Construct exterior storage area and secondary means of egress on the rear of the buildings. Addition is less than 30' high in the CB
district. Site is 21, 23, 25,-27 Pleasant Street and includes 32C-21.

FINDINGS:
The Planning Board approved the permit for the exterior egress and storage less than 30’ in height based on the following plans
submitted :
1. JBARC Building Improvements Special Permit Application, by The Berkshire Design Group, Inc. dated July 2, 2009 Sheets L1, L2, D1.
2. Elevations and Floor Plans Building Improvements for JBARC by Archimetrics Design Studio, Dated June 29, 2009 Sheets A1.1, A1.2,
A2.1.
In granting the permit, the Board found the following special permit criteria in section 350-10 and Attachment 2 had been met,
1) The requested use protects adjoining premises against seriously detrimental uses. This is a minor addition that improves the alley
behind the Pleasant Street buildings.
(2) The requested use will not affect vehicular and pedestrian movement within the site and on adjacent streets, minimize traffic impacts
on the streets and roads in the area because no increase in buildable lot is being created. Better defined parking, bike storage and
pedestrian access is created in the alley.
(3) The requested use will promote a harmonious relationship of structures and open spaces to the natural landscape, existing buildings
and other community assets in the area; The replacement of dilapidated structures will be an improvement.
(4) There will be no effect on the City's resources including the effect on the City's water supply and distribution system, sanitary and
storm sewage collection and treatment systems, fire protection, streets and schools.
(5) The requested use meets the special regulations set forth in the zoning.
(6) The requested use bears a positive relationship to the public convenience or welfare. The use will not unduly impair the integrity of
character of the district or adjoining zones, nor be detrimental to the health, morals, or general welfare. The use shall be in harmony with
the general purpose and intent of the ordinance; and
(7) The requested use will promote City planning objectives to the extent possible and will not adversely effect those objectives, as
defined in the recently adopted Sustainable Northampton plan adopted under MGL c. 41, § 81C and 81D.
