Katharine called the meeting to order at 7:00 PM.

Chair’s Report
The Mayor decided she cannot support the Committee's recommendation from Round 2 (2010) to
award funding for support of housing project management staff at Valley CDC. This
recommendation will not move forward to the City Council. Katharine Baker and Joanne
Campbell, Executive Director Valley CDC, met with the Mayor to discus this decision. Valley CDC
will bring forward a related application in Round 2 of 2011.
Lilly Lombard’s seat on the Committee will not be filled by an appointment by the City Council.
The Council chose to leave the seat vacant and her successor will be chosen in this fall's municipal
election.
News from Stuart Saginor at the Community Preservation Coalition is that a majority of
Representatives (89) and Senators (25) have signed on as co-sponsors of "An Act to Sustain
Community Preservation.” It will now be assigned to a legislative committee, and then there will
be a hearing at the State House this spring. Stuart encourages members of the Committee to
write thank you notes to our legislators, Stan Rosenberg and Peter Kocot, for being sponsors.
Time for the Committee to renew its Coalition membership for 2011. Dues have not been
increased this year again, and the amount is based on the size of Northampton's CPA surcharge.
Downey moved that the Committee renew its membership in the Community Preservation
Coalition for 2011, with the dues of Three Thousand Dollars ($3,000) being paid from the
administration account. The motion was seconded by Brian. The motion carried unanimously.

The minutes were accepted with the correction brought forward by Downey that the meeting was
convened at 7:40 p.m. on the arrival of the fourth member of the Committee, at which point the
Committee had a quorum necessary to take action.
Review of FHCHI Sober Housing Expedited Application
Yvonne Freccero presented the application of Friends of Hampshire County Homeless Individuals
(FHCHI) for Thirty Thousand Dollars ($30,000) to support acquisition of the house located at 15-
17 Maple Avenue in Northampton. This house will be used to provide six units of permanent
housing for chronically homeless individuals, who have a history of chronic addiction and have
demonstrated a commitment to sobriety. FHCHI has executed a purchase and sale agreement for
this property, with a closing date set for March 15, 2011. Members of the Committee inquired
about and discussed the total budget for acquisition of the property, any amounts needed for
immediate renovation of the structure, and the fundraising efforts to date of FHCHI to cover the
costs of acquisition and renovation. Downey moved that the Committee recommend that Thirty
Thousand Dollars ($30,000) be awarded to FHCHI to support the acquisition of the house
located at 15-17 Maple Avenue. The motion was seconded by Brian and carried unanimously.
