Meeting Called to Order--Councilor Tacy called the meeting to order at 4:00 p.m.

3. Union Street Traffic Calming--Speed Humps
Laura Hanson distributed a handout diagram of proposed placement of speed humps and noted that a Forum was
held on June 27,2012 for this topic. At that meeting,two residents expressed concerns about placement of the
speed humps.
Jack Keenan stated that he was one of the residents,and he has observed motorists going over the temporary speed
humps and then speeding up in the area between the speed humps. In a 25 mph zone,some motorists go 50 mph.
Ms.Hanson noted that the speed humps have been effective and there have been no neighborhood complaints. Ms.
Hanson stated that moving the humps is fine,while staying within the school zone.
Councilor Freeman-Daniels stated that, in response to concerns voiced at the forum of June 27,2012,he interviewed
the residents at 71 and 72 Union Street. The residents of 71 Union Street had no concerns. The woman resident at
72-Union--Street-had-no-concerns,-but-did-not-think-the,-speed-humps were--effective: --.-

Wayne Feiden questioned the possible addition of a third speed hump. Mr.Feiden tat e ru e o u an oc
is 200-250 feet.
Ms.Hanson stated that ITE(Institute of Transportation and Engineering)designs are f or 14 foot wide humps and no
placement over street obstacles such as manhole covers. Discussion continued regarding the placement and number
of speed humps. Ms.Hanson explained that the application was submitted,the area tested with temporary speed
-,----humps,-an.-d-th-ere-h-as-been--only-positive-feedback-from residents.—
Tim Van Epps,38 Union Street,noted that he and Bill Dawkins,39 Union Street,have discussed the speed of
vehicles,and he would be happy if there was opportunity for a P or 0 speed hump. Ms.Hanson suggested that a
raised crosswalk would also deter speeding.
Mr.Keenan stated that the speed humps should be higher further from the school as many parents and children
move around the parked cars when school lets out.
Ms.Hanson noted that these issues were discussed at the June 27,2012 Forum,and the Transportation&Parking
Commission would need to vote on the installation of permanent speed humps at today's meeting.
James Lowenthal questioned if ITE were the only word on the spacing,or if other reputable engineering standards
exist. Ms.Hanson stated her complete respect for the ITE standards. Mr.Lowenthal suggested more speed humps
would be better.
Mr.Van Epps noted that his wife is working with Safe Roads to Schools. Mr.Van Epps is the resident who has
offered to pay for the speed humps to be installed on Union Street.
Richard Cooper questioned how many speed humps the City has. Ms.Hanson stated that the City has two sets of
temporary speed humps that have been tried in different areas, Mr. Cooper questioned how temporary speed humps
are moved for snow plowing,and the costs of temporary and permanent speed humps.
Ms.Hanson stated that speed humps cannot be used in winter due to snow plowing,and there must be allowance for
the time and labor for Department of Public Works employees to drill and place the speed humps. Temporary speed
humps cost$5,000 per set. Permanent speed humps cost$1,500 each.There is an escalation clause for cost of
additional labor,signage and asphalt. Permanent speed humps are quieter.
Wayne Feiden and Councilor Tacy suggested placement of two speed humps now, and possibly additional speed
humps in the future, Debin Bruce noted that more speed humps will deter motorists to use Cherry Street instead,
and the goal is for traffic to slow down on Union Street.
Councilor Freeman-Daniels moved that the Transportation&Parking Commission recommend to the
Department of Public Works the installation of two(2)speed humps on Union Street-the first at 450 feet
from Market Street,and the second approximately 900 feet from Market Street,dependent upon utilities and
other city infrastructure;Richard Cooper seconded the motion.
Further discussion regarding spacing and placement continued. Councilor Freeman-Daniels moved to call the
question; Ned Huntley seconded.
The motion passed unanimously(7-0).
Ms.Hanson stated that she would appreciate a vote of this Commission regarding the timing of this project. DPW
crews have limited time,and there is a Traffic Calming ranking system with Montview,Williams,and Hawley all in
queue. James Lowenthal and Councilor Freeman-Daniels expressed their support to move this application up for
completion before the start of school. Ned Huntley noted limited resources,a first-come,first-served.basis, and that
Montview has been waiting for a year. Mr.Huntley also noted that a private contractor raises costs including
...prevailing wages_and equipment. .......

Mr.Van Epps asked for a list of city-approved contractors and questioned h ow the procurement process-would
work. Mr.Huntley suggested that Joe Cook,procurement officer for the City,be contacted next regarding use of
non-DPW resources and timeline of the project. Debin Bruce stated there should be city oversight of this project.
Chief Sienkiewicz arrived at 4:23 p.m.

at the same time as this project;however,with school beginning in approximately 7 weeks,there is a need to push
the Union Street project forward, if possible. Councilor Tacy agreed that the school zone should be taken into
consideration.
Councilor Freeman-Daniels moved to recommend that the DPW contact Joe Cook,procurement officer
regarding outside procurement,including wage rates and materials. No official vote was completed. Mr.
Huntley noted that he would contact Joe Cook tomorrow.
4. TCA#18 Fruit Street Preliminary DPW Analysis
Ms.Hanson distributed a handout and explained that this application does not meet warrants for a STOP sign;this
Commission might consider making Fruit Street a one-way street from Conz Street to Old South Street.
Councilor Freeman-Daniels recognized Toni Hochstadt. Ms.Hochstadt stated that the week of July 4"'was not
representative of traffic;Ms. Hanson noted that,traffic was counted from July 9-12,2012.
Ms.Hanson reviewed the handout information. There was further discussion of the use of this street as a cut
through,with increased speeds, and suggestions of parking. Chief Sienkiewicz noted that there have been only two
accidents in 11 years,and to make the street a one-way street may have safety 'issues. Chief Sienkiewicz also noted
that any adjustments impact other streets,and this has not been defined as a safety problem.
Councilor Freeman-Daniels noted that the street is a cut-through,and suggested as good policy that a crosswalk be
installed where the sidewalk stops near the public housing. Ned Huntley stated that the next priority on the list is the
North Elm Street crosswalk with$7,000 from Capital Improvements Committee. Wayne Feiden suggested this
analysis be done so that this project also goes before Capital Improvements Committee. Ned Huntley suggested a
conversation with the Northampton Housing Authority as they own the walkway. There were further suggestions of
application for block grant or Chapter 90 monies.
Ms.Hochstadt stated that noted that she would not have wasted everyone's time if she had known the study would
be based on police reports. Ms.Hochstadt stated that many elderly and other pedestrians walk to appointments and
to the Senior Center,and there is a high volume of humans using this street. Councilor Tacy stated that the
discussion is not over and this will be investigated. Councilor Freeman-Daniels agreed with Wayne Feiden's
suggestion to look into more pedestrian solutions.
Ms.Hanson noted that parking is currently allowed on one side,and any change would need an Ordinance change.
Ms.Hanson also noted that there have been 21 Traffic Calming applications,with Ward Avenue being the only one
not pursued. Some applications are completed,some are still in process with little funds,others like this application
have no funding,and all are ranked. Ms.Hanson suggested there could be more discussion and feedback
encouraged from the housing residents for the next meeting. James Lowenthal and Debi Bruce stated that this
application should be on the matrix,but will probably rank low.
Councilor Tacy moved to Table the Fruit Street application to the next meeting; Councilor Freeman-Daniels
seconded. The motion to Table passed unanimously(8-0).

Chief Slenkiewz noted that that this Ordinance codifies the parking already in practice(as stated in Mayor
Narkewicz'memorandum of June 1,2012). Councilor Freeman-Daniels stated that he has several proposed
amendments.
Councilor Tacy moved approval of the Ordinance; Councilor Freeman-Daniels seconded for purposes of
discussion.
Councilor Tacy stated his opinion that a space should remain reserved 24 hours for the Mayor.
Nanci Forrestall,Hearing Officer,clarified that a new part-time Parking Enforcement Officer(PEO)works from
630 p.m.to 9:30 p.m. Chief Sienkiewicz confirmed that police also write tickets.
Councilor Freeman-Daniels stated he had several amendments prepared,with the first language to allow a reserved
space for the Mayor with two additional spaces for municipal use. Ned Huntley noted that all employees would
need parking placards. Chief Sienkiewicz requested that Councilor Freeman-Daniels submit all amendments in
written form for the Commission to consider.

Councilor Freeman-Daniels stated that the Ordinance must be completed in this Commission by sixty days,and has
already been tabled once at this Commission. Chief Sienkiewicz clarified that the Commission must report within
sixty days to the City Council or Council President;not a mandate to complete,and the minutes will reflect this
discussion. The Clerk noted that this Commission could send the Ordinance to the Ordinance Committee with no
recommendation,then present Councilor Freeman-Daniels' amendments at the next Ordinance meeting on
September 10,2012.
Councilor Tacy moved to Table the Ordinance to the next meeting; Richard Cooper seconded. The motion to
Table passed unanimously(8-0).
6. Ordinance: Amend§312-112 One-Way Streets (Referred by City Council June 21, 2012 to
Transportation&Parking Commission and Committee on Elections, Rules, Ordinances, Orders and
Claims)
Councilor Freeman-Daniels moved to Table the Ordinance to the next meeting; Wayne Feiden seconded. The
motion to Table passed unanimously(8-0).
7. Ordinance: No Parking North Street—Laura Hanson
Ms.Hanson distributed two proposed Ordinance changes for North Street,Market Street,and Bates Street. There is
no need for a vote at this meeting;Commission members were asked to review text and maps for pedestrian safety.
This should be discussed and voted at the next meeting. All information regarding North Street reconstruction is
also posted on the DPW website,under the engineering link.
James Lowenthal commended Ned Huntley and Laura Hanson on this greatly improved plan for pedestrian safety.
Councilor Freeman-Daniels moved to Table the Ordinances to the next meeting; Ned Huntley seconded. The
motion to Table passed unanimously(8-0).

o Kennedy Road Bridge Reconstruction
Ms.Hanson distributed copy of an article from the July 16,2012 Gazette which gives details of the Mass DOT
project. Construction has begun with a June 15,2013 deadline. The River Road Bridge project should be done by
September 1,2012..
Racks at4Market,Hawley and Bridge Streets--_—_------_.-_____—_--__--�_�.�
Ms.Hanson stated that the City has four bike racks to be installed;James Lowenthal explained that University of
Massachusetts planned to junk these bike racks. Ms.Hanson noted that these bike racks would be placed at the
corner of Bridge and Hawley Streets.in the City layout. Chief Sienkiewicz stated that the Paradise City Tavern
restaurant has an application pending for extension of premises;Ms.Hanson will speak to the owners.
■ VA Park&Ride Public Hearing
Ms.Hanson noted that there will be a public hearing on Tuesday,July 24,2012 at 7:00 p.m. at the JFK Community
Room.
• Overhead Vehicle Detection Warning System
Ms.Hanson reported that there may be five locations. A notice was also distributed regarding the North Street
Reconstruction Schedule. There are weekly updates on the City website at
www.northamDtonina.gov/dpf/en gin eerin.g.
9. NEW BUSINESS—Reserved for topics that the Chair did not reasonably anticipate would be
discussed
Wayne Feiden noted the Florence Fields project would have sidewalks to Corticelli Street.
Ned Huntley stated that the Board of Public Works will vote tomorrow on a contract to analyze the signals at
Pleasant and Main,with consideration of a dedicated signal left-hand turn. There was discussion of a study of the
whole intersection,including consideration of bike lanes.
Chief Sienkiewicz noted that he was opposed to the discussion on June 19,2012 regarding adding a Board of Health
member to the Transportation&Parking Commission. Chief Sienkiewicz questioned why this Commission then
voted for the additional member on June 27,2012. Wayne Feiden explained that the Board of Health Chair was
present;Ned Huntley explained Chair Donna Salloom gave a passionate plea to include the Board of Health in this
Commission.
10. Discussion of August 21,2012 meeting attendance
Several members will not be in attendance;the Clerk will be on vacation. Councilor Freeman-Daniels stated that he
would record the meeting minutes. A quorum should be present.
At 6:12 p.m.,Councilor Freeman-Daniels moved to adjourn and was seconded by Wayne Feiden. The
motion passed unanimously(8-0).
The next meeting is August 21,2012.

North Street Reconstruction Schedule
Week of July 16, 2 01
For the week of July 16, 2012, Caracas Construction Corporation,working under contract with
the City of Northampton,will be continuing to install temporary water service from#39 to 107--
109 North Street followed later in the week by replacement of the sewer on the Market Street
end of Forth Street.
The contractor plans to charge and chlorinate the temporary water line on Monday. Once lab
testing confirms that the line is disinfected,the contractor will connect the temporary services to
the affected residences. The contractor will provide 24-hour notification of the minor disruption
of water service that will be necessary for these connections. One-lane traffic with a police detail
may be required for some of this work, and motorists should seek alternate routes or expect
delays.
After the temporary grater is placed in service the contractor will begin excavation in the
roadway for the sewer. One-lane traffic with a police detail will be required for this work, and
motorists should seek alternate routes or expect delays.
Work hours are 7 am to 3:30 pm,and the roadway will be open to two-way traffic after 3:30 pm.
