Persons , firms , and/or organizations submitting proposals and
bids for the property will be expected to submit evidence of finan-
cial ability to purchase the property and carry out the proposed
renovations. The decision of the City to accept a proposal for the
West Farms School will be based on an assurance that the proposed
renovation of the building will begin within six months of the
purchase, and will be completed in a reasonable time period.
A deposit of 10 percent of the accepted bid for the property
shall be submitted to the City of Northampton within five working
days of formal notification by the City of its acceptance of the
proposal to purchase and develop the property.
PLEASE BE ADVISED:
This Request for Proposals should not be construed as obligating
the City of Northampton to accept any proposal to purchase the West
Farms School . In the event that bids submitted for the property are
deemed to be unreasonably low, and/or none of the proposals seems to
offer sufficient assurances to the City, the City Property Committee
may recommend the rejection of all proposals and bids.

Request for Proposals and Bids
The City Property Committee welcomes the submission of proposals
and bids to purchase and convert the West Farms Schoolhouse into either
a day care center or a private residence.
A proposal to purchase the building for use as a day care center will,
be given serious consideration by the Committee if the group proposing
such a reuse is able to submit evidence that it has sufficient financial
capacity to adequately renovate the building and maintain it over time.
So as to assist and not hinder the renovation of the building as a day
care center, the City Property Committee will consider a bid offer that
is less than the current assessed valuation of the property.
On the other hand, in the event that no acceptable proposal is forth-
coming to purchase and renovate the building into a day care center,
the City Property Committee will entertain and consider proposals and
bids to purchase and renovate the building into a private residence.
Proposals to purchase the building for a private residence will primaril,.
evaluated in terms of the amount of money bid for the property-- with
Preference given to the highest bid.
Proposals and bids for the West Farms School house will be reviewed
by the City Property Committee of the City of Northampton, which is
comprised of three City Councillors . The Chairman of the City Property
Committee is Councillor Mario r:azza. The City Property Committee
will reach a decision regarding which proposal and bid to accept
within a period of six weeks, and will transmit its recommendation for
official approval by the full Northampton City Council Final approval
of the sale of the property should be obtained no later than the end
of February, 1981 , and hopefully before.
Required submittals
Proposals and plans for the property should be submitted to the
Office of Planning and Development, City Hall , Northampton, Mass. no
later than 4:30 pm. , December 18, 1981 .
Proposals should be accompanied by a sealed bid representing the
purchase price offered for the property.
Proposals should contain a description of the proposed renovation,
its estimated cost, and a description of the degree to which the prin-
cipal features of the building will be preserved and enhanced. The
City's interest in encouraging preservation of the structure is not
meant to exclude the possibility of creating new space by means of
a compatible new addition.

Victorian schoolhouse. The schoolhouse is located on West Farms Road,
adjacent to the 1835 West Farms Chapel . The schoolhouse has been
inventoried by the 1,7orthampton Historical Commission and is listed
with the Massachusetts Historical Commission as potentially eligible
for listing on the National Register of Historic Places.
