If each building has a dedicated fire line, then the domestic service shall branch outside the building and shutoff valves for both the fire line and domestic service shall be provided. 3.If no separate fire service is required, a single shutoff service for each building shall be provided either near the building or in the grass area just behind the bituminous sidewalk toward the building. 4.An isolation valve shall be provided at the existing terminus location of the City water main just prior to the proposed 8"x8"x4" tee to serve House 2. 5.A sewer cleanout shall be provided for each dorm building. Cleanouts could be located in the grass area just behind the bituminous sidewalk on the building side. 6.Prior to the issuance of the first certificate of occupancy, the applicant shall submit an as-built lighting plan stamped by an engineer showing that light level don’t exceed 5 foot-candles at entranceways, nor in any one particular spot on the site. FINDINGS: The Planning Board approved the site plan for the demolition and reconstruction for five residential dorm buildings based on the following plans and information submitted with the application: 1). Olson Kundig Architects and The Berkshire Design Group Plans dated 4-24-14 revised 5-22-14 pages L1-L7.03 2) Olson Kundig Architects Exterior Elevations A3.01 A3.05 dated 4/17/14 3) Apex Lighting Solutions Site Lighting Details and Calculation. The Board granted approval for the site layout upon finding the following elements within the zoning had been met: A )The requested use protects adjoining premises against seriously detrimental uses. If applicable, this shall include provision for surface water drainage, sound and sight buffers and preservation of views, light, and air. The dorms are located within the core campus yet still designed at a residential scale consistent with the neighborhood that includes campus owned building abutting this site. (3) Access by nonmotorized means is being accommodated with facilities such as bike racks, sidewalk connections from the building to the street, C. The site will function harmoniously in relation to other structures and open spaces to the natural landscape, existing buildings and other community assets in the area as it relates to landscaping, drainage, sight lines, building orientation, massing, egress, and setbacks. D. The requested use will not overload, and will mitigate adverse impacts on, the City's resources, including the effect on the City's water supply and distribution system, sanitary and storm sewage collection and treatment systems, fire protection, streets and schools. E. Compliance with the following technical performance standards: (1) Curb cuts onto streets shall be minimized with one main parking lot to serve all 5 buildings. (2) Pedestrian, bicycle and vehicular traffic movement on site must be separated, to the extent possible.
