LTD and their work at the former Hill and Dale Mall that includes upgrading the traffic signals at Barrett and King Streets and installing a new pedestrian push button pedestal at the corner of the proposed People’s Bank. 2.All work within the right-of-way must be approved by Department of Public Works. Final plans must be submitted for approval prior to any work. 3.The applicant shall coordinate new water service installation with the Water Department in accordance with city standards. 4.The proposed water service and sewer line should be located as far from the trunks of the proposed Katsura trees as possible. 5. A sewer cleanout detail shall be included in revised plans. 6. A minimum of 3 feet of cover shall be provided for drain lines. 7. The roof leader must connect directly to a drain line or manhole on the Bank property and not through PCB#2. 8. Roof drain pipes shall be combined before entering system. 9. A Stormwater Management Operation, Maintenance and Inspection Agreement shall be submitted to the DPW for review and approval (that includes the draft Stormwater Facility Maintenance Schedule) that is binding on all subsequent owners of the land by recording it in the land records of the Registry of Deeds. 10. Controlled density fill is required for all proposed trench cuts in King and Barrett Streets. 11. A minimum of 8 inches of compacted processed gravel base is required for sidewalks 12. 6 inches of concrete with wire reinforcement is required for sidewalks at driveways. Installation of the drainage structures in the road right of way will require third party inspection during construction and submission to the DPW for approval of an inspection narrative and photos. The DPW requests at least 24 hour notice prior to construction of the structures within the right of way. 18. PDMH #1 may need to be sized larger to accommodate the proposed connections. Final size of the manhole to be approved by the DPW. 19. The planting medium in the proposed rain garden should be covered with 2 to 3 inches of fine-shredded hardwood mulch in accordance with the guidance in the Massachusetts Stormwater Management Handbook. FINDINGS: The Planning Board voted to approve the special permit for the new bank building based on the following plans submitted: 1).Peoples Bank King Street, by Heritage Surveys and William A Canon Landscape Architects, revised date 6/27/12 pages L-1.0 to L-9.0. The Board approved the permit upon making the following findings: (1) The requested use protects adjoining premises against seriously detrimental uses. The use is allowed in the district and is consistent with the recently adopted zoning and design guidelines for the HB district. (2) The requested use will promote the convenience and safety of vehicular and pedestrian movement within the site and on adjacent streets, minimize traffic impacts on the streets and roads in the area. The use replaces a gas/convenience store, closes a curb cut and reduces the width of a second curb cut. (3) The requested use will promote a harmonious relationship of structures and open spaces to the natural landscape, existing buildings and other community assets in the area. (4) The requested use will not overload, the City’s resources including the effect on the City’s water supply and distribution system, sanitary and storm sewage collection and treatment systems, fire protection, streets and schools; and (5) The requested use bears a positive relationship to the public convenience or welfare. The use will not unduly impair the integrity of character of the district or adjoining zones, nor be detrimental to the health, morals, or general welfare. The use shall be in harmony with the general purpose and intent of the ordinance; and (7) If applicable, the requested use will promote City planning objectives to the extent possible and will not adversely effect those objectives, as defined in City master or study plans adopted under MGL c. 41, § 81C and 81D. The expansion is designed to be, consistent with the plan for King Street.
