*OPD calculates the FAST FOOD RESTAURANT figures with the following considerations:
1. For a free standing fast food restaurant on King Street without a signal, we would recommend using the 100 afternoon trips with no adjustment.
2. Given that this site is within a property (saving some small amount of cross trips) and is at a signalized intersection, we believe that using ITE figures are appropriate.
3. Although ITE shows a higher rate of Saturday trips, Saturday trips are more likely to serve drivers already on the strip AND create no rush hour conflict
4. Weekday morning trips are higher, but again create less conflict with rush hour (in Northampton).
5. We recommend a average of morning trips plus afternoon trips, weighing afternoon twice as heavily since afternoon rush hour creates more problems, based on ITE figures
6. IF the applicant pays the the costs for the Planning & Development to hire a consultant to count one-way trips in and out of Taco Bell (average of AM and PM) we could subsitute those
numbers
7. OPD does NOT recommend a reduction for cars already on the King Street because we think averaging AM and PM & signal mitigation credits provide that credit
**OPD calculates the TRAFFIC MITIGATION figures with the following considerations:
1. To the extent that the signal primarily serves the applicant's use, it is not eligible for credit and traffic mitigation is NOT for 100% of the signal. It is for a portion of the
signal and the easement.
2. The project will provide the abutting properties an access easement to the signal, which provides mitigation by reducing the uncontrolled access onto King Street
3. The signal project includes a pedestrian phase and two fully ADA compliant crosswalks (many projects provide only one crosswalk), dramatically improving existing pedestrain access.
4. The signal will provide some benefit by reducing uncontrolled access to a portion of the western side of King Street
