At its regular meeting, July 11,.1977, the membership of the Northampton
Redevelopment Authority, by a unanimous vote, opposed the discontinuance of that
portion of Bates Street which would include the Bates Street Bridge over the
Boston and Maine Railroad.
The Authority would not.object to a strict limitation of truck traffic across
the Bates Street Bridge but we believe it should remain open to serve the vital
need for an additional exit to the Industrial Park in the event of any emergency.
Its importance to allow entry or exit of police and fire vehicles to both the Park
and Bradford Street is paramount.

of a deed from the City of Northampton to the Northampton Redevelopment
Authority concerning the transfer of land known as Bates Street and
passed by the City Council sometime last summer.
The Authority wishes to record this deed in order that it might
record its subdivision plan as well. If possible, could you forward this
deed to Judge Cross at your earliest convenience. Thank you for your

Northampton Redevelopment Authority (after report of the Board of Public Works
as provided in Chapter 32, Section 57 of the Revised Ordinances of the City of
Northampton) did Discontinue a portion of Bates Street, an existing Street lo-
cated in said Northampton, in the following particulars: starting at a point
from the Southerly property line of land of the Northampton Redevelopment
Authority, thence Northerly through other land of said Northampton Redevelopment
Authority to the Southerly line of Interstate Route 91 and then in a generally
Westerly direction along said Interstate Route 91 to Damon Road--a total distance
of approximately three thousand fifty (3050) feet, more or less--all as shown on
a plan prepared pursuant, to section 52 of the Revised Ordinances of the City
of Northampton; (and all as recorded in Hampshire County Registry of Deeds,
Book 1613, Page 605, and in Plan Book 80, Page 25); and
IHZR S, the Mayor, with the approval of the City Council, has determined
that there exists in said Northampton, the need for an urban renewal program,
in accordance with G.L.C. 121, Section 26XX (See now G.L.C. 1218, Section 48)
of -the Housing Authority Law; and
WdLS, pursuant to, and in accordance with, the aforementioned deter-
mination the Northampton Redevelopment Authority has initiated an Urban Renewal
Project (Project Number Mass. 121-B-1); and
WHEREAS, the above described discontinued portion of Bates Street is no
longer necessary for public use but is necessary for--and is within the per-
imeter of--said Urban Renewal Project (Project Number Mass. 121-B-1) of the
Northampton Redevelopment Authority;
NOW, THEREFORE, it is voted that the City of Northampton convey to the
Northampton Redevelopment Authority the above described discontinued portion
of Bates Street; and that the Mayor be, and he hereby is-authorized and in-
structed to execute under the corporate seal, acknowledge and deliver a deed,
(in such fore as he shall approve--his execution thereof to be sufficient
evidence of his approval) to said Northampton Redevelopment Authority.

The Board of Public Works, to whom was referred the Petition of His
Honor the Mayor and of five members of the Northampton Redevelopment Authority
_on April 1, 1971!1
that Bates Street, an existing street located in
Northampton, be discontinued in the following particulars:
starting at a point from the Southerly property line of
land of the Northampton Redevelopment Authority, thence
Northerly through other land of said Northampton Redevel-
opment Authority to the Southerly line of Interstate Route
91 and then in a general Westerly direction along said
Interstate Route 91 to Damon Road a distance of approxi-
mately three thousand fifty (3050) feet, more or less
all as to be shown on a plan to be prepared pursuant to
Section 52 of the Revised Ordinances of the City of North-
ampton
reports thereon as follows:
The Board viewed the premises and gave a hearing to the parties inter-
ested on Monday, July 26, 1971, after giving notice of the time and place
appointed therefore which was served as required by the statutes of the Common-
wealth and the Ordinances of the City of Northampton applicable thereto. All
persons appearing at the hearing were in favor of the discontinuance, and there
were no persons present nor written appearances filed in opposition to the dis-
continuance.
The Board has carefully considered the above matter and, inasmuch as
the Redevelopment Authority has provided for construction of a new street to
replace the proposed discontinued portion of Bates Street, said new street being
necessary to the development by the Redevelopment Authority of an Industrial
P ark,
and whereas the proposed discontinued portion of Bates Street will then be use-
less and unnecessary, the Board therefore is of-the opinion that common conven-
ience and necessity require that the hereinafter described portion of Bates
Street should be discontinued. m-mT-
The Board therefore recommends that a portion of Bates Street be dis-
continued as a public highway for the public use in accordance with the accomp-
anying Description of Location prepared by the City Engineer and dated November
1, 1971, and as shown on a plan entitled "Northampton Redevelopment, Authority,
Bates Street Discontinuance, Northampton, Mass.", scale 1"=100' dated March 17,
1971, by Almer Huntley, Jr. & Associates, Inc., said plan being now on file in
the office of the City Engineer and also to be recorded at the Hampshire County
Registry of Deeds.
The Board is further of the opinion that no damage should be sustained
y any person, firm or corporation by reason of the discontinuance of said por-
ion of Bates Street as described above,

The Mayor and City Council.;

The Northampton Planning Board, to.whom the petition
of the Mayor and.the Northampton Redevelopment Authority for
discontinuance of a portion of Bates Street was referred, hereby
reports that it has duly and carefully examined and considered
the plans of the Redevelopment Authority and finds that discon-
tinuance of said portion,of '..'Bates Street will not interfere with
or contradict planning and zoning contemplated.for this area.
Therefore, the Planning Board recommends that the
petition for discontinuance of the described portion of Bates
Street be approved.

Beginning at a concrete bound on the 'easterly sideline of Bates Street

a point on the existing westerly sideline of Bates Street; thence on a curve
to the right, not tangent to the aforesaid course; of 1146.28 feet radius a
