Mr. Harry Wintle
53 Spruce Hill Avenue
Florence, MA 01062
Dear Mr. Wintle:
This letter is written to address several issues of concern on what has become a very lengthy
investigative process into your home occupation on 53 Spruce Hill Avenue, Florence, MA.
During my many weeks, of going by the area as well as observing the operations of your home
occupation from the home of Jerry Mulane of 67 Spruce Hill Avenue, and general observations
while in the area. I have several areas of concern.
As, Per the City of Northampton Zoning Ordinance sec. 350-10.12, item (J). No outdoor
storage of materials, merchandise, or equipment for the home business is allowed.
Item Q. It shall produce no noise obnoxious odors vibrations glare fumes or electrical
interference which would be detectable to normal sensory perception beyond the lot
On my most recent trips to Spruce Hill Avenue on July 23, 24 and August 14th. Noise from your
Home occupation was observed on the lot of 67 Spruce Hill Avenue. The noise was varied in
nature and on at least one occasion pneumatic tools in use could be easily heard. This is
concerning, as it does infringe on your neighbors rights to peacefully enjoy their own
properties.
I have enclosed the section of the zoning ordinance for home occupations. I would ask you to
bring your location into compliance within 10-days from the date of this letter. Should you wish
to discuss this matter you may feel free to contact me at anytime.
Respec ly

Kyle,
I am very appreciative of your help in closing my neighbor's lawn-equipment repair
service on Spruce Hill Avenue in Florence (Jonathon's Yard and Garden Equipment
Repair). The noise and disturbance resulting from this business had a prolonged impact
on my quality of life, reducing the enjoyment I was able to derive from my home on 67
Spruce Hill Avenue.
I would appreciate a copy of the notification letter sent to the proprietor, Keith Wintle,
to inform him that his home business was out of compliance with the zoning ordinance
pertaining to home businesses (350-2). This would clarify any remaining uncertainties
and provide a degree of closure to the ordeal.
Thank you,
A 7 lWe,
Jeullane
