A regular meeting of the Northampton Historical Commission
was held on Tuesday, Feb.. 6. Present were commissioners Lincoln,
Clausing, Pinto, Wilbur, and Rowe; senior planner Nancy Stack; and
Charlie Lennon.
Minutes of the Dec. 21 meeting were read and accepted.

OLD BUSINESS
1. Pomeroy Terrace.
The Pomeroy Terrace nistrict is one of many returned in order
to clear out a backlog of pending districts, after what must have
been a cursory review. It was noted that some more current photos
are needed. There is a possibility that Boston has sufficient info
mation to complete the whole package. Meanwhile, John will furnish
new photos where needed. Charlie Lennon will help finish forms.

2. Registry of Deeds.
All of the old city maps are reported lost in the move to
new quarters. In light of this news, it is clearly time to take
action on procuring a complete set of good quality reproductions
of our own. Since survey and planning grant money can be used for
survey supplies, perhaps megatives of maps can be made for easy
future reproductions for us. Forbes and the Court House, and
Gordon Murphy and Cecil Clark are possible sources for maps. It
was Dr. Wilbur's feeling that the loss of the maps should be reported
as a theft.
NEW BUSINESS
1. Survey Consultant Selection Process.
The position will be advertised in this Sunday's Boston
papers. Commissioners Wilbur, Pinto, and Rowe agreed to sit on the
selection committee; interviews are set for last week of February.
Nancy Stack suggested the requirement to comment about selected photos
as a means of screening applicants.
2. Elm Street National Register District.
Preparing the Elm Street National Register District for
submission will be part of the survey project. As soon as the
survey has been completed, all desired districts will be prepared.
All our districts will constitute a group of multiple resource
districts for the city as a whole.
3. Next meeting dates Feb. 27.

MINUTES
April 10, 1979
PRESENT: Dr. Wilbur, Gordon Clark, John Pinto, Eleanor Lincoln, Charles
Lennon, Edmond Lonergan, Nancy Stack
The meeting was called to order at 4:15 P.M. No minutes of the
previous meeting were presented.
Correspondence
• Memorial Hall work will not alter the upper floor.
• Letter regarding urban systems (intersection improvements): signs,
intersections, sidewalks -
Historical Commission must approve design proposals of
consultants. If the Commission does not approve, Boston
will not approve. This is because the downtown area is
an historic district.
There will be a public meeting at which the Commission must
be represented.
Survey Proiect
. Ed Lonergan was introduced. He will start on the 17th of April.
. The Commission must sign the monthly warrants.
. Inventory Project:
The Historical Commission will be getting some firm
guidelines from the Massachusetts Historical Commission.
Ed Lonergan expressed an interest in interns.
" Utban Systems
"Urban Systems" is a repackaged Topics program.
• This /an opportunity to improve the existing situation.
• The hardware used is rather unattractive.
• The Commission needs to see some renderings.
• The Commission must focus on the impact on the historic district,
i.e., visual qualities.
• The Commission should write a letter.
• Should we approach Mazie Cox on this? Will Emmy do it?
Preservation Week (May 6 -12)
• The Commission should concentrate on downtown issues.
• The theme is: "Preservation is good business ".
Downtown environment can't be reproduced in a mall.
• Should there be an open house in the stores?

• Ask the Downtown Business Association and the Chamber of Commerce
to come to our next meeting.
Ask a person from the Historical Society to attends also,
ask a representative of the media.
• Dr. Wilbur will contact the DBA and Paul Walker. Eleanor Lincoln
will contact Nancy Frazier of Hampshire Life and someone at
the Northampton Historical Society.
Other
The next meeting will be held on Tuesday, April 24, at 4:00 P.M.
• in the City Council Chambers.

How about a display of materials which are options for
sidewalks?
The Commission needs to get more Commissioners -

April 24, 1979
A regular meeting of the Northampton Historical Commission
was held on Tuesday, April 24 in the City Council Chambers,
Municipal Office Building. Present were commissioners Lincoln,
Wilbur, Clark, and. Clausing; Charlie Lennon; Ed Lonergan,
Survey Consultant, plus a number of invited guests.
Dr. Wilbur introduced Mariah Fee, spokeswoman for the
Hestia Art Collective of the City Art Guild. Mariah
explained the Collective's project to secure permission to
paint a mural of women's history on the New England Tele—
phone Company building wall on Masonic Street. The mural, which
has been deemed a viable project by the phone company, will
cover over 300 years of women's history in the area, and will
take one year to complete. Paul Walker questioned whether
allowing this project would open a Pandora's box of proposals
of inferior quality. He foresees the future implementation
of rules and regulations regarding this mural and others
which might follow. Mariah indicated that some provision is
being made in the contract with the phone company for upkeep
of the mural.
PRESERVATION WEEK
1. Focus of week's activities.
Paul Walker and Dick Wall are willing and able to help
publicize the week A Gaze tte article focusing on downtown
building front refurbishment was suggested, perhaps with a
two —page fold —out street photo. Commentary by individual
property owners might be included.
2. Sidewalks.
It was decided not to pursue the issue of sidewalks during
Preservation Week. Work on determining the appearance of much —
needed new sidewalks is now in progress. The project is two—
fold: the long expanses of sidewalk are considered one part
of planning, the sidewalk area adjacent to crosswalks are
another. The first involves local tax money, the second is
part of urban systems and safety improvements, using
federal money. It is hoped that the public will have some say
in design decisions on both _fronts. Members of the commission
should make an effort to attend the required public meetings
pertaining; to the intersection work.
3. Change of Preservation Week date.
It was decided that Northampton will observe Preservation
Week during the week of May 20-26. The commission will meet
again on May 8 .

OLD BUSINESS
1. Pine Rest Nursing Home.
The two nursing home buildings on Elm Street are again
threatened with demolition. There is a master hearing
scheduled for Wednesday, May 9, 10 AM in the Superior
Court Room, the Court House. Dr. Wilbur will notify the
radio station so that the public will be made aware of this
hearing, and he will also notify some Elm Street property
owners.
NEW BUSINESS
1. Report from the survey consultant.
Ed reported that some re- working of existing survey forms
is needed: historical significance is not always clearly
stated, and dating of structures is often insufficiently
documented. Happily, Mass. Historical has instructed Ed
to work with Charlie Lennon as its representative. In
reviewing previously projected districts, Ed feels that
South Street may be his first choice for completion, but
he has not yet set firm priorities. He feels it might be
possible to extend currently proposed district boundaries.
We would like to have Ed report to us regularly.
2. New commissioners.
The names of Blaise Baisaillon, Donald Keyes, and
Alexander Elliot were suggested as possible associates.
They will be invited to attend a future meeting.
PRESERVATION WEEK
A date has not ,yet been set for Preservation Week .
It will be set when the Gazette can prepare an article on the
downtown. Suggestions for this year's awards area
