C: Icanit ileslwordfileslCarmslcentral business architecture permit application.doc CENTRAL BUSINESS ARCHITECTURE DISTRICT Permit Application Addendum 13 Old South Street October 4, 2001 Linda Valenti, Owner UPDATE: Having reviewed my files I discovered that two permits were pulled by contractors doing replacement windows at 13 Old South Street (August I, 2000 and June 5, 2001) with no indication of the property falling under the CB Architecture Ordinance. In discussions with various City officials, it was suggested I re -apply to this Committee for consideration on a compromise. The proposed compromise is: The vinyl siding from the front side of the building would be removed, replacing the cedar shakes on front and south sides with wood clapboards. This would also involve retrimming the windows that have been trimmed out in coil stock with wood trim to match the original look. Regarding the north side (facing the old Rahars Building), the vinyl siding would remain. This side, although the top is visible from a public street (Old South St.) when heading down from Main St., is not in prominent view. This compromise would meet the Ordinances requirements on the two sides that are very visible from public streets, while giving the building a consistent clapboard look on all sides without having to remove vinyl siding on the north side. I hope you will give serious consideration to this proposed compromise. Thank you. r / c Grp Architecture Committee --13 Old South Street page 1 of 6 REVIEW CRITERIA: The following will address how the proposed project does or does not meet the design guidelines listed in the Design Guidelines Manual, Downtown Northampton Central Business District: I have reviewed the Design Guidelines Manual carefully and feel the following guidelines do and do not apply to my particular request for review by the Committee: 1. Upper Floor Window Arrangements for Theme Buildings: NIA (not a Theme Building). 9. Upper Floor Window Design for Theme Buildings: N/A (not a Theme Building). 10. Fagade Materials: Installation of vinyl siding at 13 Old South Street does not meet. Guideline 10: Facade Materials. I am asking the Committee to consider waiving this standard for the north side only, 11. Cornices on Theme Buildings: NIA (not a Theme Building). 12. FaVade Detailing: NIA. 13. Mechanical Equipment: No changes. 14. Drive - Through Commercial Services: NIA (not a drive - through service). The proposed material is vinyl siding, coil stock window trim, fluted vinyl corners and painted shutters and trim. Detailed Description of any Financial Hardship I would not only lose my investment in the siding to -date, but must absorb the costs to remove and dispose of installed siding, repair all the cedar shakes split while nailing the siding, then start over again by painting the building. I estimate the unrecoverable dollars to be somewhere between $10,000 - $12,000: $5,700 siding to -date (actual cost) 1,500 remove & dispose of siding (estimate) 3,000 repair /replace damaged cedar shakes (estimate) $11,200 Then I must come up with an additional $7500 for painting. That's a lot of money to a small businesswoman like myself. Architecture Committee - 13 Old South Street Page 7 of 7
