Kia can certainly assert the use of the Honda parking lot into the calculation to offset the required traffic mitigation for
the new dealership. (i.e. calculate trips generated by the “warehouse lot” for the dealership vs. the new proposed use
of a new sales dealership). It would not make sense, however, to base mitigation offsets on uses prior to the current
use.
