Meeting Called to Order-Councilor Tacy called the meeting to order at 5:40 p.m. 3. Announcement of Audio/Video Recording of Meeting--The meeting is audio-recorded. 4. Public Comment Donna Salloom,Board of Health member,spoke also as working at the State Department of Public Health and Mass.Emotion Initiative. Ms. Salloom requested that the Health Department be considered as a member of the Transportation&Parking Commission in the Ordinances below. The Health Department is involved in Safe Roads to Schools,Complete Streets,and access to healthy and safe ways such as biking and walking. A-11 items below are continued from June 19, 2012 meeting: Councilor Tacy moved to re-open discussion of Ordinances to Amend §22-115 and §22-119;Debin Bruce seconded. The motion passed unanimously(6-0). 5. Ordinance: Amend§22-115 Northampton Transportation&Parking Commission;Membership(continued from lay 15) 2 012) Discussion regarded adding a Board of Health member to the Commission. A suggestion was made to add the Board of Health member to the Bicycle and Pedestrian subcommittee. Ms. Stein noted that it was a good idea to add minutes from the Bicycle and Pedestrian subcoYnmittee to packets for this Commission;minutes will be sent to the Clerk in future. Councilor Freeman-Daniels moved to Amend to Change the Commission to 12 members to Include a Board of Health member--selected biannually by the Board of Health;Debin Bruce seconded. Ned Huntley noted that there should be parking"structures",not the named garage;the structures could change in the future to include the police parking garage. Ned Huntley moved to Amend to strike"E.John Gare Parking Garage" and change to"parking structures" and to adding"parking" before"structures" in last sentence. Wayne Feiden seconded. The motion to amend passed unanimously(6-0). Councilor Freeman-Daniels moved to recognize Nanci Forrestall,Hearing Officer,Parking Clerk's office; Ned Huntley seconded. The motion to recognize passed unanimously(6-0). Councilor Tacy questioned what parking receipts' reports would be submitted. Ms.Forrestall stated that one report would be for occupancy,another report would be for fines and penalties. These are two separate accounts. The Parking Clerk's office does not handle coinage. All information is available at the Parking Clerk's office. The main motion,as Amended,passed unanimously(6-0). See attached. 9. Ordinance: Amend §22-123 Northampton Transportation&Parking Commission; Staffing(continued from May 15, 2012) Councilor Freeman-Daniels moved to recommend; Wayne Feiden seconded. Discussion was in regards to Laura Hanson,Traffic Engineer is not"staff',as in to take minutes of this Coimnission's meetings. Wayne Feiden noted that other boards and committees usually have a department staff person to take minutes,but this Commission was unique in that the Parking Director previously provided staff for minute-taking. The Traffic Engineer mainly does traffic studies. Councilor Freeman-Daniels moved to Amend: to delete entire first sentence,and to add "Health Department" to remaining sentence. Ned Huntley seconded. There was discussion that the above Ordinances to Amend §312-36 through §312-110 were better organized than those proposed in May 2012,with Mayor Narkewicz' compromise of$45 for parking passes. 17. DPW Updates Traffic Calming Summary Union Street Temporary Speed Humps Ridgewood Terrace No Parking North Street Reconstruction . Cracksealing Contract ProspectlJacksonlWoodlawn-PVPC Stop Sign Warrant Analysis Laura Hanson,Traffic Engineer gave an update. There are 21 applications for Traffic Calming,with 3 proposed for acceptance for North Street, Conz Street and Grove Street. Ms.Hanson requested a vote to make corrections to the ranking system,as the manual has not been upgraded. Debin Bruce moved to make the upgrades; Councilor Freeman-Daniels seconded. The motion passed- unanimously(6-0). Ms.Hanson noted that the Union Street speed humps would be discussed in the Forum to be held after this meeting. This would be a positive change. Ms. Stein asked about the traffic counts. Ms. Hanson noted that Parsons Street had 993 in April,and 918 in June, and Cherry Street was 284 in April,and 308 in June. Ms.Hanson stated that she talked with Captain Savino regarding Ridgewood Terrace signs and the DPW has adjusted the signs 90 degrees. School is out for summer, and police are supportive. Some people who were ticketed said they could not see the signs previously,and appealed and won. Ms.Hanson gave a handout regarding North Street Reconstruction Project. The last day of the cracksealing project is June 28,2012. The Prospect/Jackson/Woodl.awn-PVPC Stop Signs do pass warrant analysis and if there are problems,the police can enforce.
