10/28/97- On-going. 1 1/1 1/97 - Graig reported that he tested all the wiring for the second floor by megging out the wiring and that everything tested out properly and no problems were found. Graig noted that to run new circuits to the second floor would be very expensive and would require major cutting and patching and that what happened was probably a one time occurrence. NHA has decided to close up the ceiling.Jon requested that Orchard provide a letter describing the testing and the results they got. 11/25/97 -The letter has been provided. Item Closed. 22.29/30/97 - Graio noted that three transformers in the boilers have already burned out. He is concerned that this will keep happening as the boilers and hot water heaters were designed to be installed adjacent to each other and not have thermostat cable running thirty to forty feet. He suggested that a in-line fuse be installed on the secondary for the transformers at all the boilers - that way, the entire low voltage system would be fused. Part of the problem is that the specifications require him to any splicing within the zone valves. At the first zone valve at the hot water heater the wires are crowded by the moving parts and are getting damaged. After looking at a number of options, it was decided that Orchard should do their splices outside of the valve and then, using white duct tape, wrap the wires around the pipe insulation, leaving only the actual splice exposed as per Code. Graig will verify this method with the Electrical Inspector. Doing the splices outside the valve will solve the problems of the transformers burning out. In terms of providing a fuse, Weil McLain does not provide a fuse to protect their boards. An in-line fuse could be installed after the board so as not to interfere with Weil McLain's warranty. Tom noted that this was not required but might provide more protection. Graig thought this would cost about $20 - 25 per boiler. There are 12 units to be tiled (Bldgs. 8, 10, and 12).This is holding SC (and consequently, the Northampton Housing Authority) up from being able to finish several buildings. Ziter will send a registered letter to Bachand to finish the tile work at those buildings this week or he will be in violation of his contract. Ziter has asked Bob King of Ayotte and King to do the punch list for the ceramic the at Buildings I, 2, 3, 4, and 6 and to give a price on the rest of the work in case Bachand does not respond. 1 1/1 1/97- Bachand has responded and is now on schedule. After looking at a number of options, it was decided that Orchard should do their splices outside of the valve and then, using white duct tape,wrap the wires around the pipe insulation, leaving only the actual splice exposed as per Code. Graig will verify this method with the Electrical Inspector. Doing the splices outside the valve will solve the problems of the transformers burning out. In terms of providing a fuse, Weil McLain does not provide a fuse to protect their boards. An in-line fuse could be installed after the board so as not to interfere with Weil McLain's warranty. Tom noted that this was not required but might provide more protection. Graig thought this would cost about $20 - 25 per boiler. SC will wait until after the punchlist is done to do the count on VCT as so much the is coming during final washing. 15.16/24/97- Romeo is holding up SC - Bldg. 6 should have been done. He was supposed to have two crews on site - one for SC's work and one for NHA's work but does not have enough people and is combining both work together. Some clapboard at Phase I hasn't been done and mildew is starting to form on some of the canopies because they haven't been painted. NHA and SC will talk with Romeo. 7/22/97 - Romeo is now on schedule. 8/5/97 - Romeo has slowed down again - not putting enough painters on job and not showing up everyday. 8/19/97- The final coat of exterior paint on the clapboards at the completed buildings will be done next week. Item Closed. 13.25/13/97 - There has been a problem with heat being produced in the heating system when tenants do their laundry. Post-meeting note:This is only occurring the 'C' units and appears to be happening because the return piping to the hot water heater is close the boiler and is causing hot water to back up into the heating piping. Lee King has installed two float valves and two ball valves which has stopped the problem. 5/27/97- King will submit pricing for this change. 13.35/13/97- Change Order No.Two will have the changes for the heating valves, electrical work above the ceilings for Phase I, moving of refrigerator electrical outlets, and rusted BX cable for Bldg.6. 5/2"1f 97- Eva noted that the Housing Authority Board meeting will be June 9 and that costs for changes need to be submitted to her a week before. Post-meeting note: The Change Order was submitted to the Housing Authority with only the heating valves on it as no other pricing was submitted. Item Closed. 13.45/13/97- Walk-thru after meeting: Apt. 6D: all VCT in the bedroom adjacent to bathroom will be replaced. 5/27/97- SC to get pricing on this, based on unit prices. 13.55/13/97 - Walk-thru after meeting: Eva will look into the feasibility of providing a beam at 5C. The walls, at the hall, of the front bedroom and the bedroom adjacent to the bathroom both have sagged over the years and there is some cracking in the plaster above the door frames. 5/27/97- Eva looked at the floor plans and noted that there is no way to install a beam without major disruption and substantial cost. As none of the doors are jamming or sticking, and the cracks appear to be from old settlement, she suggested that the Housing Authority keep an eye on the cracks and if they get worse that they install a beam at that time. The Housing Authority decided to leave the apartment as is. Item Closed. 13.65/13/97-Walk-thru after meeting: Bachand has been cutting the corner return tiles at the bathroom window in half, instead of using full tiles.
