Analytical Data a T Environmental Site Assessment O'Reilly, Talbot & Olcun l a s s o c i a T E s] 1 33 Sylvester Road & 1015 Ryan Road Northampton, Massachusetts September 15, 2008 1 1.0 INTRODUCTION This report presents the results of a Phase I Environmental Site Assessment (ESA). conducted for an approximately 12.5-acre property (Site). located at the northeast corner of Sylvester and Ryan Roads to Northampton, Massachusetts. The subject property consists of a rural residential parcel occupied by two residential houses, a garage and several small storage sheds. Our objective was to render an opinion as to the presence of oil and/or. hazardous materials (OHMs) in the soil and groundwater at the. Site. To meet this objective, the following tasks were undertaken: • a site reconnaissance; • a review of site history; • a review. of regulatory agency files; • conversations with local officials; • garage crawl-space soil testing; and, • preparation of this report. This. report was prepared pursuant to our proposal dated June 30, 2008. and is subject to the Limitations in Appendix A.. Our scope of services did not include a review of compliance with environmental regulations other than Massachusetts. General Law Chapter 21E.. For your convenience, a list of acronyms is. provided at the end of this. report. 2.0 BACKGROUND This section presents. information on Site topography, drainage, surrounding land use and history.. A Site. Locus is presented as Figure 1. A Site Plan is provided as Figure 2. Information presented in this review was collected during the Site reconnaissance; from a review of historic atlases, maps and aerial photographs available at the Connecticut Valley u Historical Museum (CVHM). in Springfield, Massachusetts; from discussions with individuals familiar with the property use history, Ms. Carol Erickson and Ms. Barbara Larson; and, with officials at the City of Northampton Board of Health and Fire Departments. 2.1 SITE DESCRIPTION - The Site consists. of approximately 12.5. acres of land at the northeast corner of Sylvester and Ryan Roads in a rural portion of Northampton, Massachusetts. The northern and northeastern portion of the Site (33 Sylvester Road) is occupied by a vacant two-story, residential house with a detached garage and storage shed. The house has a footprint of approximately 800 square feet and is constructed of wood-framing, concrete foundation, full U basement with a concrete floor and an asphalt shingle roof. The house is heated by a forced- air heating system, located in the basement, supplied by a fuel oil underground storage tank l (UST) located outside the eastern corner of the house. The garage was formerly heated with a wood stove and has an electric heater. The storage shed is unheated. The 33 Sylvester Road house has a private septic system located east of the house and is provided with water service from the City of Northampton. The southeastern portion of the subject property (1015 Ryan Road) is occupied by a vacant one-story, residential house and separate storage shed. The house has an approximate footprint of 500 square feet and is wood framed with a concrete foundation and a partial crawl-space basement with a soil floor. The house was. formerly heated by a forced-ait furnace located in a furnace room attached to the west side of the house.. The furnace is connected to a fuel oil UST. located at the southwest corner of the. house. The 1015 Ryan Road house has. a private septic system and is. provided with water service from the City of Northampton. The remainder of the Site consists of vacant woodlands and an open field on the west side of Parsons Brook; a gravel driveway, an open field and wetlands in the middle of the Site (south of the. 33 Sylvester Road house); and, a steep, wooded slope which slopes up. to the-,, east and northeast (north of the 1015 Ryan Road house). The Site is abutted to the north by vacant woodlands. and wetlands. with areas of open water;. to the west by Sylvester Road followed by residential property; to. the south by Ryan Road followed by residential properties to. the southwest and a gravel quarry to the southeast; and, to the east by residential properties and vacant woodlands. 2.2 TOPOGRAPHY AND DRAINAGE Site elevation ranges from approximately 300 feet above mean sea level (MSL) along Parsons. Brook to approximately 400 feet along the steep. slope which borders the Site to. the northeast. Topography is. relatively flat in the middle of the. Site on either side of Parsons Brook and in the vicinity of the 33 Sylvester Road house and outbuildings. Site topography slopes. steeply up. along the eastern and northeastern portions of the Site. Regional groundwater flow direction is. likely southwest towards. Parsons. Brook. We did not conduct sub-surface investigations to. confirm this inferred flow direction. 2.3. SITE USE HISTORY Information on historical use of the Site and vicinity was obtained from a review of historic street directories and maps available at the Connecticut Valley Historical Museum (CVHM). in Springfield, Massachusetts; from discussions with Ms. Carol Erickson and Ms. Barbara Larson; and, from information available at the Northampton Assessor's Office. Information From Owner Environmental Site Assessment 33 Sylvester Road & 1015 Ryan Road Northampton, Massachusetts September 15, 2008 The property. owner, Mr. Roy Meelke, is deceased, therefore information on property use history was obtained from his. daughters, who are managing his estate. We interviewed Ms. Carol Erickson and Ms. Barbara Larson by phone on September 9, 2008. They indicated that the 1015 Ryan Road portion of the property, including the house, was purchased by their father in 1949. The 33 Sylvester Road portion of the property, also including the house, was. purchased by him in 1969. The two sisters. stated that they grew up at the Site and it is was. residential during this time and prior to the family ownership. They indicated that a house was. formerly located on the northwest portion of the Site, but burned down in the early to mid 1900s. The garage and shed outbuildings. were used by their late father for private mechanical and machining activities and they were not aware of commercial or industrial use of the Site buildings. Ms. Erickson and Ms. Larson indicated that the two fuel-oil USTs (one at each house) were installed by their late father in the 1980s. to. replace 50-gallon kerosene drums which formerly fueled the heating systems.. They also stated that the two Site residences have private septic systems and are provided with public water service from the.. City of Northampton. Ms.. Erickson and Ms. Larson were unaware of releases of OHMS or environmental concerns. at the Site. 2.3.2 Assessor's. Information We reviewed field cards for the Site available at the City of Northampton Assessor's. Office: on July 10, 2008. According to the assessment information, the 33 Sylvester Road portion of the. Site is. currently owned by Mr. Roy D. Mielke who acquired the property in November 1969. The field card indicates. the 33 Sylvester Road house was. constructed in 1965. and the garage was constructed in 1948. The field card for 1015 Ryan Road indicates that Mr.. Roy D.. Mielke is the current owner with no date of sale.. The 1015. Ryan Road house was. constructed in 1947. and the. storage shed was. constructed in 1976.. The field cards indicated that the Site is zoned Suburban Residential. 2.3.3. Historical Map. Review We reviewed the DeBeers. Map of Hampshire County, dated 1873, for the Site and vicinity at the CVHM. The map. depicts. the. Site occupied by a building in the approximate location as the current 1015. Ryan Road house. In addition, a house is shown on the northwest corner of the Site in the current location of the vacant field. The remainder of the Site is shown as vacant and the Site vicinity. is shown as vacant land with sparsely located buildings. shown along Sylvester and Ryan Roads. We also reviewed a historical United States Geographical Survey (USGS) map, dated 1978, for the Site and vicinity. The USGS map shows the two. Site houses in the same approximate location as the present. The Site vicinity is shown as residential with gravel quarries south of the Site across Ryan Road. Review We reviewed historical city directories at the CVHM on July 17, 2008. The directories. were reviewed for both Site addresses (33. Sylvester Road and 1015 Ryan Road) from 1918. through 1990, in approximately 5-year increments. The 33. Sylvester Road address is not listed in the directories from 1918. through 1965 but is. listed as residential from 1967 through 1990.. The 1015 Ryan Road address is listed as residential (with periodic vacancies) from 1950 through 1990. The Site vicinity is listed as residential or agricultural for the years reviewed. 2.3.5 Historical Summary In summary, the Site has been vacant land and/or residential since our earliest reference in 1873. A residential house was formerly located on the northwest portion of the. Site which is currently a vacant field. A residential structure has occupied the. 1015 Ryan Road portion of the property since the late 1800's. and the current structure was constructed in 1947. The`, residential house at 33. Sylvester Road was constructed in 1965 and the garage was. constructed in 1948. The Site vicinity has been vacant agricultural fields or residential since the. late 1800s. There was no evidence of industrial use of the Site or vicinity, other than private machining done in the garage at 33 Sylvester Road by the late owner. 2.4 UNDERGROUND STORAGE TANKS We reviewed storage tank -records for the Site and vicinity at the Northampton Fire Department on July 10, 2008. There were no storage tank records for the Site. The records indicate that a 1,000-gallon, fuel oil, underground storage tank (UST) was removed from 26 Sylvester Road in June 1995 without evidence of failure or release. 26 Sylvester. Road is. located west of the Site, across Sylvester Road. We observed fill and vent pipes for two fuel-oil USTs; one at the eastern corner of the. 33. Sylvester Road house; and, one at the southwest corner of the. 1015 Ryan Road house. We opened the fill pipe for each tank. Each tank contained what appeared to be No. 2 fuel oil. We were unable to determine the dimensions of the tanks. Additional field observations are D provided below in Section 4.0. As. noted above, there were no records of these tanks in City fire department files. a 3.0 REGULATORY INFORMATION We contacted local officials and reviewed selected state information available from on-line a databases. In addition, we contacted officials at the Northampton Fire Department, Public Works Department and Board of Health. 4 I Environmental Site Assessment O'Reilly, Talbot & Okun ~ 33 Sylvester Road &1015 Ryan Road [ A S S O C I A T E S] 1 Northampton, Massachusetts_ September 15, 2008 3.1 LOCAL INFORMATION We contacted the Northampton Board of Health (BOH) regarding records for the Site and Site vicinity on July 17, 2008. The. BOH indicated that both Site houses have private. septic systems but did not have information on water supply for the Site. They were not aware of violations or compliance issues. with the Site and did not know of private wells. within 500 feet. We also contacted the water department at the Northampton Department of Public Works who indicated that both Site houses are connected to the public water supply. The Northampton Fire Department did not have records of storage tanks at the Site. However, two fuel oil USTs. are known to be present, as discussed in Section 2.4. 3.2 STATE FILE INFORMATION We reviewed published State and Federal lists and databases for the Site and Site vicinity. regarding known locations of oil or hazardous materials. (OHM) releases. Environmental FirstSearch of Norwood, Massachusetts. conducted the database search. A copy of the FirstSearch Report is. included in Appendix B.. A summary of the various available sources. is. provided on the first page of the FirstSearch Report, along with the minimum search radii used. We also conducted a review of information obtained from the Massachusetts Geographic: Information System (MassGIS), which is available on-line'.. We conducted an on-line review of the Massachusetts. Department of Environmental Protection (MassDEP) Priority Resource Map for the. Site and site vicinity on July 10, 2008. A copy of that map is. provided as. Figure 3. According to the. GIS map, the western portion of the Site, along Parsons Brook, and the southeast corner of the Site falls within a Zone II groundwater protection D area for a public drinking water supply well. Wetlands. are also. shown on the Site along Parsons Brook. A vernal pool not shown on the GIS. map. is, located near the center of the Site (see Figure 2). According to Bruce Young of the City of Northampton, Office. of r Planning and Development, the vernal pool has. been certified by the MassDEP but the GIS L J~ map has not been updated yet... . Site groundwater is located within a current or potential drinking water source area based on D the location of the Site within a Zone II area. Current drinking water source areas are defined as areas: • Within a Zone II or Interim Wellhead Protection Area for a public water supply; • Within the Zone A of a Class A surface water body used as a public water supply; or r l 1 h=://maps.massgis.state.ma.us/massgis viewer/index.htm 5 7 4 Environmental Site Assessment O'Reilly, Talbot & I 33 Sylvester Road & 1015 Ryan Road [ a s s o C c I a r e s l 1 Northampton, Massachusetts - September 15, 2008 • Within 500 feet of a private water supply well. Potential drinking water source areas are defined as areas: • 500 feet or more from a public water supply line; • Within an area designated by a municipality specifically for the protection of groundwater quality; or Within a Potentially Productive Aquifer (PPA) that has not been excluded as a Non-Potential Drinking Water Source Area (NPDWSA). The Massachusetts Contingency Plan (MCP) has established reporting classifications for potential releases. to. soil and groundwater. Based on criteria outlined in the MCP, and information presented in Section 3.1, the. Site groundwater reporting classification would be RCGW-1. The Site soil classification would be RCS-1 for release reporting due to the residential nature of the Site and vicinity. 3.2.1 On-Property Information According to the FirstSearch report, there were no reports of spills or releases of OHM at, the Site. The Site is located in a current and potential drinking water source area due to. the location of the Site in a Zone II area. 3.2.2 Off-Property. Information j The FirstSearch report indicates. that there were no. CERCLIS, NPL or RCRA listings. u identified within the. search radii. Four State-listed spill or release locations were identified within a 1/2-mile radius of the Site. Based on distance and estimated groundwater flow direction, these releases are not expected to. impact Site soil and groundwater quality above MassDEP standards.. 4.0 SITE RECONNAISSANCE Mr. Joel A. Harris of O'Reilly, Talbot & Okun Associates, Inc. (OTO) conducted a Site reconnaissance on July 10 and August 27, 2008. Relevant observations are provided below.. Photographs of selected Site features are provided in Appendix C. We observed fill and vent pipes for two fuel-oil USTs; one at the eastern corner of the 33 Sylvester Road house; and, one at the southwest corner of the 1015 Ryan Road house. We opened the fill pipe for each tank. Each tank contained what appeared to be No. 2 fuel oil. We were unable to. determine the dimensions of the tanks. We observed copper fuel lines exiting the eastern corner of the basement of 33 Sylvester Road, and the southwest corner of (l the first floor furnace room of 1015 Ryan Road. We did not observe evidence of leaks or LJ 6 I Environmental Site Assessment O'Reilly, Talbot & Olcun ~ I 33 Sylvester Road & 1015 Ryan Road [ A S S O C I A T E S] 1 Northampton, Massachusetts September 15, 2008 stains on, or beneath, the copper fuel lines or in the vicinity of the tanks on the day of the Site visit. The garage, located east of the 33 Sylvester Road house, contained a metal lathe and various metal working machines along, with miscellaneous tools and storage. We observed eight 1- gallon containers of solvents; five. 1-gallon containers of paint; two. 1-gallon containers. of 1 gasoline; and, two pint-sized containers of oil. We observed oil staining and metal shavings on the wooden floor. The wooden floor of the garage is. above a crawl-space with a soil floor. We conducted a sampling and testing program of the soil in the crawl space that is described below in Section 5.0.. A small wooden storage shed is. located east of the garage which contained two empty 2-1/2- gallon gasoline containers and one partially full 5-gallon gasoline container. An empty, abandoned AST is located next to the storage shed. We did not observe evidence of leaks or stains on, or beneath, the gasoline containers or AST.. We observed an area of metal parts, machines and miscellaneous household debris in containers and on the ground located to the west of the garage.. Approximately five steel, 55 gallon drums and eight poly, 55-gallon drums were noted in this. area which were used to store the parts and debris.. The drums were partially. full of water and minor rust and oil sheen was noted on the water. We also noted one, 5-gallon container of asphalt tar mix, one 5-gallon gasoline container and five 1-quart size containers of paint in this area located on the ground. We used a shovel to dig in the vicinity of the debris. piles. and barrels and did not observe evidence of oil staining or odors in the soil. No. indications of unusual staining or reportable surface releases of oil or hazardous materials were observed on the day of the Site visit except for the oil staining on the wood floor of the garage. 5.0 GARAGE CRAWL-SPACE SOIL TESTING `J As part of our environmental assessment activities at the. Site, we conducted a limited testing program of the soil in the crawl-space beneath the garage at 33 Sylvester Road. The garage was. apparently used as a machine shop. and has. a wood floor over a crawl-space with a soil floor. A description of our soil testing program is. provided below. Soil Sampling and Analysis On August 27, 2008 we collected three soil samples (North End, Center, South End) from the basement crawl-space of the garage. The soil samples. were collected from the upper six inches of soil using a hand auger. The samples were screened in the field for the presence of D volatile organic compounds (VOCs) using a photoionization detector (PID). The PID readings did not indicate the presence of VOCs. The soil consisted of medium to coarse sand with some rounded gravel to a depth of approximately six inches. Deeper soils u 7 I Environmental Site Assessment O'Reilly, Talbot & Okun ~ 33 Sylvester Road & 1015 Ryan Road [ A S S O C I A T E S] _ - Northampton, Massachusetts September 15, 2008 consisted of clayey silt. We observed metal shavings and oil staining in the upper three inches of soil.. We submitted three soil samples under chain-of-custody to ConTest Analytical, Inc. of East Longmeadow, Massachusetts (ConTest) to be analyzed for Extractable Petroleum Hydrocarbons (EPHs) and RCRA-8 Metals. In addition, the South End soil sample was analyzed for Volatile Organic Compounds (VOCs). Laboratory analytical results are summarized in the attached Table 1 and laboratory data sheets. are included in Appendix D. Analytical Results As. indicated in Table 1, elevated concentrations of EPHs and RCRA-8 Metals were detected in the three soil samples collected from the crawl-space. Concentrations of cadmium, lead and chromium exceeded MassDEP's RCS-1 Reportable Concentrations (RCs) in the three samples. In addition, concentrations of EPH Range constituents, C19-06 Aliphatics, exceeded RCS-1 RCs in the North End soil sample and both the C9-C18 Aliphatics. and C19-06 Aliphatics exceeded RCS-1 RCs in the South End sample. These results constitute a condition reportable to the MassDEP within 120 days, unless the impacted soils are, removed as a Limited Removal Action (LRA) within this. time period. 6.0 SUMMARY AND CONCLUSIONS An Environmental Site Assessment was conducted for the residential property located at 33 Sylvester Road and 1015. Ryan Road in Northampton, Massachusetts. The assessment consisted of. a reconnaissance; a review of Site history; a review of regulatory agency files; conversations with the Site owner and local officials; garage crawl-space soil testing program; and, preparation of this report. A summary of our findings. and conclusions is. presented below. Description and Setting The Site consists. of approximately 12.5 acres of land located at the northeast corner of Sylvester and Ryan Roads in a rural portion of Northampton, Massachusetts. The northern and northeastern portion of the Site (33 Sylvester Road). is occupied by a vacant two-story, residential house with a detached garage and storage shed. The southeastern portion of the subject property (1015. Ryan Road) is occupied by a small, one-story, residential house and separate storage shed. The two subject houses have private septic systems. and are provided with water service from the City of Northampton. The remainder of the Site consists of vacant woodlands and an open field on the west side of Parsons. Brook; a gravel driveway, an open field and wetlands in the middle of the Site (south of the 33 Sylvester Road house); and, a steep, wooded slope which slopes up to the east and northeast (north of the 1015 Ryan Road house). We did not observe evidence of leaks or stains on, or beneath, the copper fuel lines or in the vicinity of the tanks. on the day of the Site visit.. ~J The garage, located east of the 33 Sylvester Road house, contained a metal lathe and various. metal working machines. along with miscellaneous tools and storage. We also observed various containers of solvents, gasoline, paint and oil.. We observed oil staining and metal shavings on the wooden floor.. The wooden floor of the garage is above a crawl-space with a 1 soil floor. We observed an area of metal parts, machines and miscellaneous household debris in a containers and on the ground located to. the west of the garage. Approximately five steel, 55- gallon drums and eight poly, 55-gallon drums were noted in this. area which were used to store the parts and debris. We did not observe evidence of oil staining or odors in the soil beneath the containers. Regulatory File Information According to the FirstSearch Database Report, there were no records of spills or releases of OHMs for the Site. Four State-listed spill or release locations were identified within a 1/2- mile mile radius of the Site. Crawl Space Soil Testing We observed evidence of oil staining and metal shavings on the wooden floor in the 33 Sylvester Road garage building and the crawl-space beneath the garage had a soil floor. We conducted a limited subsurface assessment within the crawl-space including soil borings, soil sample collection and laboratory analysis, to determine if the crawl space soil was impacted above Massachusetts. Department of Environmental Protection (MassDEP) reporting standards. Laboratory analytical results from our soil testing indicated that a release of Extractable. Petroleum Hydrocarbons (EPHs), lead, cadmium and chromium, above Reportable Concentrations. (RCs) in the Massachusetts Contingency Plan (MCP), is present in the crawl-space soil beneath the wood floor of the garage. Conclusions and Recommendations In conclusion, and within the limited scope of our assessment, we found information.-. indicating that a reportable release of oil and hazardous materials. presently exists at the Site, pursuant to MGL Chapter 21E. Based on the garage dimensions and a dense silty layer underlying the basement soil, we. estimate that approximately ten to fifteen cubic yards of impacted soil are present in the crawl space. We recommend conducting a Limited Removal Action (LRA) in the garage crawl-space at 33 Sylvester Road to. remove the impacted soil.. LRA activities should include characterization of the soil for disposal, preparation of a Bill of Lading (BOL) for off-site disposal of impacted soil, field screening of soil samples with a PID and post-excavation soil sampling/analysis. We understand the garage is planned to be a razed.. Removal of the building would facilitate soil removal. If the LRA is. successfully completed within 120 days of obtaining knowledge of the release, removing less than 20 cubic yards of soil and achieving residual concentrations. below reportable levels, the Site a owner would not be required to. report the. release to the MassDEP. We also recommend a general clean-up of the property, including removal of the waste materials (such as drums. and metal parts) which are located primarily in the garage vicinity. In addition, we recommend emptying, cleaning and properly removing the two USTs. n according to local and State guidelines with oversight required by the local fire department. ILiI We also recommend oversight of the tank removal by a qualified environmental professional including collection of soil samples from the base and sidewalls of the. tank excavation to be screened in the field with a photoionization detector (PID). The additional oversight is necessary to determine if the soil and/or groundwater beneath the tank have been impacted.. Confirmatory soil samples. should be submitted to a certified laboratory to be analyzed for petroleum hydrocarbons (EPHs). In method 7471A samples 08b34393-08b34394 were diluted 1:3 and sample 08b34395 were diluted 1:20 because undiluted results were over the verified linear calibration range. METHOD SW846-6010 -ADDITIONAL DETAILS A sample duplicate, ms, and ps were performed on sample 081334394. The sample duplicate is not reported for Se due to non detect sample and duplicate results. The duplicate PRD is outside control limits for Ag. Sample result is <5x the reporting limit so the limits are not applicable. The matrix spike recoveries are outside control limits for Cr and Pb. Sample to spike ratio >4:1, therefore a representative recovery may not be obtainable. Only RCRA 8 metals were requested and reported.
