6. The southerly Massasoit Street Parking Lot gate shall only be open for buses or trucks and when a
YMCA staff person is standing at the gate to open and shut the gate for such vehicles.
7. The driveway with at the Massasoit Street Parking Lot entrance shall be no wider than 24 feet wide
where it crosses the city's right-of-way, with a wider flare at the intersection with the road,with the
southerly side of the driveway lined up with the southerly side of Fifth Avenue.
8. With the narrower parking lot driveway,the Massasoit Street crosswalk shall be moved as far south
as possible on the north side of Fifth Avenue.
9.Prior to any other work shown on the site plans,the upper roots of the specimen tree at the
northeast corner of Massasoit/Fifth shall be exposed in accordance with the Arborist's
recommendations.If the roots are within the thresholds recommended by the Arborist,the work can
proceed. If the tree would be damaged,based on the Arborlst's recommendation,then field changes
may be approved by the Director of Planning and Sustainability.
10. Crosswalk details and advance signage,including warning triangles and signage,shall be in
compliance with DPW standard crosswalk details and shall be installed by the applicant.
11. The articulated concrete peninsula within the parking lot shall be replaced with pavement markings
including a striped line on the westerly half of the parking lot exit and the words"Do Not Enter."
These lines and words shall be maintained and replaced by the YMCA to maintain high visibility.
12. The areas where no parking is allowed within the parking lane on the northeasterly side of the new
Massasoit Street crosswalk,the southerly side Prospect Street immediately west of Massasoit Street
and the area adjacent to the rear parking lot entrance shall be painted with striped lines symbolizing
FINDINGS:
Planning Board voted'to approve the site plan for the YMCA at 286 Prospect Street(Map ID 24C-19)for a new parking lot on Prospect
Street site improvements to and adjacent to the YMCA's Massasoit Street Parking Lot and other related site work as indicated above.
The Board found that the criteria in section 11.6 had been met
A)The requested use protects adjoining premises against seriously detrimental uses. The use is not changing,but the additional parking
lot access and changes will improve conditions. Additional landscaping will be added to buffer the parking lot along Massasoit St, the
additional parking will also alleviate pressures of parking on-street in the vicinity.
B. The requested use will promote the convenience and safety of vehicular and pedestrian movement within the site and on adjacent
streets. The main parking lot entry driveway will be reduced in width to 24'and a crosswalk across Massasoit will be added to address
pedestrian safety at this access and assist in slowing vehicular traffic. A secondary access to the large lot will be restricted to bus use
only during the summer time and alleviate safety hazards.
(3)Access by nonmotorized means is being accommodated with existing facilities such as bike racks,sidewalk connections from the
building to the street.
C. The site will function harmoniously in relation to other structures and open spaces to the natural landscape,existing buildings and
other community assets in the area as it relates to landscaping,drainage,sight lines,building orientation,massing, egress,and
setbacks..
D. The requested use will not overload,and will mitigate adverse impacts on,the City's resources,including the effect on the City's water
supply and distribution system,sanitary and storm sewage collection and treatment systems,fire protection,streets and schools.
F. Compliance with the following technical performance standards:
(1) Curb cuts onto streets shall be minimized and maintained as existing from side streets.
(2) Pedestrian,bicycle and vehicular traffic movement on site must be separated,to the extent possible.

2. The above plans shall be revised or amended and be approved by the Director of Planning and
Sustainability when they meet that standard prior to any work on the site and prior to this Site Plan
Approval being recorded at the Registry of Deeds.
3.Prior to the start of construction, the applicant must provide evidence of that their Stormwater
Management, Operation,Inspection,and Maintenance Agreement that defined and ensures long term
maintenance of the proposed stormwater system has been approved by the Northampton Department
of Public works.
4.Prior to construction of the infiltration trench,a Registered Professional Engineer or Certified Soil
Evaluator shall complete a soil investigation to confirm the soil conditions and determine the
estimated-seasonal high groundwater in the areas of the infiltration system. A vertical separation of at
least two feet between the bottom of the infiltration trench and the estimated seasonal high
groundwater is required. If the required two feet of separation does not exist or the soil conditions
differ from those described in the application and drainage calculations,the infiltration system must
be redesigned and approved by the Director of Planning and Sustainability,as the Planning Board's
agent as a field change.
5.Prior to construction,the applicant must provide evidence that their soil erosion and sedimentation
control measures to mitigate the discharge of pollutants to the municipal stormwater system has been
