1)Any damage to existin g concrete sidewalk shall be replaced to the nearest panel with concrete.
2). All curbing shall be granite.
3). As offered by the applicant, the applicant will delay its planned installation of the final top coat of
asphalt in the street until water line connections (if necessary to serve the future memorial park) have
been made.
FINDINGS:
The Planning Board approved the site plan for the construction of the single family home on the easterly side of Olander based upon the
following plans:
Bullitt - Jonas Residence, by The Berkshire Design Group, Inc. Dated Nov 4, 2015, Pages E.1 to L1, L2, L3, Elevations: North, South, East,
West.
In approving the site plan, the Board determined that the single family house lot and house design met the standards in Section 11.1
A. The requested use protects adjoining premises against seriously detrimental uses through provision for surface water drainage, sound
and sight buffers and preservation of views, light, and air. Single Family homes are part of this portion of the master plan previously
approved and landscaping of the site and buildings will be consistent with other planting plans within the neighborhood.
B. The requested use will promote the convenience and safety of vehicular and pedestrian movement within the site and on adjacent
streets, and bike paths, minimize traffic impacts on the streets and roads in the area. The sidewalk will remain continuous across the site
driveway.
The project, including any concurrent road improvements, will not decrease the level of service (LOS) of all area City and state roads or
intersections affected by the project below the existing conditions. As part of the entire build-out of the former state hospital, the master
developer previously addressed the increase in trips originally modeled to be generated for the entire project through on and offsite
improvements on the City’s networks. The proposed development falls within and doesn’t exceed that projected impact.
C. The site will function harmoniously in relation to other structures and open spaces to the natural landscape, existing buildings and
other community assets in the area as it relates to landscaping, drainage, sight lines, building orientation, massing, egress, and
setbacks.
D. The requested use will not overload, and will mitigate adverse impacts on, the City's resources, including the effect on the City's water
supply and distribution system, sanitary and storm sewage collection and treatment systems, fire protection, streets and schools.
E. The requested use meets any special regulations set forth in this chapter. This site plan meets the criteria under the Planned Village

District of the zoning and is consistent with the master plan previously approved for the build-out of the former state hospital grounds.
F. Pedestrian, bicycle and vehicular traffic movement on site has been separated, to the extent possible
Stormwater flows have been addressed in accordance with the City’s standards. An underground cistern will collect water to be utilized
for onsite irrigation.
