Re: NOI Filing, Village Hill Detention Basin #1
Staff have completed a preliminary review of the Village Hill Detention Basin NOI, and have
determined that add itional information will be required for a complete review of the project.
The below list outlines staff concerns, as well as instances where plans and supporting
documents do not contain adequate information for the issuance of an Order.
1. A narrative mus t be provided that details how the proposed project meets the riverfront
area performance standards contained in 310 CMR 10.58(4).
2. The 100 - year floodplain elevation must be marked on project plans.
3. Details regarding the reasoning to classify the unnamed stream as pere nnial, pursuant to
310 CMR 10.58(2) are needed.
4. As shown, it appears that runoff from the lip spreader will follow the existing drainage
pattern, potentially creating scour and erosion within the riverfront area during some
storms.
5. In the absence of detailed plans for the watershed, the Commission will not be able to
determine whether the project as proposed will result in the dewatering of wetland series
B.
6. A stormwater permit from the Northampton Department of Public Works, as well as si te
plan approval from the Northampton Planning Board is required for this project.
Applications for these permits have not been filed. MGL c131 S40 requires applicants to
obtain or apply for all permits and approvals which are feasible to obtain at the t ime the
Notice of Intent is filed.
7. The listed fee for ‘site work without a house’ applies only to single family house lots , as
defined in 310CMR 10.03 7(c)1 . This shou l d be replaced with category 3a, “ Site
preparation, for any development other than an unattached single family house(s),
including the removal of vegetation, excavation and grading, where actual construction is
not proposed in the Notice of Intent. ” A new transmittal form reflecting this change is
required.
8. The project is subject to the stormwater management standards, and a complete
stormwater report is required
9. While the majority of Village Hill is within the Planned Village district, t he portion of the
work that is proposed closest to jurisdictional resource areas in this project is n ot within
this district, and does not have a reduced Protected Zone. A narrative must be provided
to demonstrate how the project as proposed meets the performance standards of the
Northampton Wetlands Ordinance, Chapter 337 - 10 E (2). An Order of Conditio ns
cannot be issued if these performance standards are not met.
