FINDINGS:
The Planning Board granted the Special Permit for Substantial improvement within the WP district based on the information submitted
within the application.
The Planning Board found:
A. The requested use protects adjoining premises against seriously detrimental uses. All renovations will take place on the interior of an
existing home that is located near the edge of the floodplain and no surface water drainage,sound and sight buffers and preservation of
views,light,and air will be affected;and
B. The requested use will not affect the convenience and safety of vehicular and pedestrian movement within the site and on adjacent
streets,minimize traffic impacts on the streets and roads in the area. No changes to the site driveway,parking spaces or loading spaces
are proposed;and
C. The requested use will promote a harmonious relationship of structures and open spaces to the natural landscape,existing buildings
and other community assets in the area. The single family use will remain and is consistent with other uses in the neighborhood.
D. The requested use will not overload, the City's resources including the effect on the City's water supply and distribution system,
sanitary and storm sewage collection and treatment systems, Fire protection,streets and schools;and
E. The requested use meets the special regulations set forth in the Zoning Ordinance Section 14 for substantial improvements within the
floodplain.
F. The requested use bears a positive relationship to the public convenience or welfare. The use will not unduly impair the integrity of
character of the district or adjoining zones, nor be detrimental to the health,morals, or general welfare.
G.If applicable, the requested use will promote City planning objectives to the extent possible and will not adversely effect those
objectives,as defined in City master or study plans adopted under M.G.L. Chapter 41, Section 81-C and D. The improvements will enable
a home that was constructed prior to mapping of the floodplain remain viable as a residence.
