During the project planning process, meetings were held with nearby neighbors
who expressed a concern that the open space on the west side of the parcel be
maintained. In order to accommodate this request,the buildings were moved as far
to the east as grading and solar exposure considerations allow. Because of this,the
proposed setback in this location is 17.8' (20' is required under the bylaw). A
variance is sought under the comprehensive permit to allow for a reduction in the
required side yard setback in this location.
Project work will include removal of an existing house, driveway, walks, and
utilities; some clearing of trees and brush; re-grading of portions of the site;
installation of stormwater management controls and other site utilities;
construction of two buildings for residential use; and installation of a small parking
area and walkways. The proposed project will utilize geothermal wells for heating
and cooling and solar panels for hot water. Because of the non-driving nature of
the client group, it is anticipated that impacts to traffic in the project location will
be negligible.
Although work will take place within the buffer zone of the wetlands on and
adjacent to the project site, proposed work will not result in the alteration of the
resource area itself. The Northampton Conservation Commission has issued an
Order of Conditions permitting the proposed work.

This Comprehensive Permit application seeks waivers from the following
provisions of the Northampton Zoning Bylaw:
• Section 350,Attachment 1-prohibiting use of the property as a lodging
Landscape Architecture house(determined by Building Inspector to be closest use to the proposed
group home)
Civil Engineering • Section 350,Attachment 2-dimensional requirement for a 20' side yard

Land Surveying The proposed project involves construction of two buildings for residential use by
clients of the Massachusetts Department of Mental Retardation. The proposed
buildings are comparable in size and scale to single-family residential buildings.
Each building will have four(4)bedrooms with shared bathroom and kitchen
facilities and a one-bedroom accessory apartment. Because the proposed use will
include shared bathroom and kitchen facilities,the Northampton Building
Inspector has determined that the closest use defined under the Northampton
Zoning Bylaw is a lodging house, a use that is not permitted in the Suburban
Residential(SR)zoning district. A variance is sought under the comprehensive
permit to allow for this use on the project parcel.
