A written tabulation shall be submitted to the Department of Public Works demonstrating that the projected build out of all the three phases at Village Hill are within the permitted sewer capacity. This confirmation shall also include the westerly parcel of the North campus. b. A certified arborist shall report on the proposed layout and possible impacts of tree protection proposed for trees: 15, 16, 48, 68, 69 (including review of proposed piers for boardwalk) to determine if the measures shown will provide enough protection to ensure the tree survives construction activity. The arborist should submit her/his findings to Office of Planning and Sustainability prior to any site preparation in those areas c. The applicant must record all covenants related to maintenance of infrastructure and the trap rock gravel sidewalk and other areas including snow removal from sidewalks and the path. Private road way and utilities underneath shall be spelled out in owner covenants. Covenants must be reviewed for consistency with the approval and regulations by staff prior to recording. 2. Prior to construction of each phase: a. Construction plans for each phase shall be submitted for review at least 30 days prior to bidding. Plans for Phase I and II shall show a temporary hammerhead that will be constructed (base course may be used) in compliance with City’s hammerhead standards. b. Preconstruction meetings shall be held prior to construction of each phase if contractors change from Phase I. c. Preconstruction meeting shall include instructions for control of construction traffic (particularly road construction vehicles) directing operators/contractors to utilize Village Hill Road. d. All specimen trees shall have protection installed prior to commencement of each phase. e. Prior to commencement of Phase III construction as shown on the subdivision plans, tree protection for specimen trees 68 and 69 shall be installed. The City’s Tree Warden shall determine the appropriate measures to protect these trees. 3. Prior to the first lot sale or unit sale to any individual homeowner, the open space, except for the trail, shown to be allocated to the City and offered by the applicant must be granted to the City. All housing units must have front porches facing the street as specified in the design standards, except as waived herein granting porch size of 5’x7’ on selected facades instead of 6’x9’. 5. Maintenance of vegetation, except for trees in the right-of-way, and maintenance of driveway aprons shall be the responsibility of the owners’ association and reflected in the covenants. 6. Street signs on loop shall indicate street number ranges and paid for by applicant as stipulated in the Subdivision Regulations. FINDINGS: The Planning Board approved the two site plans for four phases of the buildout of the lots north of Ford Crossing. The approval was granted concurrently with definitive subdivision approval for the construction of a new street that will serve the lots shown on the site plan. The Board approved the site plans for the single family homes and duplexes and the co-housing lot based on the following plans and information submitted with the filing: 1. In approving the site plans for the build-out of the northeastern portion of the state hospital grounds the Board found the following site plan criteria had been met: A. The requested use protects adjoining premises against seriously detrimental uses through provision for surface water drainage, sound and sight buffers and preservation of views, light, and air. A stormwater management system has been designed to meet the City’s permitting standards and will include water quality system and retention using the previously constructed basin as planned in earlier phases of the build-out of the state hospital grounds. Landscaping of the site and buildings will be consistent with other planting plans within the neighborhood. B. The requested use will promote the convenience and safety of vehicular and pedestrian movement within the site and on adjacent streets, and bike paths, minimize traffic impacts on the streets and roads in the area. The northern previously planned segment of bicycle/pedestrian path will be located through the site and is offered to the City upon completion of the project. The path will be separated from vehicular traffic. Access by public safety vehicles, the arrangement of parking and loading spaces, has been accommodated in accordance with city standards. The project, including any concurrent road improvements, will not decrease the level of service (LOS) of all area City and state roads or intersections affected by the project below the existing conditions. As part of the entire build-out of the former state hospital, the master developer previously addressed the increase in trips originally modeled to be generated for the entire project through on and offsite improvements on the City’s networks. The proposed development falls within and doesn’t exceed that projected impact. Access by nonmotorized means has been accommodated and linkages to the existing connections that fill the gaps in the network have been made. C. The site will function harmoniously in relation to other structures and open spaces to the natural landscape, existing buildings and other community assets in the area as it relates to landscaping, drainage, sight lines, building orientation, massing, egress, and setbacks. D. The requested use will not overload, and will mitigate adverse impacts on, the City's resources, including the effect on the City's water supply and distribution system, sanitary and storm sewage collection and treatment systems, fire protection, streets and schools. The construction materials and methods for water lines, sanitary sewers, storm sewers, fire protection, sidewalks, private roads, and other infrastructure are those set forth in the Northampton Subdivision Regulations except as waived under the subdivision approval granted concurrently with this site plan by the Planning Board. E. The requested use meets any special regulations set forth in this chapter. This site plan meets the criteria under the Planned Village District of the zoning and is consistent with the master plan previously approved for the build-out of the former state hospital grounds. The Planning Board did grant a waiver from the required 6’x9’ front porch for some of the units. The applicant was granted permission to provide three options for porches, one of which may be as small as 5’ x 7’. F. Pedestrian, bicycle and vehicular traffic movement on site has been separated, to the extent possible Stormwater flows have been addressed in accordance with the City’s standards.
