The requested use protects adjoining premises against seriously detrimental uses. The existing use as a market-rate lodging house will continue and the total number of units will remain at eight. No lighting other than required by the building code will be installed. B. The requested use will not change the existing configuration as it relates to the safety of vehicular and pedestrian movement within the site and on adjacent streets. The small residential site will allow for safe access between the parking area and the structures. The project, including any concurrent road improvements, will not decrease the level of service (LOS) of all area roads or intersections effected by the project below the existing conditions. C. The existing garage will be removed and replaced with a similarly sized and located garage. D.
