Although these are still in the code have exceptions, one must understand that there is a difference between a vapor retarder or barrier and an air barrier. An air barrier is intended to stop air flow (convection) a vapor retarder or barrier is intended to stop molecular moisture transfer (diffusion). A vapor retarder or barrier is effective even if there are some holes or gaps, however an air barrier has to be absolute and complete. If air can leak through an electrical device or through a crack it follows the path of least resistance and carries 99% of the moisture in a structure. Chuck did the plan review and has a few comments. I'll send them along. One thing that I didn't realize is that the garage includes an accessory apartment. The room over the garage has cooking and bathing facilities and separate means of egress. That constitutes an accessory apartment. Zoning allows accessory apartments in a single family home but there are a number of restrictions. I've attached a copy of the relevant zoning section. There are a number of building code requirements that apply, including fire separation, smoke, carbon monoxide and heat detector requirements, access to a separate electrical panel and common area requirements. Fire separation requires a 1 hour rating (which is not just 5/8" sheetrock) and will likely include the walls of the mudroom (IRC section R302). An accessory apartment is treated as a completely separate dwelling unit so the floor area is considered first floor for permit fee calculations.
