Permission for uses within the former Florence Grammar School building that otherwise require special permits.

1)Prior to or upon expiration of appeal period of this permit, the applicant shall provide a draft of an
historic preservation restriction to the Planning Board and Historical Commission for review. Once
accepted by both bodies, the applicant must record these at the register of deeds.
2). This permit grants by site plan instead of special permit uses classified as private
educational/schools/lessons etc as well as uses that fall under the category of health/athletic
club/indoor recreation, community center.
FINDINGS:
The Planning Board granted the Site Plan based upon the information submitted with the application. The request was for allowance for
tenants to occupy the building for the purpose of providing various types of private lessons, recreation/health classes etc that are not
currently allowed in the Office/Industrial district unless individual special permits are granted.
In approving the uses, the Board found that the site qualified under the recently adopted provisions of the zoning for the "Reuse of an
Historic Educational or Religious Building". The provision allows for use by site plan approval for any other commercial use not
otherwise allowed in the district, provided that all historically contributing portions of the building are retained and covered with a
Historic Preservation Restriction granted to the City of Northampton in a form acceptable to the Planning Board, with input from the
Historical Commission, as preserving the key character defining features visible from the road (and not necessarily meeting federal or
state preservation standards for the entire building). Portions of the building that are not part of the original architecture of the building
and which do not contribute to the historical or architectural significance of the building as determined by the Planning Board, with input
from the Historical Commission, may be demolished.
Upon review, the Board found that no site changes are being proposed and no exterior building changes are proposed.
The Board thus granted approval of the uses requested by conditions as noted herein.

amended within twenty (20) days after the date of the filing of the notice of the decision with the City Clerk. The date is listed above. Such
appeal may be made to the Hampshire Superior Court with a certified copy of the appeal sent to the City Clerk of the City of Northampton.
