Eric Bernarden, Vice President of Associated Builder's, reviewed the
_parking requirements and said that 26 parking spaces are provided
and that the requirement is for 26 spaces. Surface water drainage
will be taken care of by sheet flow. Feiden asked about the
requirement for having a bike rack and was told that there is
storage room for bicycles. Trees will be planted ever 10' along
the side and in the front of the property. Feiden said in order to
allow flexibility as plans change, the applicant needed to codify
the meaning of "significant change" and suggested setting a number
on "as long as the building does not move by more than of
feet. Daniel yacuzzo said he thought the Planning Board should
specify that the proposal is for a 3600 square foot addition and
that the applicant meet all the setback requirements and that the
Conservation Commission approves a wetland permit, and if all those
conditions were rat, the Planning Board would not need to hear the

case again.
Wancy Duseau moved to close the Public Hearing. •Joseph-Beauregard

Planning Board Meeting of August 25, 1994
- Chair Crystal opened the Public Hearing scheduled for 8:30 P.M. on
the request of John F. Erandts for a Site Plan Review/Approval
under S10.11 of the zoning Ordinance to construct a 3600 square
foot addition to an existing building at 22 2ndustrial Drive, East-
Crystal read a copy of the legal notice which was published in the
' Daily Hamnshire Gazette on AUGUST 11 AND AUGUST 18, 1994 and
reviewed procedures for holding a Public Hearing.
Attorney Edward Etheredge was present on behalf of his client, John
F. Brandts of Micro-Cal, Inc. ,Etheredge said the company presently
employs 17 people and will increase its staff by one for a total of
18 employees. The proposed addition will meet the special needs
for m i
ore laboratory space. The application s for a site plan
review of a proposed addition of 3600 square feet. The project
will be accomplished in two phases, if done at all. Phase one is
the only part that will be built right now. There are wetland
impacts for Phase one and Phase Two will involve work in the
wetlands. The Conservation commission has not yet heard a request
for a permit on the property. Once a determination is made by the
Conservation Commission, Phase One may be the only part of the work
done. The site is well maintained. There is ample parking on the
site to support the business. The additional space is being added
directly in back of the building so it will not be any more
detrimental to others in the area. Parking is not a problem on the
site. Etheredge suggested the following conditions may be attached
to any approval granted by the Planing Board:
I. The permit granted is subject to approval by the Conservation
Commission that unless "significantly altered construction is
required, no further action of the Planning Board shall be
required."
No one spoke in favor or in opposition to the proposal.
The Fire Chief has reviewed the application and stated that he saw
no problems with the proposal. He also further stated that if
approved, the Fire Prevention Officer will be in contact with the
Building Department.
The DPW reviewed the proposal and noted no concerns about the
project.
site Inspector Mark NeJame said he noticed a large container where
the addition will be and wondered whether it would be removed. The
container will be removed. Neiame said he did . not think the
addition would be objectionable to any of the abutters since the
construction would be in the rear of the building. The other site
inspector, Jody Blatt, said her only concerns were about wetland .
impacts but if the Conservation Commission would hear the case, she
had no other objections.
Wayne Feiden said the applicant needed to do a parking analysis.

Pursuant to Massachusetts General
Laws "(MGL) , Chapter 40A,
_ Section 11, zo site.Plata Review/Approval, or any extension,
modification or renewal thereof, shall take effect until a copy
of the decision bearing the certification of the City Clerk that
twenty days have elapsed after the decision has been filed, or if
such an appeal has been filed that it has been dismissed or
denied, is recorded in the Hampshire County registry of Deeds or
Land Court, as applicable and indexed under the name of the owner
of record or is recorded and noted on the owners certificate of
title. The fee for such recording or registering shall be paid by
the owner or applicant. It is the owner or applicant's
responsibility to pick up the "Certified decision from the City
Clerk and record it at the Registry* of Deeds.
The Northampton Planning Board hereby certifies that a Site Plan
Review/Approval has been Granted and that copies of this decision
and all plans referred to in it have been filed with the Planning
Board and the City Clerk.
Pursuant to Massachusetts General Laws, Chapter 40A, Section 15,
notice is hereby given that this decision is filed with the
Northampton City Clerk on the date below.
If anyone wishes to appeal this action, an appeal must be filed
pursuant to MGL Chapter 40A, Section 17, with the Hampshire :
County Superior Court or the Northampton District Court and
notice of said appeal filed with the City Clerk within twenty

At a meeting conducted on August 25, 1994, the Northampton
Planning Board unanimously voted 8:4 to grant the request of John
F. Brandts for a Site Plan Review/Approval under the provisions
of section 10.11 of the Northampton Zoning Ordinance, to
construct a 3600 square foot addition to an existing building at
22 Industrial Drive -East.
Planning Board Members present and voting were: chairman Andrew
Crystal, Daniel Yacuzzo, Bob Riddle, Kenneth Jodrie, Nancy
Duseau, Dr. Joseph Beauregard, Mark NeJame, Jody Blatt.
In Approving the Site Plan, submitted with the Special Permit,
the Planning Board found that the plan:
A. Has provided for the protection of adjoining premises
against seriously detrimental uses by providing for:
1. Surface water drainage through sheet flow.
2 . Sound and sight buffers were not needed since there
were no close adjacent properties.
3. Preservation of views, light and air.
B. Has provided for the convenience and safety of vehicular and
pedestrian movement within the site and on adjacent streets,
minimized traffic impacts on the streets, roads and highways
in the area, the location of driveway openings in 'relation ,
to traffic, access by emergency vehicles, and to adjacent
streets and, when necessary, compliance•with 'other
regulations for the handicapped, minors and the elderly.
There will be no marked change in traffic as the result of
this project.
