As requested in our recent meeting with Wayne we have reviewed a recent draft of utility plans (copies of plans
we used are attached) prepared by Berkshire Design and have prepared the following understanding of
ownership of various utilities in the Round House Lot.
*Utilities - City Owned:*
24-in RCP storm drain north of Hotel and north and east of the Round House Building from Existing MH #3 to
proposed MH#4
AD-4 to CB#1 to DMH#7 - in Pulaski Park
24-in RCP drain line on east side of Round House lot.starting at existing DMH#2 from Existing MH#2 to
Proposed MH#4
2 CB and storm drain line connecting to proposed DMH #3 18-in PVC sewer north of Hotel - in Pulaski Park
36-RCP sewer line in Round House Lot - south and east of proposed parking garage 8-inch PVC sewer line
from proposed SMH-10 to the east 8-inch water line running from east of parking garage, around south side of
parking garage, to the west side of parking garage ending at a proposed new hydrant in Pulaski Park.
*Utilities - NOT City Owned:*
8- inch sewer line west of Round House Lot -serving the Hotel and Round House Building. Proposed SMH-11
also privately owned 6-inch sewer service connection from South Street Apartments discharging to proposed
SMH-2 6-in sewer lateral from Round House Building to SMH#4 12-in PVC storm drain between South St
Apts and the Hotel from AD- 1 to proposed CB#4 24-inch RCP storm drain south of Garage including CB#4
and OCS 12-in RCP storm drain line discharge from OCS to DMH#3 and to proposed treatment chamber (on
South and southeast side of Hotel Garage) drain line from treatment chamber to ex DMH#2 cistern and
overflow pipe to AD#4 water service connections from shut-off valve to Hotel, Round House Building and to
South Street Apts
Also- the City will require full-time resident inspection during installation of all utility lines to be owned by the
City. In addition, surveyed record plans shall be provided for all new utilities with a certification signed by a
professional engineer that these utilities were installed in accordance with plans and specifications.
The City shall receive copies of all utility related shop drawings and be provided an opportunity to comment on
the submittals.
The City shall receive by email daily inspection reports prepared by the resident inspector.
A project kick-off meeting shall be held prior to the start of construction with representatives of DPW, OPD, the
Hotel Group and the contractor.
I understand that Wayne will draft a legal instrument for common access to utilities instead of using more
formal easements.

The attached is an email that I sent to Shardool in September about utility ownership. I never saw any response
from Shardool directly - but I think he said to Wayne he was ok with this as proposed.
The utility ownership can get a little confusing - let me know if you have questions.

Peter LaGoy asked me to forward the attached material to you. With regards to the utility relocation project at
the Roundhouse Parking Lot, attached are boring logs, analytical data, and a plan showing sample locations on
both the former MGP property and the former railroad property. Let me know if you have specific questions
regarding this material. We've previously shared with you a risk characterization that concluded under current
conditions there is no significant risk to the health of utility workers, and a recent memo dated September 8,
2009 regarding the utility corridors.

Corridors
Bob- In order to finish up our review of the clean corridor information please provide the following
information:

1) A site plan depicting the locations of proposed utility relocations that also shows the limits of the clean
corridors proposed in the Haley & Aldrich memo dated August 3, 2009. (Info to be provided by Brian Byrnes of
CCG)
2) Complete plans and specs for the construction of clean utility corridors. (Info to be provided by Brian Byrnes
of CCG)
3) Include location of borings that have been completed for the entire utility relocation project on the site plan.
Please provide boring logs and analytical data from these borings. Provide an analysis of logs/data proximate to
the clean utility corridors and identify borings indicating problematic soils within planned utility depths. (No
borings specific to the utility trenches were advanced. However, numerous borings were collected in this
general area. Info on these borings to be provided by Rob McGrath of Woodard & Curran)
4) Please provide trench details and proposed specifications for backfill, geotextile marker, etc. (Info to be
provided by Brian Byrnes of
CCG)
5) How will the clean utility corridors be marked? marking tape, recorded GPS points, etc? (As noted in H&A
memo, corridors will be lined with a filter fabric layer that will serve as a marker layer. Other info (whether
GPS coordinates will be taken etc.) to be provided by Brian Byrnes of CCG)
6) Provide profiles of utility lines. (Info to be provided by Brian Byrnes of CCG)
7) Provide a plan showing lateral and vertical limits of prior site remedial excavations where clean backfill has
been placed. (Info to be provided by Bill Haswell of H&A)
I appreciate your help in providing this information that will help with the completion of our review of the clean
utility corridors.
