Ordinance:Amend §312-36 Meter Locations and Regulations—Parking Passes (Referred by City t Council February 2,2012) Chair Tacy took the item out of order to allow Mayor Narkewicz to present to the commission. Narkewicz:When council increased parking meter costs, it never increased parking passes for long-term lots,an oversight.The city has sold out of the available passes in November, December, and January. Considered administering a 2-tiered system for the different rates in the various lots and street parking, but deemed the number of passes (300)too small for such efforts.The goal'of this ordinance is to bring the discount back into line or what it was close to before the meter increases. --Public comment: none. -Bruce moved to recommend as is, Hartwell seconded. -Discussion: Freeman-Daniels:won't support a full increase, perhaps only$45.for a monthly pass. Bruce:The passes are selling out now,so there is a market that will support raising the price. Harwell: it discourages use of the auto,which is a good thing. Freeman-Daniels:just because they sell out now doesn't mean they will when the price goes up, Tacy: (Presented a brief review of the discussion that took place at EDHLV)There was the question of who was actually buying those passes. Sienkiewicz: In the market for privately-owned parking spaces downtown,they are at least$120/month, just as a perspective. Hanson:$60/month seems reasonable,though be interested in what other cities charge. Lowenthal: it is important to set rates so that there are a little bit of space left--Letend re.tried to not exceed 85%capacity to allow for movement within the spaces. -Vote:7 yes, 2 no (Freeman-Daniels &Tacy). Motion to recommend as is carried 1. Public Comment. Chair Tacy called for any general public comment, not related to any items on the agenda. Continued from Jan 17,2012-South St Traffic Calming, Community Meeting Updates Bruce: (Gave brief history of project)-In April 2010 there was a neighborhood request for traffic calming. There have already been a few more traffic accidents since then. Hanson:'(Gave visual presentation)The scope of the work will go from the Old School Commons I crosswalk to the bridge at Earle St,where the state has stopped its thermoplastic crossing lanes. --Public Comment: Ms Frydio: Question whether there could be a crosswalk near Lyman Rd. Ms Lombard:Question about treescaping South St---it is ripe for this and it helps with traffic calming. Also,the intersection of Old South St and New South St is dangerous. Mr Weir: Drivers run the red light(turn on red)constantly at the New/Old South St intersection.Sits on the tree committee,and they have money for trees. Ms Misa: People make right turns on ired at the New/Old South,St intersection egregiously. •r Sullivan: How would bikers n.aviga,te the New/Old South St intersection? ; Hanson:technically not bike lane because it isn't wide enough, but there would be painted lane. ; M r Sullivan:What about putting a right turn green arrow at the New/Old South St intersection? Mr Weir:the closest time I've had to an accident was from a biker coming north on New South St to the intersection and not stopping. -Bruce moved to approve design and asked DPW to proceed with process.Stein seconded. .-Discussion: Tacy: Have questions about the street width. Freeman-Daniels:what kind of procedure would there have to be for a right-turn arrow? Lowenthal:the New/Ofd South St intersection is dangerous,what about reducing the turning radius? Hanson:WB67 trucks need to make that turn going from New South to Ofd South coming North,so probably can't reduce turning radius of intersection. Sienkiewicz: Likes the combination of bike lanes and parking for traffic calming.Just for clarity:what about the cost of these improvements?Where will the money come from? Hanson:Working on the budgeting.Want to bid by June, do the project in Aug/Sept. --Vote: 8 yes, 1 abstention(Hanson). Discussion of a No Parking Zone on'•North Side of Ridgewood Terrace Chair Tacy took the item out of order to allow Councilor Carney a chance to speak before she had to leave. -Public Comment: Ms Carney: (Read letters from Mr Dexheimer and Mr Fienberg) Hanson: (Gave history of TPC activnsy, Mos I Iffted to adding no-parking near the int rsection of Ridgewood Ter and Jackson St. Ms.Wise:The no parking signs just pushed the congestion problem up the street. Ms Sheehan: Emergency vehicles can't get down the street. Mr Vinskey:What is the timeline on any changes? If the changes go through I wouldn't be able to p ark in front of my house-. Ms Carney: Does there need to be both no parking on the south side of Ridgewood Ter and also near the intersection? Mr Murphy: How much space does a fire truck actually need?The fire trucks do seem to be able to do it now. M r Meehan:Why are people so.happy to park on Ridgewood Ter?What is the appeal? Mr Horton: Getting kids to school on time is important, and more convenient since the entrance for the kindergarteners and first graders is on that side of the building. When the entrances changed from the front of the school to the back, parking on Ridgewood became attractive. Mr Douglas.- Does support parking on 1 side, and other initiatives. One other problem are the bad sidewalks on Ridgewood, and poor snow removal. Mr Murphy:The south side of the street melts faster than the north, due to sun. Sienkiewicz:There's nothing to vote on right now, is there? Hanson: I'd like to check with the fire chief about how much space the fire trucks need. -Bruce moved to ask DPW-to find out best distance from stop sign (on Jackson St)and draft ordinance for no parking,,to be brought to Ordinance Committee.Seconded by Sienkiewicz. -Vote: Unanimous. 4. Continued from Jan 17.,2012: -Alternate Truck Route Hanson: (History and presentation on the.signage for the alternate truck route from Hawley, Phillips, Pomeroy Ter,to Bridge St north).The turn from Phillips to Pomeroy is bad: possibly need a no- parking zone where a truck would queue.Spoke to National Grid about moving the utility pole,and they would do it to the other side of the end of Phillips.Would there be an expense for the city involved? -Public Comment: Mr Zimnoch: Moving the pole might be good, but there is still the problem of the winter,where'the snow banks will trap a truck trying to turn. -Freeman-Daniels move to table until next month,with investigation into alternate street usage for truck route. Safety of Bixby Ct Exit to Hawley St -Public Comment:there are bad views coming out of Bixby Ct onto'HawleySt. (Read letter from Mr Shenoy). Hartwell: perhaps eliminate a parking spot on the left--hand--side while exiting Bixby. Bruce: Don't see a problem here yet. No accidents to report, it helps traffic calming. --Stein move to postpone.Sienkiewicz seconded. -Vote: unanimous. S. &9. ordinance Sec 312-11 Location of bus stops,taxicab stands and service zones,and Sec 312-114 Schedule XIII -Stein:to put up a bus stop sign,there are a lot of hoops that have to be jumped through.This makes the process much easier for simply putting up a sign.This is about determining protocols and,a public process for"secondary" bus stop signs. Drayman Carroll(PVTA):we want to install bus stop signs where people wait for buses anyway. There are places where buses are known to stop, informal stops, now to-be called "secondary"stops, and it will allow for easier process of installing signs at those stops. Hanson:the newest ordinance was sent via email. Lowenthal:will there be bus routes and schedules near or on the signs? Mr Carroll:Yes Freeman--Daniels: How are these secondary stops established? Stein:We're not asked to approve the stops,just the signs. Bruce:This is good. Lavalley: does this get rid of the flexibility of pickup locations? Mr Meehan: will drivers have pick--up/drop-off discretion still? Mr Carroll:this will still allow for some flexibility of pickup.' -Stein moved to recommend bus ordinance modifications as is to city council. Freeman-Daniels seconded. -Vote: Unanimous. 10. DPW Updates Hanson: Mayor sent a letter to Pioneer Valley Planning Commission for help on the 4-way stop intersection at Prospect&Jackson St.Also,there was a meeting on the Conz/Pleasant St intersection with MassDDT and the engineers, and as a result it is likely they are going to re-examine the need for a slip lane from Conz St to Route 5 south.There will be a meeting on the North St re--construction on March 5th. - E- • I- I . 1 11. New Business Lowenthal: Report from Bike &Ped Subcommittee on CPA recommendations: Here are the three CPA projects the Bicycle and Pedestrian Committee voted unanimously to support at = its meeting last week(I was absent for the discussion and vote, but I also support them): 1. Pointing and rehabbing the beaver brook bridge on the Norwottuck(in the unimproved section north of Leeds} 2. Design the CT River Greenway rail trail from Damon Road to Lane Construction and then the feasibility study to Hatfield. 3. Ticket fines were increased from$15 to $25 for group A.fines and from $10 to $15 for Group B fines. It had been more than ten years since ticket fines had been increased.Meter fees were also increased from$0.50/hr to.$0.75/hr for all one and two hour meters; ten hour meters and long term lots were increased from$0.15/hr to $0.251hr; other ten hour meters were increased from$0.25/hr to$0.501hr. Monthly parking pass fees,however,were inadvertently not included. With the increase in fines and fees,the department has seen an increase in the number of monthly parking passes purchased. Monthly parking passes can be used in the long term lots and the ten hour meters and passes currently cost $30/month. The number of parking passes sold each month are capped at 300 and up until this fall, had never sold out. However, in November, December and January of this fiscal year,monthly parking passes sold out quickly.-The increased popularity of the monthly passes appears to be a direct result of the meter fees and parking ticket fine increases. For example, before the parking meter fees were increased, an individual using a ten hour meter, during normal business hours,five days per week,would spend$0.25/hour for eight hours or$2.00 per day,or the equivalent of$44 dollars per month. A monthly parking pass at$30 per month eras saving them$14 per month, a discount of 32%. After the parking meter fees were increased, the same individual would spend $0.50/hour, or $4.00 per day, or the equivalent of$88 dollars per month. A monthly parking pass at $30 per month is currently savings them $58 per month, a discount of 66%. In addition,purchase of a monthly pass is also good insurance, since two parking tickets in a month would cost$30. My proposal is to increase the monthly parking pass fee from$30 to $60,which is consistent with the percentage increase an the p arl ing meter rates and p arlcing ticket fines (a 50%increase). The new monthly pass rate will maintain a discount similar to what was in place prior to the increase in hourly rates. My office's research indicates that most of the monthly passes are purchased by residents of the downtown area or by downtown businesses(lawyers'offices,Faces,District Attorney's Office,etc.) purchasing the passes for their.employees. I'm sure the discussion tomorrow evening will,add some clarity to the situation.Neither Amy wife nor I will be able to attend so I'm asking you to present the points that I would bring up. 1-The problem I saw on school days during the 20 to 30 minutes surrounding drop-off and pick-up of the children was that the parents were parking on bath sides of the street right up to the edge of Jackson Street. Some fol14-,s would even park in the few feet from the coiner that was marked with a No Paling To Corner sign. The result was that no traffic could pull onto Ridgewood, creating a - gridlock. � 2- The temporary solution warped instantly to alleviate this. Freeing up the first 100 feet or so to the first residents'driveways allowed traffic to enter and exit Ridgewood. 3-An initial response to a more permanent solution was the suggestion of permanent No Paling on the north side of Ridgewood. The thought process seemed to be that the temporary no parking signs only pushed the problem fiirther up the street. This thinking seems predicated on the fact that if cars � are parked-on each side of the street directly across from each other,public safety would be endangered because only one car could pass between them at a tinge. However,this fact applies to virtually every neighborhood street in Northampton! Everyone knows. that when cars are approaching each other on a typical neighborhood street, courtesy is required- one driver will flash their lights indicating the other should pass first. At the other end of Ridgewood is Prospect Ave, a direct corridor for emergency vehicles going to Cooley Dickenson Hospital. It's rare to � drive down Prospect without the above situation existing. Joel Spiro For a number of years,we have found that turning from Bixby Ct on to Hawley Street is extremely hazardous, since cars are often parked close to the curb hampering visibility. I would go so far so to say that when an SUIT,truck or a large vehicle is parked on the street, one has to drive into the street blind-- it requires you to inch slowly into the street while hoping that there is no cross traffic. Curing winter when there is snow accumulation on the side of the street, the situation is even more hazardous. That there has been no accident so far is somewhat of a miracle-we have had a few close encounters } with cars that are zipping by. _ We urge the city to help improve road safety by eliminating one parking spot on each side on Hawley St, which'will substantially improve visibility for Bixby Ct drivers. The location of bus stops,taxicab stands and service zones shall be specified by the T_r_a.nsp.or_tati.o_n_a-n.d_P_a.r_ki.ng C-omm.iss-i.o.n.,_a-n.d.,_i.n th.e_case-of_taxi.ca.b_sta.n.ds,th.e Tr_a.nsp_ortation and parking Commission shall designate who may use them as such. B. The Transportation and Parking Commission shall establish a terminal for buses other than those furnishing both local and interurban service, and no bus,other than those which furnish both local and interurban service,shall stop at any point within the City other than such terminal to receive or discharge passengers. Generally,vehicles yielded to the pedestrians crossing at Elm Street/North Elm Street, but it became chaotic when vehicles were making left turns (either out of or onto Elm St). Cars were not parked in the hatched area near the crosswalk on North Elm Street during the PM pickup. Hanson suggested the possibility of approaching the State for making this intersection a future project for Transportation improvement Project(TIP)funding, and plans to meet at the District 2 office within the next month. Hanson would suggest a traffic control light for this intersection to operate only during the school arrival and dismissal times;this would help with the turning movement issues. 4. DPW installed multiple Pedestrian signs with arrows at the North Elm St/Elm St intersection just before NHS opened in September 2011. This would help decrease the congestion at the crosswalk during the AM drop-off. He may be able to monitor this area in the-morning if his schedule allows,and thus encourage drop-off to occur further down Elm Street by the Church. 7. Complaints have been brought forward regarding"no area to use for parking"for office visitors. Hanson had a discussion with Mike Diemand and Rollie LeBeau (School Maintenance Department) regarding the possibility of a parking lot in front of the school office with a posted "limited"time in a section where there used to be a paved road. Hanson said she would discuss this with the PTO for feedback before any further action was taken. 8, Hanson will discuss longer crosswalk paintings(16 ft instead of the current 8 ft length)to be done near the NHS next time they need to be painted for better visibility(Spring?). A new City standard has recently been instituted for new projects (ex. Elm Street and Main Street)that uses 24-inch stripes,48-inchs on center and 16--feet long,for high pedestrian areas. DPW plans to have a discussion within Engineering to decide how this new standard will be instituted, but school areas are considered priority sites. 9. The Elm/Milton/Riverside intersection would function better and more safely if it were redesigned. A future DPW project could possibly include an agreement with the Auto business,exchanging parking lot layout for roadway. Milton Street could be reconfigured to turn 90 degrees thru the existing parking lot,and the"old" Milton Street could become a parking lot, creating a more standard intersection while providing a shorter crosswalk. { f 10. These signs have been placed by the Northampton Police Department(NPD) due to safety concerns with cars parking near the intersection of Jackson Street. This action was taken in order to promote visibility of pedestrians, and minimize congestion for traffic flow(including emergency vehicles). The current `educational time frame"will only last through January 27,2012. SO DRIVERS BE AWARE! The grace period will end soon,and the NPD will begin writing tickets the week of January 30thfor cars parked in the marked area. Permanent signs will be installed in spring. The City is asking for assistance regarding a four-way Stop sign warrant analysis at the intersection of Prospect Street and Jackson Street. currently,this intersection operates as a two-way Stop on Jackson Street and Woodlawn Avenue. There have been safety concerns for pedestrians,bicycles and vehicles in this area for many years. It is located between the Jackson Street.Elementary School and the Northampton High School, which adds increased pedestrian activity involving a younger population.Northampton Department of Public works (DPW)recommends that warrants be analyzed for a four-way Stop including Prospect Street in this busy area that includes:Meadowlark Child Care,YMCA, ' Gan Kesher Preschool, B'nai Israel Synagogue,Northampton Survival Center, Childs Park, and Nuttlernan's Florist. The neighborhood and DPW strongly advocated for this intersection to be included in the Jackson Street School(JSS) Safe Routes to School(SRTS)Project that was funded by the American Recovery and Reinvestment Act(ARRA-2009). Since the SRTS funding was limited, improvements for this intersection were eliminated from the project scope. As a follow-up plan, residents submitted a Traffic Calming Request in rune 2009 to the Transportation and Parking Commission(TPC)with the hope of getting ranked as a priority improvement project when funds became available. Unfortunately,no funds were allocated for traffic calming in the City Capital Improvements budget over the past four years. A.recent MassDOT(Boston)ptoj ect entitled,"Low-Cost Improvements for Stop Sign Controlled Intersections"has been created to help improve the sYgnage and pavement markings in corar u-6 .sties throughout the Commonwealth. It is the belief that a warrant analysis would justify a four-way Stop intersection as a first step-toward-improving-the-safety-o-f-the-intersection. A seeend step--lnaludes-having thins-area obtain future State funding from the Transportation Improvement Program(TIP) for determining the best solution of either a traffic control light or roundabout design, It would be most helpful if PVPC could complete the warrant analysis by the end of May. This would allow the DPW time to bring the results before the TPC and City Council in June,install the stop signs in July,and perform a trial period in early Fall that would still make the deadline to be included in the Mas sD OT project.
