Roundhouse from Brian Byrnes SECTION 01370 Odor Control and Air Emmissions Hilton Garden Inn Northampton MA SECTION 01370 – ODOR CONTROL AND AIR EMISSIONS PART 1 – GENERAL 1.01 DESCRIPTION OF WORK The project site is in a downtown area of Northampton, located immediately adjacent to residential apartments and a public park. MGP residuals can exhibit a strong odor and the emission of volatile constituents can occur. As required by the Massachusetts Contingency Plan (MCP), the project must be conducted in a manner that limits the potential adverse effects on human health and welfare as a result of the potential odors or volatile emissions. The contractor must implement engineering controls and sequence/stage work as necessary to reduce odors and fugitive emissions to concentrations below Site Action Criteria described in this Section. Bay State Gas will implement air monitoring to ensure health and welfare protection of the general public during performance of the Work, and to prevent nuisance conditions. 1.02 SITE ACTION CRITERIA A. The Contractor shall be required to take action to reduce emission levels when impacted media are encountered and/or if odors are detected by the on site Bay State Gas (BSG) representative. In addition to implementing or augmenting odor controls, the Contractor also may be required to implement alternate work practices – up to and including immediately stopping work -to reduce odors to levels below the site action criteria. B. If the emission levels are exceeded, as determined by air monitoring conducted by the on-site Bay State Gas (BSG) representative, the Contractor shall be required to implement additional odor controls and/or to implement alternate work practices to reduce air emissions to levels below the acceptable site action criteria. In some cases, the contractor may be required to immediately stop work until a problem is solved. 1.03 AIR MONITORING A. Off-Site Air Monitoring: The on-site Bay State Gas (BSG) representative will perform perimeter and off-site air monitoring at the site during intrusive activities (and nonworking hours) to assess potential off-site exposures. 1.04 SUBMITTALS A. An odor control and air emissions work plan shall be prepared by the BSG Engineer/Representative. The plan shall include, but is not limited to, chain of command, procedures/actions, equipment and supplies and staffing. Hilton Garden Inn Northampton MA PART 2 – PRODUCTS 2.01 PLASTIC SHEETING A. Plastic (polyethylene) sheeting shall be on-site and available for use in adequate quantities during all material handling operations. 2.02 EMISSION CONTROL FOAM A. Emission control foam and application equipment shall be on-site and available for use during all material handling operations. B. Emission control foam shall be manufactured by Rusmar Foam Technology, West Chester, PA, or equivalent. C. Products shall be applied per manufacture’s instructions. PART 3 – EXECUTION 3.01 PROJECT PLANNING A. The Contractor shall sequence work activities to minimize the generation of odors and air emissions. B. Work shall be scheduled and sequenced to minimize the duration of exposure of MGP impacted materials. 3.02 CONTROL OF AIR EMISSIONS A. The control of air emissions during all phases of work shall be the sole responsibility of the Contractor. Nuisance levels of air emissions shall not be exceeded at any time during the work. B. The Contractor shall implement emission control measures to reduce nuisance levels of odors and emissions whenever excavating or handling impacted media and perform additional measures as requested by BSG/BSG Engineer/Representative. Practices such as minimizing the working face of an excavation, foaming impacted media and excavation equipment, and covering exposed/stockpiled media, will be necessary to reduce odors while working in MGP-affected soil. C. Foam application equipment shall be manned with dedicated staff. Hilton Garden Inn Northampton MA D. The contractor shall utilize plastic sheeting, odor control foam, or other similar means to control air emissions during the performance of this work. 1. Emission control supplies shall be ready for use during all material handling operations. 2. Emission control measures shall be implemented continuously during the handling of impacted media, and other times when odors are present, as directed by and in accordance with the BSG/BSG Engineer/representative. 3. Emission control measures shall be implemented on portions of excavation areas on the former MGP parcel that are inactive (no excavation for 15 minutes or more) regardless of the potential for air emissions or odors. 4. At the conclusion of work each day, the entire area of excavation shall be completely covered with emission control equipment/materials sufficient for the duration of non-working hours. E. Air emission control products used shall be compatible with the requirements of the disposal facilities, or segregated prior to off-site disposal. END OF SECTION
