ACCESS TO NORTHAMPTON STATE HOSPITAL LAND
NORTHAMPTON, MA
1. OVERVIEW
This technical memo summarizes an assessment of vehicular access to the former
Northampton State Hospital property on Route 66. Access to the property area is
discussed relative to existing roadway and traffic conditions as well as an assessment of
feasible access improvement needs for city streets leading to the property from the
Conz Street/Old South Street area based on a future (10-year) development scenario at
the State . Hospital property and . the City's proposed Business Park area on
Easthampton Street (Route 10). It should be noted that this study is limited in scope. It
is limited to a conceptual 'review of possible future development in the State Hospital
Business Park land area and the likely traffic generation demands placed on the. Route
66 and Earle Street area. The overall purpose of this assessment was to 1.) determine
typical traffic demands during peak hours that a future development scenario (i.e. 10
year) at the State Hospital and Business Park lands would create, and 2.) determine at
a conceptual stage how this traffic can best be handled by means of access
improvements between the State Hospital site and the Conz Street area.
2. EXISTING ACCESS TO STATE HOSPITAL PROPERTY
Figure 1 shows the economic development zone areas of the State Hospital property
and Business Park District relative to the local street access system.At present, the
primary local access routes to the State Hospital property include West Street (Route
66) to the east, Chapel Street (Route 66) on the west, and Burts Pit Road to the
northwest. Other streets which feed into these primary access roads include Earle
Street, South Street, and Easthampton Road. The following discusses in more detail
the characteristics of these current local access routes to the property.
West Street
West Street (Route 66) between the State Hospital and Main Street in downtown
Northampton is a two lane collector roadway with a typical pavement width of between
22 and 30 feet. The daily traffic volume is in the order of 5,600 to 7,000 vehicles per day
on that section. Limitations to the capacity and safety for through traffic include the
friction caused by on-street parking in the Smith College/Green Street area, pedestrian
activity in the Forbes Library/Smith College area and the relatively narrow roadway
width east of the Mill River.

Chapel Street and Roc Hill Road
Chapel Street (Route 66) between Florence Road and the State Hospital property is a
two lane roadway with a typical pavement width of approximately 24 feet. The daily
traffic volume on this road is in the order of 4,000 vehicles per day. Capacity and safety
to through traffic is affected by the relatively narrow cross-section of the road.
Burts Pit Road
Burts Pit Road provides a connection between Florence Road and the outer Burts Pit
Road area with the State Hospital property. The roadway is a two-lane roadway with a
typical pavement width of about 22 feet. The daily traffic volume on this roadway is in
the order of 1,400 vehicles per day. The horizontal alignment of this road, particularly
just northwest of the State Hospital property, is its primary limitation in terms of capacity
and safety for access to the Hospital _property.
Earle Street
IJ
Earle Street provides access from Route 10 (South Street-Easthampton Road) across
the former railroad right of way to the State Hospital property. It provides an access to
the Smith College area for that traffic which is oriented to and from the south. along
Easthampton Road (Route 10). The current 24 hour traffic volume on Earle Street north
of Route 10 is about 2,400 vehicles per day. Some of the characteristics which limit its
I~ ability to serve as a safe and efficient access route include its sharp angled alignment,
L narrow width and sight distance restrictions in the area of its intersection with Grove
Street and Texas Road.
South Street
LJ South Street between Earle Street and the Old South Street intersection is an arterial
II
street which provides service to both through traffic and local side-street traffic. The
posted speed limit on the roadway varies between 25 and 35 MPH. The most
r1 restrictive parts of South Street from a traffic capacity standpoint are those in the vicinity
of School Street where on-street parking, heavy traffic turning movements on and off
the roadway at Old South Street influence the traffic capacity of the road. The typical
pavement width varies between 36 to 40 feet and is a two lane roadway throughout this
section. On street parking occurs along the west side of the road northeast of the
intersection of Old South Street between the Clark Avenue underpass and Main Street.
Easthampton Road
i Easthampton Road south of Earle Street is a relatively wide two lane roadway which
begins to take on rural roadway characteristics having a wide shoulder area and posted
speed limit of 50 MPH. The average daily traffic volume is in the order of 13,000

vehicles per day. This roadway provides good access for commercial vehicles to the
F1 Business Park district and State Hospital property.
On a more regional access basis, the local city streets discussed above which serve the
r_ State Hospital area are fed by the following highways: Route 141 and Route 10 from
the south (i.e. Easthampton), Route 66 from the west, Route 9 from the northwest and
east, and more importantly Route 91 (via King Street, Bridge Street, and Conz Street)
from the north and south. On this regional access basis, it is the roadway connections
to Route 91 that are of great importance relative to serving regional employee and
customer access and truck access to the future office and business development.
Figure 2 indicates the State Hospital and Business Park districts relative to the greater
Northampton Street system.
Because of the alignment problems and narrowness of the roadway on Earle Street
between Route 10 and Grove Street, the capacity limitations and lack of safety for
commercial vehicle access to the State Hospital property is apparent. Accordingly,
truck activity to/from Route 91 most likely utilizes the New South Street - Conz Street
route via the Elm/Main/West Street intersection area. Any proposal to development
State Hospital property for other than residential use should encourage improvements
to the roadways via Route 10 and South Street in order to provide an alternative to site
...:traffic using the more congested downtown Main Street area in Northampton.
3. EXISTING TRAFFIC AT-ACCESS ROUTE INTERSECTIONS
I~ Traffic counts at intersection areas along the primary access routes to the future
development properties were collected during morning (AM) and afternoon (PM) peak
traffic hour periods. This type of traffic volume inventory provides the basis for
j determining the relative magnitudes of vehicle movements at intersections and is used
to assess how well each intersection is operating. The traffic volume for a one-hour
period is used to gauge the capacity level of an intersection. Figure 3 indicates the
current traffic volumes at various intersections along the West Street - Conz Street travel
corridors for the morning peak hour and the afternoon peak hour traffic periods based
on actual 1993 traffic counts.
The summary tabulation of intersection count data collected at each intersection in 15-
minute intervals is appended.
4. FUTURE DEVELOPMENT SCENARIO FOR HOSPITAL/BUSINESS PARK AREAS
Two basic land development areas were studied relative to this access review. These
included 1.) the Northampton State Hospital property and 2.) the business park district
recently approved within Northampton off Route 10 (Easthampton Road).
The development scenario for the State Hospital site included a mixed use development
composed of an office park, general light industry and residential planned unit
development. Of this mixed use, the following component sizes were. assumed:

- Office park at approximately 255,000 square feet of gross floor area
- General industrial use at 63,750 square feet of gross floor area
Residential planned unit development at 106 dwelling units
It is was assumed that this type and intensity of development would be occupied within
a 10-year time frame (i.e. by year. 2003).
In terms of the business park district, an occupancy of the business park portion of the
r'I properly (adjacent to Route 10), of 129,000 s.f. of gross floor area of business park use
was assessed.
Although it is anticipated that it will likely take more than 10 years (up to 20 years) to
1 fully develop those two sites, a 10-year horizon has been selected for planning
purposes of addressing required access improvements to the properties.
5. FUTURE TRAFFIC VOLUME ESTIMATES
r To provide a basis for determining how much traffic would be on the roadways in,, the
future and, accordingly, where and what access improvements would be needed, a
projection of future hourly traffic demand was necessary.
Future traffic conditions were projected over the next 10 years by application of a
background growth factor to all individual peak hour turning movement traffic volumes.
This growth factor accounts for regional growth characteristics such as increasing
j , population, vehicle ownership, workers per household and increased travel mileage. In
- addition to this uniform growth, specific additional programmed development in
Northampton was also accounted for by the distribution of peak hour site traffic
volumes to the study area locations in accordance with assumptions about likely trip
characteristics for the specific development projects and application of a trip distribution
gravity model.

Historical count data indicates that traffic growth in the area has averaged
approximately 1.5% increase per year over the past several years. This annual increase
was used as the background growth factor to project the future conditions for this study
to the design year of 2003. The additional programmed development assumed was
based on contact with the City Planning Department, and consisted of Phase 1 of the
Northampton State Hospital mixed-use project, including industrial, office, and
residential uses, and the industrial component of the proposed Northampton Business
Park. Trip rates and peak hour traffic volumes for those projects were developed using
the Institute of Transportation Engineers (ITE) Trip Generation report procedures for
the various proposed land uses. Table 1 is a summary of the peak hour traffic estimates
for the future programmed development projects in the State Hospital and Business
Park sites.

~ As indicated in Table 1, the additional traffic generated by the hospital property and
business park development scenario during the morning peak hour period is estimated
to be 819 vehicles: 617 vehicles for the hospital site and 202 vehicles for the business
IL park site . This would consist of an estimated 678 vehicles heading toward the
developments and 141 vehicles leaving the sites. The traffic generated by the
developments during the afternoon peak hour period would total about 766 vehicles:
553 vehicles for the hospital site and 213 vehicles generated by the business park
IL I. district.
Table 2 in the appendix indicates the estimated traffic generated by the individual land
uses within each development site.
r-7 Figures 4 and 5 show the arrival distribution of traffic estimated for the proposed
J development in the hospital and business park areas, respectively. The assignment of
development traffic volumes to the surrounding roads based on this distribution is
shown in Figure 6 and 7. These figures indicate the morning and afternoon peak hour
traffic added to the corridor between the site area and Conz Street due to the 10-year
development scenario. During the busiest traffic period typical for the downtown area
intersections on a weekday (i.e. the 4:30 5:30 PM period), the future traffic added on
certain access streets due to the State Hospital and Business Park partial occupancies

6. ACCESS PROBLEM AREAS
Capacity analysis of the study area locations for the future conditions with and without
the additional peak hour traffic expected to be generated by the programmed
development projects has identified certain areas which may result in unacceptable
traffic operational conditions. These areas should receive attention to the traffic
problems associated with the development projects in the form of consideration of
alternative improvement measures designed to mitigate or eliminate the operational
deficiencies to traffic. Tables 3 and 4 present a tabular summary of the level of service
for traffic at certain local intersections based on existing and projected traffic conditions.
j) Old South Street / Conz Street Intersection
This location is expected to experience an increase of over 20% in both AM and PM
peak hour traffic demand. The Conz Street northbound left turn movement will be
especially impacted by this additional traffic volume. Although there is a separate lane
and efficient phasing of the signal control for this movement, there is limited queue
storage area for stopped vehicles on this approach. Development of the proposed
projects will more than double the length of storage lane required to accommodate
stopped vehicles during peak periods. Measures to increase the capacity of this
n intersection should be considered.
-South Street / Old South Street Intersection
This location is expected to experience peak hour traffic increase of 15 to 18 percent as
a result of the proposed developments. Since improvements to this intersection are
presently under consideration, including provision of additional lanes and signalization,
this future development potential at the State Hospital and Business Park District should
be taken into account in the development of the improvements.
Main / South / State / Elm and Main / Elm / West Intersections
These two intersections, which are controlled by a single traffic control system, will
-J experience peak hour traffic volume increases of 5 to 8 percent as a result of the
additional development. Since these locations are already congested with individual
movements oversaturated, the result of even this incremental additional demand could
result in unacceptably long delays. There is little opportunity for significant capacity
increases at these locations, however, so that the most feasible improvement alternative
may involve some redistribution of site traffic through the provision of alternative routes
for commuters which would reduce demand at these two intersections.

Earle Street
Earle Street between West Street and South Street has three intersections which will all
be significantly impacted by the additional traffic generated by the development
projects. Peak hour traffic increases of over 100 percent will be experienced at the Earle
Street / Grove Street intersection. This location has a severe existing sight distance
restriction which makes it inappropriate to impose additional traffic demand without
major reconstruction to eliminate the deficiencies. The intersection of Earle Street and
West Street (Route 66) will be realigned and improved as part of the State's Route 66
reconstruction project, . presently being designed by the Massachusetts Highway
Department. The Earle Street intersections with both Route 66 and Route 10 will
experience demand in excess of available capacity under the projected traffic conditions
with the proposed developments.
7. IMPROVEMENT MEASURES -
Old South Street / Conz Street Intersection
..Consideration should be given to additional widening of Conz Street south of the
intersection to accommodate a longer left turn lane. It may also be necessary to
promote the alternative route to Route 91 south via Route 141 in Easthampton as a way
. of.reducing demand at this location.
South Street / Old South Street Intersection
Improvements under consideration for this location should be designed to
accommodate the expected long term traffic projections associated with Hospital
(J property and Business Park District development. An eastbound bypass of West Street
along the railroad right of way will also reduce demand at this location somewhat for
traffic oriented to the south, thereby allowing slightly more efficient intersection
j operations.
Main / South / State / Elm and Main / Elm / West Intersections
Options for improving these intersections are limited. Establishment of fully actuated
signal control will increase the efficiency of intersection operations and allow more
flexibility in responding to fluctuations in traffic demand. The eastbound bypass of West
Street could reduce peak hour traffic volumes by as much as 14 percent, which would
significantly improve intersection operations. Substantial operational improvement
resulting in acceptable delays at this location may only be achieved by major revisions
to downtown circulation patterns. One opportunity for such improvement could be to
prohibit all vehicles from entering the intersection from State Street southbound, with
the exception of right turns. This would eliminate the necessity for a separate signal
phase for this approach and allow a higher proportion of green time to be applied to the

critical movements. Although acceptable operation at this location may be achievable
through this improvement, further study of the redistribution of the redirected
southbound traffic should be done to fully assess the impacts of the change at other
locations.
Earle Street
Physical deficiencies in alignment and width present the most critical problems to
overcome at the Earle Street / Grove Street intersection. The sight distance limitation
and alignment and width constraints imposed by the railroad overpass abutments must
be resolved in order to accommodate increased demand at this location. By removing
the abutments and associated embankments and realigning Earle Street, proper
intersection operation can be restored. Conceptual plans of four possible realignments
and redesigns of the intersection are attached. The Earle Street intersections with both
West Street and South Street should be further evaluated for measures to improve the
safety and efficiency of traffic operations, including signalization.
1 West Street Bypass Connector
Reuse of the electric company right of way to connect West Street with Old South Street
will redirect traffic currently traveling through downtown intersections to head to. Route
I~ 91 south. The benefits of such diversion will be reduced delays at the intersections of
Main / South / State / Elm, Main / Elm / West, and South Street / Old South Street. It will
also significantly reduce the added demand to Earle Street as a result of the proposed
l developments.
J There are three basic alternatives for the configuration of the bypass connector: two
way traffic operation (one lane in each direction), one way westbound, and one way
eastbound (single travel lane). Advantages and disadvantages of each are
summarized below:

8. SUMMARY AND RECOMMENDATIONS
The conceptual analysis of a 10-year development scenario for use of the Northampton
State Hospital property and the Business Park District indicates that a significant traffic
increase can be expected along certain roadways and their intersections during
morning and afternoon peak hour periods. There are certain access improvements that
appear most feasible and should be evaluated in more design detail. The following
improvements should be further developed to meet the anticipated traffic increases of
future industrial-office-residential development in the Route 10 - Route 66 area:
1. Improve the South Street -Old South Street intersection to improve capacity and
safety for turning vehicles; traffic signalization should be implemented.
2. Earle Street at its intersection with Grove Street and its intersection with West
Street should be improved to provide for safer turning movements and better
I'r 1 serve through traffic.
J 3. Given the heavy traffic and pedestrian demands at the Main - South - State - Elm
intersection, and the difficulty in providing more lanes at the intersection
I~ approaches, there are few options for improving this intersection. One
improvement that should be further evaluated is the establishment of fully
actuated signal control to allow more flexibility in responding to hourly
fluctuations in traffic demand.

4. A bypass roadway which connects Old South Street and West Street along the
abandoned rail corridor appears feasible and should be further evaluated in a
preliminary design study relative to construction costs, impacts to adjacent
properties, and any special design considerations (e.g. retaining walls, slope
easements, drainage, pedestrian and bicycle paths); analysis of the anticipated
traffic assignment during peak hour conditions indicates that a one-way roadway
serving eastbound traffic (from West Street toward Old South Street) would
reduce traffic congestion at other Main Street and South Street intersections
based on a 10-year development scenario.
5. A directional guide sign plan needs to be designed wherein specific route guide
signs are installed at intersection areas in order to direct. traffic to and from the
State Hospital property and Business Park district. Such guide signs are an
important and integral part of managing the traffic flow between major highways
(e.g. Route 91, Route 9, Route 10, Route 5) and local business/industrial/office
developments. For example,- directional signs are needed at the Old South
L- Street - South Street intersection to direct traffic that originates from Conz Street
and Route 91 and is destined to the State Hospital property to use South Street /
Earle Street as an alternative to using the Main Street / Elm Street / West, Street
intersection.

PROPOSED ZONING SUMMARY
NORTHAMPTON STATE HOSPITAL
11
1. Planned Village overlay: 90 acres, including the historically
developed core of the state hospital, to be zoned to encourage
economic diversity and a village center. Uses allowed in this
district include job-generating economic development,
including offices and research facilities, reuse of historical
buildings, and housing. (See attached PV description.) '
2. Farms Forest and Rivers overlay: This includes, in addition
to land already permanently protected as farmland, Hospital
Hill, the community garden, and the farmland opposite the jail
on Route 66. This area is zoned primarily to protect open
space. Development is extremely limited, with some housing
units allowed, provided they clustered on less than 25 percent
of a parcel, and agricultural land and views are protected.
A road or driveway is permitted in the FFR.
3. Residential Development: In addition to the residential
development allowed as part of the PV, several parcels are
zoned for residential uses at densities that match the
surrounding neighborhood. This includes the wooded parcel
west of the ice pond on Route 66, the small parcels on the
north side of Route 66 just west of the old chapel, the two
small parcels on the south side of Grove Street.

PLANNED VILLAGE DISTRICT (PV)
Summary of Allowed Uses
Purpose: To encourage economic diversity and vitality, to foster
the creation of a "village center" with development patterns
similar to traditional Northampton development, -to provide for a
high quality of life, and to meet other community goals.
I~ Uses Allowed As-of-Right in the Planned Village:
1. Residential units, where development rights are transferred
from the Farms, Forests and Rivers District.
2. All non-residential uses allowed as-of-right in the underlying
Uses
zoning district (includes cemetery, historical association,
municipal facility).
Allowed As-of-Right with Site Plan Review in PV:

Reuse of historical buildings for:

All residential uses listed in §5.2, Table of Use Regulations;
and

All community facilities listed in §5.2, Table of Use

Section 17.1 - Purpose: To encourage economic development, provide
an area for light industrial uses, research facilities, and large
scale business offices, and encourage planned and integrated land
uses which minimize impacts on public services and natural
resources and which links housing needs to housing production. A
Planned Business Park is intended for and can only be developed on
a site on the west side of Route 10 just south of land now or
formerly part of the State Hospital complex. (Added August 15,
1991)
Section 17.2 - Planned Business Park: In addition to the uses
allowed in §5.2, the Table of Use Regulations, the Planning Board
may grant a Special Permit for a Planned Business Park (PBP) for
the following uses, within the allowed percent of each use listed
below:
1. All residential uses listed in the Table of Use Regulations
except one-family dwellings and cemeteries. A minimum of ten
(10) percent and no more than twenty (20) percent of gross
floor space shall be for residential uses.
2. All community facilities listed in the Table of Use
Regulations except power plants, and municipal parking lots or
structures. No more than ten (10) percent of gross floor area
shall be community facilities.
3. The following retail and commercial uses, but no more than
four (4) percent of gross floor space shall be retail or
commercial uses:
a. Retail establishment selling principally convenience
goods including, but not limited to: food, drugs, and
proprietary goods with a maximum of 10,000 square
foot/floor area for any single establishment.
b. Eating and drinking places where consumption is primarily
intended to be within the building.
C. Establishments selling foods prepared on premises where
consumption is primarily off the premises.
4. The following service and office uses:
a. Tradesman, not involved with retail sales on the
premises.
b. Business offices and services, including large scale
offices but excluding professional offices, such as
medical or legal offices, and any offices where the
