The project budget and scope for each building would be as follows:
Memorial Hall: Power wash, scrape, full prime and apply two finish coats of paint to trim
and doors. The fire escape would be scraped and primed and would have two coats of
industrial enamel applied.
Estimated cost: $67,000.
Puchalski Municipal Building: Power wash, scrape, full prime and apply two finish coats of
paint. Remove storm windows and reapply when work is completed. Replace window casing
trim as required. The fire escapes (2) would be scraped and primed and would have two coats
of industrial enamel applied.
Estimated cost: $80,000.
City Hall: Power wash, scrape, full prime and apply two finish coats of paint to trim. For the
stucco facade wash, patch and apply two finish coats of paint.
Estimated cost: $95,000.
Total budget estimate (without bidding) to complete work: $242,000.
Project Timeline -
Based on the current date and depending on funding approval, it's anticipated that bidding,
contractor selection and permitting would be done in the Spring, 2013 period. Work would be
done throughout the summer and fall of 2013.

performance contract. The exterior work proposed here would dovetail with the energy
performance work by helping with the preservation of the buildings and with the
enhancement of the buildings' exteriors.
The success of the project will be measured by eliminating deferred maintenance and by
knowing that the exteriors of the buildings have been preserved. Ongoing maintenance would
involve touch -up painting as needed, and the buildings would be added to the capital
planning process after five years for work that would be required after eight years or so.
The Buildings -
Each of the three buildings that are referred to as the campus municipal buildings have their
own unique traits and history:
Memorial Hall (240 Main Street; 31D- 165 -001): According to Historic Northampton
Memorial Hall was built in 1872 with architect James McLaughlin designing the building in
the General Grant Mansard style. Further, it is the only example of a building on Main Street
that shows the Post Civil War General Grant style of architecture. The building has municipal
offices on the lower and second levels. The lobby is utilized for displays of veteran's
materials, and the lobby is used for First Night activities. The outside plaza area is used for a
variety of public events and demonstrations.
Puchalski Municipal Building (212 Main Street; 31D- 167 -001): The Municipal Building
was built in 1930 and was used by the local gas company until the city took over the building.
Along with daily school district and municipal operations that are housed on three floors,
Council Chambers is continuously used for multiple governmental meetings and activities.
City Hall (210 Main Street; 31D- 163 -001): Incorporating revival styles covering Gothic,
Tudor and trademark Norman towers, City Hall was designed by the famous architect
William Pratt and was built in 1850. Most recently remodeled in 1985 and in 1993, the
building is used for municipal operations and numerous public meetings and presentations.
As with Memorial Hall, the front of City Hall is designated for public demonstrations.
Project Budget -
The scope of the project would entail public bidding. Insured and bonded painters would
need to provide proof that they have completed the EPA certification program for working on
buildings with lead paint which is assumed to be on the buildings.
At this point, budget estimates have been provided by one painting contractor who did a
walk- through of the buildings.

2012 COMMUNITY PRESERVATION FUNDING
APPLICATION- HISTORIC PRESERVATION
PRESERVATION OF CAMPUS MUNICIPAL BUILDINGS
This application is submitted by the City of Northampton Central Services Department
requesting funding for renovation work on the three campus municipal buildings- City Hall,
Memorial Hall and the Puchalski Municipal Building.
Central Services oversees approximately 30 city and school buildings and facilities. This
department coordinates the use and operations of the city's multiple buildings, and is
responsible for grounds, custodial, maintenance, energy consumption, renovations and
construction for a wide array of building types and sizes. The bottom line in all the work that
Central Services does is to preserve the city's physical assets, and ensure each building's
integrity for municipal operations and community activities.
Under this proposal, Central Services would implement projects covering the
repair /replacement of exterior trim and surface materials, and the painting of exterior trim,
siding and facades at City Hall, Memorial Hall and the Puchalski Municipal Building. While
this department uses operations and maintenance funds from annual budgets for building
needs, those funds are not adequate to address the required work. Also, for the last several
years, funds have been sought, but not obtained, for such work through the capital planning
process.
Completing the work listed above under the CPA category of Historic Preservation would
serve to address ongoing and deferred maintenance, contribute to the preservation of three
unique buildings that are part of the city's historic district and are listed on the National
Register of Historic Districts, and would assist with the preservation of Northampton's
unique character. Both City Hall and Memorial Hall had new windows installed in the last
year as part of the comprehensive municipal building energy
