It is the desire of The Berkshire Gas Company to change the proposed method of installation from open trenching to directional drilling. This method will greatly decrease the possibility of our work impacting the adjacent wetland area. The drilling rig will be set up along the south side of the southerly entrance to the Mass DPW building. The location of the rig (entry point) will be approximately five feet east off the North King Street curb. From grade level the drilling rig will then begin to push a drilling head, which is attached to a steel rod at an angle into the ground. The drilling head uses a mixture of water and bentonite clay to create a small cavity in the soil. The drilling head can be angled and steered by opening or closing the different nozzles on the drilling head. As the head moves through the soil additional steel rods are connected until the head reaches the desired location (receiving pit). A transmitter on the drilling head informs the operator of its location and depth. The receiving pit, 4 feet long by 3 feet wide by 2 feet deep, will be located near the south east corner of the Mass DPW building. Once the head reaches the receiving pit the gas pipe is then attached to the drilling head. The drilling machine then pulls the gas pipe back through the cavity created by the drilling head to the entry point. From the entry point a trench 18 inches wide to a maximum of 30 inches deep will be needed to make the connection to the 12" gas main on North King Street. The drilling rig remains stationary though out this process and will • not be any closer to the wetland area. The operator's assistant uses a handheld receiver and follows the progress of the drilling head. No work between the entry and receiving points is necessary. Transfer or storage of fuels will not take place within the buffer zone. Silt fencing will be used around the entry point and the excavated area to the gas main to protect the wetlands. All proposed work will take place on the edge of the buffer zone or outside of it. Work Description (use additional paper and /or provide plan(s) of work, if necessary): Work within the Buffer Zone will begin along the the easternly side of the Public right -of -way know as North King Street (Routes 5 & 10). A trench will be dug along the southernly side of the south entrance to the Massachusetts Department of Public Works. Trenching will continue easternly along entrance for approximately two hundred fifty feet (250'). Work will then continue northernly for one hundred feet (100 to mentioned building. Trench will be between 18 -24 inches wide and approximately 30 inches deep. As trenching is completed sand padding, 3/4 inch gas service, caution tape and backfilling will be completed. All backfilling will be completed prior to the end of each work day. Upon completion of installation work the area will be restore as close as possible to the orginal conditions. No work will be done during inclement weather. See attached construction plans. The Berkshire Gas Company will make every attempt to use trenchless technology for the installation of this gas service. Should trenchless technology (directional drilling) be used a small "tie -in" hole will be needed over the existing gas main on North King Street. Another small "tie -in" hole will be located along the edge of the driveway before the proposed gas service crosses over to #811 North King Street. The gas pipe is then pulled through one of the "tie -in" holes from the other "tie -in hole. The result is no excavation between the two "tie -in" holes. Because of the location of existing utilities and space limitations open trenching will still be required from the driveway to the building. Negative Determination Note: No further action under the Wetlands Protection Act is required by the applicant. However, if the Department is requested to issue a Superseding Determination of Applicability, work may not proceed on this project unless the Department fails to act on such request within 35 days of the date the request is post- marked for certified mail or hand delivered to the Department. Work may then proceed at the owner's risk only upon notice to the Department and to the Conservation Commission. Requirements for requests for Superseding Determinations are listed at the end of this document. ❑ 1. Appeals The applicant, owner, any person aggrieved by this Determination, any owner of land abutting the land upon which the proposed work is to be done, or any ten residents of the city or town in which such land is located, are hereby notified of their right to request the appropriate Department of Environmental Protection Regional Office (see Appendix A) to issue a Superseding Determination of Applicability. The request must be made by certified mail or hand delivery to the Department, with the appropriate filing fee and Fee Transmittal Form (see Appendix E: Request for Departmental Action Fee Transmittal Form) as provided in 310 CMR 10.03(7) within ten business days from the date of issuance of this Determination. A copy of the request shall at the same time be sent by certified mail or hand delivery to the Conservation Commission and to the applicant if he /she is not the appellant. The request shall state clearly and concisely the objections to the Determination which is being appealed.
