2000. The application, as originally submitted; calculated the square footage of all 17 Hampden street
roofed additions, including covered porches which are exempt from the Springfield, MA OI 103
calculations. The corrected revised calculations reflect only the gross floor areas
of the additions which are fully enclosed, thus bringing the proposed total down to telephone

Staff of the Massachusetts Historical Commission have reviewed the additional information you submitted
concerning the proposed projects referenced above. The King and Scales Houses are listed in the State
Register of Historic Places as part of the Elm Street Historic District. After a review of materials
submitted, the MHC has the following comments.
The MHC has examined the materials. you submitted and understands that the proposed project involves
construction of a proposed kitchen addition, masonry repair, and window replacement, along with interior
modifications.
The MHC is concerned about the proposed window replacement component of the project. The MHC
requests additional information regarding the current condition of the existing wooden windows in order to
determine. what effect the proposed project will have on these historic properties. The MHC is concerned
about the proposed replacement window, as it is clad window with an applied muntin.
The MHC looks forward to receiving additional information regarding the factors necessitating the window
replacement component of the project along with information on alternative window replacements which
might replicate the appearance of the existing true-divided light sash more closely. The MHC also requests
information on whether or not the College has considered a combination ofweather-stripping and
installation of storm sash as an alternative to replacement.
These comments are offered to assist in compliance with M.G.L. Chapter 9, Section 26-27C, as amended
by Chapter 254 of the Acts of 1988 (950 CMR 71.00). Please do not hesitate to contact me if you have any

included in MHC's Inventory of Historic and Archaeological Assets of the Commonwealth. After a review
of materials submitted, the MHC has the following comments.
The MHC has examined the materials you submitted and understands that the proposed project at King and
Scales House involves construction of a proposed kitchen addition, masonry repair, and window
replacement, along with interior modifications. MHC staff have further examined the proposed window
replacement on-site and installed on a similar building on the campus. The MHC understands that the sash
locks will be bronze and that the decorative attic windows and decorative, curved windows will be retained
rather than replaced as part of the project.
The proposed projects at Sessions Annex and Parsons Annex will include interior renovations, exterior in-
kind repairs, and window replacement.
After a review of materials submitted and MHC files, I have determined that the proposed projects will
have "no adverse effect" on historic properties (950 CMR 71.07(2)(b)(2)).
These comments are offered to assist in compliance with M.G.L. Chapter 9, Section 26-27C, as amended

ALSO SERVE AS DISAPPROVAL OF A CERTIFICATE OF APPROPRIATENESS.
If, within 14 davs, the applicant addresses the reasons for denial and modifies their project as
detailed below, and files these modifications with the Commission, the Commission shall, within a
reasonable time period, issue a Certificate of Appropriateness. A Certificate of Appropriateness, with
appropriate dimensional, set-back and other requirements and conditions cannot be issued without these
modifications because the project, as described, does riot meet the criteria. These requirements are only for
the purpose of preventing developments incongruous to the historic aspects or characteristics of the
surroundings and of the historic district.

Since our initial December presentation, Smith College has further reviewed our proposals for the King &
Scales Houses located along Ehn Street. We have decided to continue with the 2 small additions on the
east sides of the building as originally proposed. The same presentations will be used at the February 3rd
public hearing.
Smith will also present the "cardboard baler" in the same location as originally presented. We have
reviewed its location, and concealment treatment, as requested, and still believe it is in the optimal
location for our use. However, if approval of this item affects the overall approval of the King and Scales
project as a whole, please let me know, and we will present this as a separate issue item. If you have any
