian Street, copy attached. The report and a septic
system plan were prepared by Registered Sanitarian Timothy Maginnis.
Mr. Maginnis' report indicates that the existing dwelling has four bedrooms and bases on current
standards, generates an estimated 440 gallons of sewage per day. On March 17, 1997 the existing
septic system was found to be functioning properly and in compliance with the requirements of the State
Septic System Regulations -The 5.
As outlined in Mr. Maginnis' report, the proposed remodeling project would expand the size of the existing
bedrooms but would result in no change in the total number of bedrooms in the dwelling. There would be
no change in daily sewage flow.
Therefore, bases on Mr. Maginnis' report, the Board of Health finds that the existing septic system at 100
Marian Street is adequate to handle the sewage flow from the dwelling following the completion of the
proposed remodeling project.
