Members noted that some waivers of site plan requirements were requested.

The Northampton Planning Board held a meeting on Thursday, October 28, 1999 at 7:00 p.m. in
Council Chambers,Wallace J.Puchalski Municipal Building,212 Main Street,Northampton,MA.
Present were Planning Board Members: Chair Daniel J. Yacuzzo, Vice Chair Anne Romano,Paul
Diemand, Kenneth Jodrie(8:00 P.M.), M. Sanford Weil, Jr. and Associate Member Alton Neal.
Staff- Senior Planner John Bennett and Board Secretary Laura Krutzler.
At 8:20 p.m.,Yacuzzo opened the Public Hearing on a request from Donald Dumas for a Special
Permit with Site Plan Approval to construct an 8' by 40' front porch in a Water Supply
Protection District(involving a system for artificial recharge of precipitation to exceed 15%
lot coverage)under Sections 10.10, 10.11, 16.7(C)and 16.9 of the Zoning Ordinance, for property
located at 149 Spruce Hill Avenue,also known as Assessor's Map 29, Parcel 238.
Yacuzzo read the legal notice.
Donald Dumas explained that the application was for a porch to be supported by six posts and
connected to the roof right off of the existing dormer. He said there would be no gutters,and water
would run off the roof. He confirmed that no foundation was proposed.
Site Inspector Sanford Weil,Jr. described the house as small and white and said the area the porch
would occupy did not have any grass on it. He commented that it needed something to make it look
more like a house than it did now.
Yacuzzo asked if there were any public comments? There were none.
Yacuzzo noted that Board of Health agent Peter McErlam sent a memo stating that he would be
recommending that the Board of Health make a favorable finding on the project.
The Department of Public Works (DPW) had no concerns, he said.
Weil moved to close the hearing. Neal seconded. The motion passed unanimously 6:0.

A. The requested use protects adjoining premises against seriously detrimental uses because
the addition is relatively small and complies with all other applicable zoning regulations,
except for amount of lot coverage. The requested use provides for surface water drainage
by allowing water from the porch to flow off the roof to the ground.
B. The requested use will promote the convenience and safety of vehicular and pedestrian
movement within the site and on adjacent streets and minimize traffic impacts on the
streets and roads in the area,because it will have no effect on existing traffic or pedestrian
movement.
C. The requested use will promote a harmonious relationship of structures and open spaces
