Dear Bruce—
The Northampton Board of Health received an anonymous complaint about trash and construction debris conditions
along the perimeter security fence on Crosspath Road. I checked on actual conditions yesterday afternoon(4/20/2011),
and observed/photographed a substantial accumulation of windblown trash against the fence, including pieces of
construction foam and a Simpson StrongTie carton, possibly from the barn construction.There is also a large pile of
construction debris(beams and other lumber mainly)which was cited in the complaint as the location where 2 rats were
spotted. While I did not see any rats,the amount of trash and the construction debris are a public health concern and
we would like to know what the Fairgrounds plans to do to maintain this area of the grounds in an orderly fashion. The
complainant was concerned whether the present debris would stay until the summer demolition of the remainder of the
horse sheds,which would be an unsatisfactory delay in the removal of the present accumulation. Concern was also
raised about the ongoing maintenance of the detention pond—what is the general protocol for pumping the pond as it
fills? The filled pond was cited as a cause of flooding of Crosspath Road and possibly a basement nearby.
I discussed this complaint with Board of Health director Ben Wood, and we're writing this first as an informal request for
information about ongoing maintenance of the site with regards to trash, debris, and systems, like the detention pond,
that impact on town roads,their travelers, and your neighbors.

We moved the dumpsters from the fence line by Ba bola's house to make room to complete repairs to the property edge
as required by Conscom. We also have a horse show arriving on Wednesday that requires the use of that ring on
Thursday. The dumpsters have to go over on the Crosspath or Fair street side someplace. We were not harassing
Blizniak's . She attacked me verbally today on my return to the fairground today I have never used that kind of language
but some people must have a limited vocabulary. . I was gone last week and thought we had responded to all their
complaints. I had the dumpsters moved for now so they can't see them.
I am sorry for the trouble but I am sure you here more from her.

Many thanks for complying quickly with my request—I've received feedback from the neighbor appreciating the pre-
weekend cleanup...but, and this is important, the same party is now looking at 4 dumpsters placed seemingly
deliberately in front of the house. At this point I would like you to check for yourself to see if there is any acceptable
reason why, so close to my contacting you last week, that this action was taken. The residents of 122 Crosspath are very
upset and feel strongly that they are being retaliated against by Joe Jascinski. I am heading out on inspections but will
call after noon if you have not had a chance to respond. My direct line here is 587-1339—

My husband and I want to thank you for your help in resolving this matter. If the Fairgrounds had been good
neighbors in the first place I would not have needed to contact you at all. Hopefully this will be the end of this

I have just returned from inspections and have now spoken with Bruce Shallcross about the
dumpsters. Bruce assured me that the dumpsters have been moved after receiving my email and
that no slight was intended. The Health Department has no jurisdiction over placement of
dumpsters on property, only if they are covered when appropriate and that they are managed
properly with no accumulation of trash around them as they are in use. The Fairgrounds has
taken the step in the interests of being a good neighbor and at this point the Health Department is
satisfied with the response to the original complaint.
