All activities will take place within RFA to the Mill River, and most are also within buffer zone to bank and SLSF. The parcel, as shown on the attached map, includes the Mill River, but no work is proposed within land under water. Resource area boundaries are not shown, the applicant is asking the Commission to determine that the work will not constitute an alteration. As proposed, the work should represent only an improvement to existing conditions, and should contribute to the interests of the WPA and Northampton Wetlands Ordinance. Removal of Invasive Species - The area, a former mill site, is heavily disturbed and contains a great deal of invasive species, and very few native plants. In 2012, work will include cutting and stump treating of all large plants and woody vines (bittersweet). In the fall, all knotweed plants and garlic mustard rosettes will be treated with glyphosate. Follow -up work in 2013- 2015 will include two treatments (spring and fall) for cutting and targeted herbicide application of emerging invasives. All work will be conducted by a licensed forester /herbicide applicator, and the herbicide treatment is necessary due to the amount and age of invasive plants present on the site. Debris removal - Debris onsite includes pipes, concrete, bricks, and other materials left from the mill demolition, as well as junked cars. The largest of these are proposed to be removed, but small piles and secure features like stone walls that do not pose hazards will remain. Vault filling - The property includes an underground concrete vault that was part of the mill's raceway. The vault is empty, and has several exposed openings (please see photos). A site assessment found no contamination associated with the vault, but noted that "we recommend the current owner be notified of the apparent opening to a subsurface vault on the property. This could pose a physical hazard to individuals crossing the property, and should be rendered safe."
