The Planning Board granted the request for MassDevelopment to utilize a combination of covenant restriction and memorandum of
agreement with the city as an interim mechanism to permanently protect the parks shown on the plans.This will be used instead of a
Conservation Restriction until such time as construction winds down as specified in the the MOU. After project completion, the owner
will permanently protec the land with a Conservation Restriction in accordance with statutory standards.
