Last week we had a discussion about the plumbing code requirements for the floor drains in the garage areas, and today you showed me plans of floor areas pitched to the drains. This building is subject to controlled construction as required by the Massachusetts State Building Code, 780 CMR, Chapter 1, §116. As such, we require a set of construction documents per §110.8. As the building plans are amended, additional construction documents must be submitted in accordance with §110.13. As the use group of substantial areas of the building has changed (from low hazard storage S-2 to moderate hazard storage S-1), the height and area limitations of the building have changed. These changes need to be reflected in the construction documents. Please submit an updated fire narrative (with notes on proposed fire separation assemblies) reflecting the change in use from S-2 to S-1. We need to send a copy to the fire department for approval. Additionally, please submit updated plans to reflect other changes in the building. Feel free to call if you have any questions. Fire Alarm Control panel or Fire Alarm Annunciator shall be located in the entrance door nearest the red 120-candela strobe light. • Engraved key tags are required for the keys in Emergency Access Key Box. • A graphic representation of the structure must be installed at the Fire Alarm Control Panel (FACP) and/or Fire Alarm Annunciator and/or Communicator. • The Fire Alarm Control Panel and Fire Alarm Annunciator must be labeled with red engraved signage with one-inch white lettering "Fire Alarm Control Panel' and/or "Fire Alarm Annunciator". Also engraved signage listing all fire alarm zone locations installed near panels. •Page 1 Basic Methodology of Design: The Architect Mr. James Bright of East Longmeadow has designed a single story type 5B construction building to service Captive Energy LLC needs. The building measures 50 feet deep by 120 feet long. The center of the structure will serve as the business type section consisting of offices within a 32 foot wide portion of the structure. This center office section is flanked on both sides by service bays with two large 12x 12 overhead doors. The center section will have a basement area that will be accessed by a set of stairs within the office area and a small roll-up door and entrance door on the rear of the structure. Essentially the basement is a walk out style. The exterior wall will be a 2x6 stud construction with full width roof trusses above. The center section will have a very small attic area formed by the use of attic trusses. This attic area is accessed by a set of stairs from the office area. The first floor measures 6000 sq. ft. The basement 1,543 sq. ft. and the attic 453 sq. ft. for a total square footage of 7,996 square feet. Please refer to the Architectural Drawing package for the total Building Code Review. Access: There is a street frontage area modification of 2% allowed, which allows for a total area of 8,640 square feet. The building is below this allowed square footage. The slope of the site drops off dramatically on both sides of the building, therefore emergency vehicular access will be at the front of the structure only. Even though the structure is designed with a walk-out basement access will be limited. Automatic Sprinkler System: Due to the size of the structure no sprinkler system is required as per section 904.2 of the State Building Code 780 CMR. Fire Protection Signaling System Based on 780 CMR section 917 a fire alarm system is not required but the owner has elected to install one. It will be integrated with the burglar alarm system. The system will meet the provisions of NFPA 72. The alarm notification panel will be installed on the left side within the entrance foyer. Pull stations shall be provided within the office area at the front entrance and will be located within 2 feet of the doorway. Each service bay entrance door will also have a pull station as well as the rear entrance door to the basement. A total of 4 pull station shall be provided. Each service bay area will have two horn strobe devices. The office area will be provided with two horn strobes also. Another will be installed in the basement area near the near door. Detection Devices: Each service bay will have two heat detectors. The office are will have both heat and smoke detectors in each office and in the common area. The detectors shall, upon activation, activate the alarm notification device panel as well as activate all visible and audible signals. Fire Extinguishers: The entire building will be provided with fire extinguishers. The owner wishes to review the type and proper placement of all extinguishers with the fire department prior to the issuance of the final certificate of occupancy. This has been unintentional, but we hope to remedy this with your receipt of this letter. TNT Consulting has been on site throughout the construction of this structure. All of the construction phases of this project to date results in a structure that meets the intent of the design documentation and the standards of the Massachusetts State Building Code 780 CMR, even though the contractor has taken the liberty to make on-site changes. The changes taken by the contractor does not alter the overall integrity of the structure. He has stipulated to us that his construction techniques follow the state code requirements. In lieu of dated on-site inspection reports and with the on site visits conducted by TNT Consulting to date that this letter will summarize the on-site visits that were performed. We request that the City of Northampton will accept this letter as a Controlled Construction document of the requirement for on-site documentation. Architect James Bright, who was involved with the initial design of this project, is now on a very limited time bases. The following will summarize the construction site visits that TNT Consulting did perform to date: • Excavation to ensure water level below footing depths. • Rebar placement in footings and foundation walls. • Seismic requirements • Rough framing • Fire penetrations and Fire ratings As you are aware, we will be submitting overall changes to the building use designation. The building was originally submitted as a S-2 use. We shall be re-submitting the building as a mixed use: B and S-1. Due to this change and the size of the existing structure a two-hour fire separation will be required between these uses. Since the building has been completely framed, it would be cost prohibited to alter the framing to 33. No haybales shall be used on-site. The applicant shall use straw bales, straw wattles or biodegradable filter socks in place of haybales. 34. Applicant shall place granite bollards or boulders every 20', beginning at Easthampton Road, along the 50' no touch zone line on the southern and eastern sides of the proposed building, and along the property line on the northern side of the proposed building. Granite bollards shall be placed at the corners where the east/west 50' no touch zone line turns sharply to the north, and where the north/south 50' no touch zone line connects to the east/west property line on the northern edge of the parcel. The granite bollards must be a minimum 6" x 6" and must be above ground a minimum of 18". The boulders must be a minimum of 2' in diameter. The applicant is responsible for the maintenance and replacement of all boulders or granite bollards. 35. The area beyond the 50' no touch zone line shall be a permanent no disturbance area and the vegetation shall be allowed to return to the natural state through natural succession 27. Soils exposed for periods greater than two months shall be stabilized with erosion control blankets and netting, a covering of straw mulch, or a temporary cover of rye or other grass to prevent erosion and sedimentation. Drainage ditches shall be stabilized and seeded with a native perennial grass mixture. Any stabilization materials such as jute netting shall be firmly anchored to prevent them from being washed from slopes by rain or flooding. Preference should be given to biodegradable materials. 28. All disturbed areas shall be graded, loamed and seeded, or stabilized with erosion control blankets or netting, and a covering of straw mulch prior to November 30, of each year. No disturbed areas or stockpiled materials will be left unprotected or without erosion control after this date. 29. No disposal of soils or other materials shall be allowed within: a 100-year floodplain; 40 feet of the 100-year floodplain elevation; any wetland; or any area within 100-feet of a wetland, unless such areas are specifically approved by the Commission, in accordance with 310 CMR 10.00, and City of Northampton Ordinances - Chapter 24 30. Ongoing conditions that shall not expire with the issuance of a Certificate of Compliance are as follows: #34 &#35 31. Upon completion of the work covered by this Order, the applicant shall submit an as-built plan, signed and stamped by a registered professional engineer or land surveyor, together with a written request for a Certificate of Compliance. The plan and written request shall specify any ways that the completed project differs from the plans referenced in the Order. The as-built plan shall include, at a minimum, and as applicable to the project: elevations of all pipe inverts and outlets, pipe sizes, materials, and slopes; all other drainage structures; limits of clearing, grading, and fill; all structures, pavement, and contours within 100 feet of wetland boundaries; all alterations within the wetland resource areas; and all dates of fieldwork. 32. The owner of the property described in this Order must advise any potential buyer of the property that any construction or alteration to said property, including brush cutting or clearance, may require approval by the Northampton Conservation Commission. Any instrument conveying any or all of the owners' interest in said property or any portion thereof, shall contain language similar to the following: "This property is subject to the Northampton Wetlands Protection Ordinance and/or Wetlands Protection Act. Any construction or maintenance work performed on this property requires an Order of Conditions, and/or a Determination of Applicability from the Northampton Conservation Commission. "ATTACHMENT A" 19. Prior to the initiation of any work, the applicant/owner shall submit a letter of understanding to the Commission stating that he/she has received, read, understands and shall comply with these Orders. The applicant, and, his or her contractor, foreman and/or construction manager shall sign the letter of understanding. 20. Prior to the initiation of any work, the applicant shall submit to the Commission a sequencing plan for construction, and erosion and sedimentation control installation. 21. Prior to the start of any site work, excavation or construction, a pre-construction conference shall be held on the site,between the contractor conducting the work, the site/project engineer, the applicant, and a member or agent of the Conservation Commission, in order to ensure that the requirements of this Order are understood by all parties. Prior to the pre-construction meeting, all erosion control devices must be installed. 22. All required permits must be obtained from the Army Corp of Engineers (Section 404, Water Quality Certification), Planning Board, Zoning Board, Department of Public Works, or Building Inspector prior to the start of any project. 23. A copy of this Order and associated plans shall remain on site during all construction and/or building activities. The project manager and all equipment operators shall be familiar with the approved plans, and shall be informed of their location on the site. This location shall be accessible to all contractors whenever work is occurring on site. 24. All revised plans, referenced within this Order of Conditions, shall be approved by the Conservation Commission and incorporated into the permit by reference and shall be followed during the course of construction. 25. The areas of construction shall remain in a stable condition at the close of each construction day. Erosion control measures shall be inspected at this time, and maintained or reinforced as necessary. All such devices shall be inspected, cleaned or replaced during construction and shall remain in place until such time as stabilization of all areas that may impact resource areas is permanent. These devices shall also be inspected to assure that the maximum control has been provided. Any entrapped silt shall be removed to an area outside the buffer zone and resource areas, and maintained or reinforced as necessary. Erosion controls shall be inspected after every rainfall to assure that maximum control has been provided. 26. An adequate stockpile of erosion control materials shall be on site at all times for emergency or routine replacement and shall include materials to repair or replace silt fences, straw bales, erosion control blankets, riprap, filter berms or other devices planned for use during construction.
