The Massachusetts Highway Department (MHD) is an agency of State
Government and as such is exempt from fees established under local
Conservation Commission by -laws. However, Massachusetts Highway
Department policy is to provide payment for advertising of RDA's.
For the Massachusetts Highway Department to provide for payment,
the newspaper must directly bill the Massachusetts, Highway
Department.

PROJECT DESCRIPTION AND SCOPE OF WORK
The Massachusetts Highway Department proposes to expand and
resurface the parking lot of the District 2 Administration
Building.
The bulk of the parking lot improvements will occur on the portion
of property located in the Town of Hatfield and for which we have
already filed and received a negative determination.
The portion of the work located in Northampton consists of cold
planning and resurfacing the driveways. A chain link fence and
gate will be erected around the perimeter of the parking area. A
small section of this fence is in Northampton (see attached plan) .
There will be no additional outlets onto the intermittent stream
located along the front of the building. The Massachusetts Highway
Department will install oil /gas traps on all drainage structures to
prevent pollutants discharging into this intermittent stream.
Silt fence will be installed along the length of the intermittent
stream to protect against erosion during construction operations.

In the upcoming months, an underground storage tank (UST) replacement project will be conducted at the above -
referenced property. One 5,000- gallon UST containing gasoline will be closed by removal. The UST will be replaced
with two 6,000 - gallon fiberglass- reinforced plastic USTs containing gasoline and diesel fuel to comply with forthcoming
federal UST regulations. Please find enclosed the following items associated with the proposed project:
Nine copies of the Request for Determination of Applicability (Form 1, 310 CMR 10.99); and
2. Check payable to the City of Northampton for $20.
This Request for Determination is being filed in accordance with 310 CMR 10.02 because the work area for the proposed
project is located approximately 90 feet to the east of a small wetlands area associated with a drainage swale at the
property (as indicated on attached site plans). We do not, however, propose or expect to permanently alter the wetland,
surficial or topographical features in the buffer zone as a result of construction activities related to the UST replacement
project. At the completion of the field work, all excavated areas will be repaved and restored to conditions as they
existed prior to the UST replacement project.
We understand that a Conservation Commission meeting is scheduled for September 8, 1997. If possible, we would like
to be placed on the agenda for this meeting. In the meantime, please do not hesitate to contact either of the undersigned

The work described in Item 3, below, is proposed to be conducted immediately
to the northwest of the MHD facility garage in the vehicle fuel area. The work
area is located approximately 90 feet to the east of a small wetlands area
associated with a drainage swale located on site. (See attached site location
map and site plan.) Therefore, the work area is located within the 100 -foot
buffer zone of the wetland and is subject to regulations requiring the filing of
this request (310 CMR 10.02).
The work in said area is described below. (Use additional paper, if necessary, to describe the
proposed work.)
One 5,000- gallon underground storage tank (UST) containing gasoline is
proposed to be closed through removal. The UST will be replaced with a
6,000 - gallon fiberglass- reinforced plastic (FRP) gasoline UST and a
6,000 - gallon FRP diesel UST to comply with forthcoming federal UST
regulations. No alteration to the wetlands or surficial topography is proposed
or expected during the performance of the UST replacement project.
All work performed within the 100 -foot buffer zone will be buffered from the
wetlands area by a siltation barrier consisting of a stacked hay -bale barfificdt

The Request for Determination filed by Ranson Environmental Consultants, Inc. on behalf
of the Massachusetts Highway Department to remove an underground storage tank and replace
it with two 6,000 underground storage tanks within the buffer zone of a bordering vegetated
wetland at 811 North King Street has been submitted to the Northampton Conservation
Commission, and the Public Hearing will be conducted at its meeting scheduled for September
8,1997 at 8:40 P.M. in the Council Chambers, Wallace J. Puchalski Municipal Building,
212 Main Street, Northampton. A representative(s) of Ranson Environmental Consultants is
required to attend this meeting to present the application.
One week before the Public Hearing is scheduled, a legal notice announcing the meeting will be
published in the Daily Hampshir (copy attached).
