Dear Sheriff Boyle :
At a meeting of the County Commissioners on April 2 , 1982
in reviewing our overcrowding situation at the Hampshire County
Jail and House of Correction , and after discussion and delibera-
tion , we make the following recommendations :
1 . All State prisoners be removed from the Hampshire County
Jail and House of Correction immediately so as to preserve
public health and safety of those prisoners who Hampshire
County is responsible for incarcerating.
2 . An inventory of all prisoners be taken immediately so as
to determine the number of prisoners from outside Hampshire
County and all prisoners sentenced from other Counties be
transferred back to the County from where they came .
3 . Forward to us at your earliest convenience a breakdown of
your prison population as to :
a. ) Number of inmates that are the responsibility of
Hampshire County .
b . ) Number of inmates who are State incarcerated prisoners .
c . ) Number of inmates incarcerated from other court systems .
4 . Provide us with a projection of the inmate population based
on anticipated parole dates between now and the end of the fiscal
year .
We recognize that these are troubled times ; these measures
have to be taken in the best interest of the public health and
safety.
We have taken this action after failing to find any short
term viable solutions to this critical problem. You can be
