Also present, Peg Keller, staff. Call to Order: Chair Kennedy called the meeting to order at 6:35 p.m. He welcomed new member Bruce Kriviskey and introductions were made. In addition to the recent resignations of Susan Well and Louise Bloomberg, Jen Hayes has moved out of town and will be resigning as well. Correspondence 1. 48 Elm Street Antenna The antenna installation proposed for St. John Episcopal Church's bell tower has been revised. The new plan calls for the installation to be on the interior, with no impact to the exterior. Peg will review the plans when they come in for review by the Elm Street Historic District Commission. Peg did send letters to the applicant, the church and -' the Mass. Historical Commission expressing the concerns articulated by the NHC. 2. DPW tower installation. Members reiterated their concern about the O� placement of the tower needing to be set back as far as possible to lessen visibility. Peg will follow -up. 3. Route 91 Access Project/ a letter from Mass. Historical was read. This will be a large scale project evolving over many years. Members were heartened that Mass. Historical seemed to be knowledgeable of potential local concerns. Demolition Delay Property Inventory Members set the next meeting date, February 26, 2007 for the public hearing on the properties built between 1901 and 1939 deemed to be historically significant. The format of the hearing was discussed. It was decided that if a property owner asked to be removed from the list, that the owner would be asked to prepare a case and the Commission could reconvene in two weeks to continue the discussion. They would be asked to provide documentation as to why their property should not be on the list. At the close of the public hearing, the Commission would debate among themselves, then take a vote. Kennedy Road Barn Member Metcalfe spoke to the property owner who said they were not doing anything at this time, but gave him her permission to send his thoughts. He will provide a copy of that communication to the Commission. 1 _ Community Preservation Act Chair Kennedy said that the Commission should be ready with projects to put forth once the Committee process gets activated. He asked members to bring a list of potential projects to the next meeting. Chair Kennedy described his interest in the renovation of Memorial Hall, as well as a flood monument in Leeds, entrance signs for the Elm Street Historic District and finishing the Pomeroy Terrace Historic District nomination, to name a few of his ideas. Memorialization Update The Committee met to process the ideas generated at the two public listening sessions. Member Blumenthal mentioned the fountain restoration, the annual art exhibits and the creation of a book as a several of the main components. She posed that the Commission could sponsor the book, similar to those created for the 350 Anniversary celebration. Committee members are doing research to flesh out project ideas and will be meeting again soon. Local Awards Ceremony Member Blumenthal circulated the draft list and properties were reviewed. Peg will email the Building Department for possible nominees. Elections Chair Member Howes made a motion to nominate Christopher Kennedy to serve another term. The motion was seconded by Member Metcalfe/ there were no further nominations; the vote in favor was unanimous. Vice - Chair/ Member Winston made a motion to nominate Kimball Howes to serve as Vice - Chair. The motion was seconded by Member Metcalfe/ there were no further nominations; the vote in favor was unanimous. Treasurer Member Metcalfe made a motion to nominate Barbara Blumenthal to serve another term. The motion was seconded by Member Drake/ there were no further nominations; the vote in favor was unanimous. Demolition Review Sub - Committee/ Chair Kennedy made a suggestion to change the period of time served from four months to six months. A motion to that effect was made by Member Drake, seconded by Member Metcalfe. There was no further discussion; the vote in favor was unanimous. New members appointed to the Committee by the Chair are Mr. Howes, Mr. Metcalfe and Mr. Kriviskey. Also present, interested citizen Chris Sparks and Peg Keller, staff. Public Hearing for the Demolition Delay Inventory Call to Order Chair Kennedy opened the public hearing to review the Property Inventory that will be submitted to the City Council. There was one person present, representing the O'Connell Company. Staff reviewed the context for the meeting and the ramifications for having a property deemed historically significant. The representative had no questions, thanked the Commission for the individual presentation, and left the meeting. Minutes/ Member Howes made a motion to approve the minutes of the last meeting, seconded by Member Drake. The vote was unanimous in favor. Correspondence/ nothing of significance to review. Project Updates Kennedy Road Barn/ Peg circulated a letter that had been drafted by Member Howes and sent to the applicant. Member Kriviskey suggested the possibility of drafting a Memorandum of Agreement outlining what the Commission would like to do, and securing agreement from the owner. He also mentioned the need for photo documentation where demolition is the final outcome. Members Metcalfe and Howes offered to put together a list of people interested in moving the barn. They will forward the list to the property owners. The Commission is hopeful that if the Borawkski's determine they have no interest in reusing the barn in place, they will at least participate in an effort to locate another party to remove it for reuse elsewhere. Community Preservation Act Projects Chair Kennedy reported that the first CPA meeting was happening soon (March 21 . Also present, Ed Shanahan, Doug Ferrante, and 3 other Meadow Street neighbors. Also Phyllis Mount, Jim Hemle and Christopher Sparks and Peg Keller, staff. Call to Order: Vice -Chair Howes called the meeting to order at 6:35 p.m. The members of the public were polled to see which agenda items they were interested in. Chair Kennedy came in at 6:45 p.m. Meadow Street Development Proposal Chair Kennedy explained that he asked for the Meadow Street project to be put on the agenda to stimulate a discussion with the Commission about revisiting the issue of partial vs. total demolition in the Demolition Delay Ordinance. The specific project that concerns those in attendance is the proposed demolition of a portion of an historic property and the creation of additional buildings on the parcel. Chair Kennedy explained to those present, that currently the Commission has no purview over partial demolition. He said the building permit demolition request would not even be forwarded from the Building Inspector's Office, unless it was for total demolition. Residents circulated photos of the building in question. The Chair described the criteria for review of properties slated for demolition and encouraged those concerned to attend the hearings before other permit granting boards and if possible, to speak with the developer directly. Those interested parties thanked the Members and departed. Mr. Sparks offered that the Commission needs to do better outreach to get its message out and work known to the community at large. More media vehicles are needed and greater unification of the area boards working in this realm. Historically Significant Property Inventory Two members of the public were there in response to the letters they received about their property being on the list. Chair Kennedy reviewed the process that led to the list formation and the selection criteria. Ms. Mount reviewed the Form B book for her property description (83 Massasoit Ave. and was not able to find it. Mr. Hemle, 105 Prospect St. was interested in our documentation, as he thinks his property is actually much older. Peg K. will send Mr. Hemle a copy of the form B and look for Ms. Mount's Form B. (located and sent). Peg K. asked about the owner that sent a letter requesting their property not be included. Chair Kennedy said he would create an appeal form. Other members agreed there should be an appeal process. This would be give owners an opportunity to put forward a case as to why they feel the property is not historically significant. Chair Kennedy said that because the Commission had engaged in a public process with due diligence, that it would be arbitrary for it to remove names without specific reasons. For the letters that came back in the mail, the addresses will be checked and sent out again. Once final, the list will be forwarded to the Building Inspector's Office. Local Award Nominations Members reviewed the properties on the list and made assignments to gather more information. There was discussion about honoring modern design vs. only projects with historical context. Updates Kennedy Road Barn Member Howes has been in contact with the family and discussions continue. 2 names of people interested in the barn have been forwarded to the owners. Community Preservation Act Chair Kennedy reported that the first meeting has been held. Elections yielded Jack Hornor, Chair and Chris Kennedy is the Vice - Chair. The group is focusing on organizational issues such as forms and staffing. There is another meeting scheduled for April 18, 2007. There has been no discussion of individual projects yet. Memorialization Committee Update: The group continues to flesh out project ideas. The hope is to compile a final report to submit to the State Hospital Citizen's Advisory Committee at its June meeting. Membership Update Craig Della Penna, in hopes of being the Chamber representative has not yet secured a letter from the Chamber. He has contacted the Mayor directly. He has not heard anything. There has been no action on the request to move Member Drake to the vacant permanent position. Chair Kennedy called the meeting to order at 6:40 p.m. Member Blumenthal made a motion to approve the minutes of the last meeting, seconded by Member Howes. The vote in favor was unanimous. Additional information has been requested. Mass. Historic is still requesting that the installation be accomplished on the interior, to the extent possible. The hearing with the Elm Street Historic District Commission has been continued while additional information is assembled. 2.) Earle Street/ A letter from Vanasse and Associates was read relative to the Chapter 106 review of the Earle Street realignment project. Members talked about reusing the granite stones. Chair Kennedy reported he had attended a Preservation Workshop on creating Form B's. This will be important information as we move forward with possible Community Preservation projects. New Business Chair Kennedy reported he had broached the idea of pursuing Ordinance language changes relative to partial demolition, to the City Council. He did this in the context of his final report on the 1901 -1939 Property Inventory. He asked if Commission members were in agreement. He noted the sub - committee should include local contractors, reminding members that Alex Ghiselin and Jonathan Wright, as well as Building Commissioner Patillo, were on the original committee. Members said that yes, they would like to pursue this. Chair Kennedy asked for a motion to that effect. The motion was made by Member Blumenthal to form a sub - committee to research changes to the demolition delay ordinance. The - J motion was seconded by Member Howes; the vote in favor was unanimous. Members Kriviskey, Metcalfe and Chair Kennedy volunteered to be on the sub- committee. Local Historic Preservation Awards The remainder of the meeting was spent reviewing the properties nominated for awards this year. Members discussed whether or not new construction should be included. Member Blumenthal said there had been a total of 6 new construction projects awarded since 1975. It was agreed that more specific criteria was needed on which to evaluate the merits of nominated projects. Tasks for the ceremony, to be held May 22n at the Florence Civic Association, were assigned. Peg will do a press release. Member Blumenthal will do the power point presentation, the program, the calligraphy on the certificates and bake cookies. Chair Kennedy will bring other refreshments, get the frames, take the after pictures and serve as Master of Ceremonies. Member Kriviskey will bring flowers, Member Howes will make the room arrangements and bring drinks from Coopers. Also present, Peg Keller, staff. Call to Order: Chair Kennedy called the meeting to order at 6:35 p.m. Member Howes made a motion to approve the minutes of the prior meeting, seconded by Member Drake. The vote in favor was unanimous. Earle Street Intersection Re- Alignment Members reviewed plans of the street reconstruction. They have been asked for comment per the Section 106 process. Members asked that the bridge abutment stones be reused. Planning Director Feiden has said he thought they could be placed as benches along the bike path. Staff will forward comments to Vanasse, Associates, expressing that request. There were no other concerns. Demolition Review Ordinance Revision Sub - Committee / Members reviewed the artici ants on the original committee. Discussion p p followed about the charge for this study group. Chair Kennedy said it would be exploratory and a path would be formulated based on consensus reached. Meetings would be posted. A discussion of Local Certified Government entities followed. Member Kriviskey advocated for review of the State Enabling legislation and other models to see how partial demolition is defined. His sense is it impacts those elements that contribute to the architectural significance of a structure. He said it was important to have that information spelled out on the Form B's. Member Drake expressed that level of review appears to him to be more in line with a local historic district scrutiny. Members suggested were Suzanne Beck of the Chamber, Jonathon Wright, builder (original committee member), Tony Patillo, Building Commissioner (original committee member), Alex Ghiselin, builder, former City Councilor (original committee member), David Murphy, Central Business member and realtor, Kris Thomson, restoration carpenter, Bill Trumsha, builder, Tom Douglas, architect, Joseph Krupczynski, architect and professor. Commission members that have agreed to participate include Chair Kennedy, Bruce Kriviskey and Tris C Metcalfe. Member Drake advocated for an associated educational component and Chair Kennedy warned against evolving into a design review board. Chair Kennedy agreed to contact people about becoming members of the sub - committee. Member Metcalfe said a visual presentation would go a long way towards educating the public about the potential damage partial demolition can cause. Local Award Ceremony/ Evaluation and Follow -Up Discussion will be postponed until Member Blumenthal is in attendance. Member Howes asked that a thank you note be sent from the Commission to Coopers, for their donation to the ceremony. Letters should also be sent to John LaFlamme, and Mike Flynn. The information about the plaque program needs to be sent to the new award winners. Representation on the Central Business Architecture Committee Since the resignation of Susan Well, there has not been an official Historic . Commission representative on the CBAC. Member Kriviskey joined that Committee as an interested citizen and has been participating. Now that he is also a member of the Historic Commission, it makes sense to have him designated the formal representative. Member Howes made a motion to that effect, seconded by Member Winston. The vote in favor was unanimous. Arch Street Bridge Railing/ Bike Path Members were asked to review proposed bike path plans per the Section 106 process. Leeds Civic Association had asked the Commission to relay their desire to see an attractive railing across the bridge. Member Metcalfe and Chair Kennedy agreed to research what might be appropriate, and bring that information to the next meeting. The consultant will be asked about design requirements relative to bicycle safety and project parameters. Sustainable Northampton/ City's Comprehensive Plan Members were given a draft of the Consultant produced section addressing Historic Resources. Member Kriviskey offered to revise it and circulate it for review. He will send it to Peg for distribution. Community Preservation Act Chair Kennedy ( who serves as Vice -Chair of the Community Preservation Committee ) reported the Committee is putting together the project review criteria. When a draft is complete, it will be circulated to various City boards, committees and the general public for input. Possible projects for application 2 were discussed, including finishing the National Register nomination for the Pomeroy Terrace neighborhood, a city survey to update and produce new Form B's and entrance signs for the City corridors. State Hospital Memorialization Committee The final report was submitted to the Citizen's Advisory Committee in June. An implementation committee was then established, which includes Member Howes, Member Blumenthal and Chair Kennedy. That effort will commence in the fall. Membership Member Drake (re) expressed his desire to move from an alternate position to the permanent one, vacated by Susan Well. Peg will try to get an update on the application of Craig Della Penna. Members agreed to hold a meeting in July. Also present, Craig Della Penna, new member, Doug Kohl, Developer, Paige Bridgens, Adam Cohen from the North Street neighborhood and Peg Keller, staff. Members absent, David Drake and Bruce Kriviskey. Call to Order: Chair Kennedy called the meeting to order at 6:35 p.m. No one made a comment during the public comment period. Member Metcalfe made a motion to approve the minutes of the last meeting, seconded by Member Winston. The vote in favor was unanimous. Public Hearing/ Kohl Construction application to demolish house at 8 View Ave. Chair Kennedy opened the hearing to discuss this request. He explained the process and gave background on the ordinance. After a site inspection by the sub - committee, a determination of significance was made. This allowed the Commission more time to gather information about the history of the house and offer an opportunity for public comment. Mr. Kohl was asked to present the reasoning for the demolition request. He said he needs to remove it to access land he would like to develop. Chair Kennedy asked others present for comments. Mr. Cohen.said he toured the interior and noticed wooden pegs in the beam structure and that the second floor appeared untouched. He concluded that there are some interesting interior features that should be considered in the deliberation. Ms.. Bridgens offered her thinking, that the house had been moved from the fairgrounds, there was a stable behind the larger house on North Street and that this was the only dwelling from the underpass to Damon Road during that time period. She felt it was significant for that reason. In addition, it is a solid home, potentially able to be used as a two family dwelling; that is the path she urged the developer to pursue, rather than demolition. 1_ Member Blumenthal asked those present to elaborate on their knowledge of the historical significance. Ms. Bridgens said her sources were long time neighbors. Mr. Kohl said he also learned it had been moved from the fairgrounds. He said the map of 1873 does show a house at the View Ave. location; he is not sure if it is the current one. Member Blumenthal asked why the sub - committee had deemed it significant. Chair Kennedy replied that there is a Form B (historical survey form) on the Isaac Bates house on North Street, which was moved from Bridge Street (where Augie's is now). His sources for information included Larry Tatro and Kerry Buckley. The Isaac Bates house is more important that this house, but he felt it was important to do more research on all the structures. The theory was that the house at 8 View was actually the barn for the Isaac Bates house. The Chair asked the members for their comments. Member Winston: the house has no particular significance that he can see, no redeeming features and it is standing in the way of progress. He said' it would be great to see new structures on that site. Member Blumenthal: she would be sorry to see the house demolished, as it is a sound structure. But the link to the Isaac Bates house is vague. There is also an intervening house. This house, if a barn, has not been preserved as a barn and has been greatly modified. She does not see a case for deeming the house preferably preferred ( the next step in the ordinance process ). Member Metcalfe: noted that the future site plans are not the Commission's purview. He said that it is a shame to destroy a post and beam frame from this era. He advocated for moving it, at least. He said it would be easy to move, slide' it over out of the way. He agreed it may be a morphed version of history (barn to a house) but it could be incorporated into the new development. A development making use of an existing (historic) structure could make the project more marketable. Member Howes: said. he inspected it (arrived on -site after the others left) and looked at the foundation and the 1S and 2n floors. He does not see it as architecturally significant, and said he does not know the historical background. He described it as light construction, but not passing the test of being a structure worthy of preservation. Chair Kennedy said his research yielded that North Street was constructed in the 1890's to 1910 time period. He thinks the original barn was demolished and this house came about circa 1900 - 19.10. Based on the construction details and other evidence such as no gas light fixtures, he thinks that this structure was not part of the Isaac Bates homestead. He thinks the structure is newer and may have ,J 2 been moved from somewhere else. He said the renovation from a barn to a house would have been extensive and there are no elements there to support that it was the barn-to the Bates house. Member Blumenthal made a motion that the structure at 8 View Avenue not be preferably preserved. The motion was seconded by Member Winston. There were 3 votes in favor of the motion, ( Winston, Blumenthal, Howes ) and one opposed (Metcalfe). The motion was approved; demolition will be permitted. Project Updates New Member Mr. Della Penna was introduced to the Commission, his appointment is pending. Sub - Committee Activity Members discussed whether or not the sub - committee site visits should be posted. Peg will ask the City Solicitor. Sub - Committee on Ordinance Revisions Chair Kennedy is trying to reach the Building Commissioner to see if he is interested in joining the study group. It was agreed to circulate a question on the historic preservation listsery regarding how other Commissions have defined "partial demolition" . In the due diligence done earlier, it was found that most use the word "substantial" demolition that results in the review activation. Members discovered early on that these terms were too vague and enforcement officials and City Councilors, in addition to the first study committee wanted more specificity. Chris will continue inviting members for this study effort ( goal being to have more than total demolition reviewed by the Commission) to begin in the fall. It was noted that visual representations would be effective community education tools. Local Awards Ceremony Evaluation Members applauded the success of the Florence Civic center as an event site. With parking, power point, kitchen and an open airy space all offered, it may be made the permanent ceremony site. With regard to award criteria, Member Blumenthal said it is difficult to vote on something without knowing the exact nature of the work done. All agreed that this year had been a little "loose" with members not getting information in until the last minute, if at all. She also said she is uncomfortable giving awards to new construction. Member Howes suggested that a sub - committee be formed to draft criteria to bring to the full . Commission. Members Howes, Metcalfe, Blumenthal and Della Penna volunteered to be on the sub - committee. Member Blumenthal will take the lead. They will also investigate the inclusion of an honorable mention category. .3 l Sustainable Northampton Plan The deadline is approaching for the comments to the Cecil Group. Peg will forward the draft from Member Kriviskey. Members were asked to peruse the draft for a final time and get comments to Peg as soon as possible. Arch St. Bridge Bike Path Railing Mr. Della Penna offered to do some research on what type of railing would be appropriate. The draft schematics were circulated. Members of the Leeds Civic Association have asked the Commission to monitor this. The safety specifications have not been sent from the Consultant yet. Discussion will continue. Mr. Della Penna will email some pictures he has from other places, most using vertical non - rusting black painted aluminum. Peg will give him the consultant's contact information. Community Preservation Act /Committee Chair Kennedy said they are developing their project review criteria. Once the Committee formulates a draft, it will be sent out to the appropriate boards and committees for input. This will take place in September. Correspondence ■ Chair read an email received from Lilly Gaev about property she owns at 98 King Street She is researching how to get a variance from. the Architectural Access Board to place a.handicap ramp on the rear (rather �J than the front) and wants. help from the Commission to address architectural significance factors. Chair Kennedy and Member Howes will drive by after the meeting. ■ Mass. Historic/ 48 Elm The State is still looking for updated information on the antennae proposed for St. John's Episcopal Church bell tower. ■ Mass. Historic sent a letter re: Turkey Hill and possible archeological significance. New Business Member Metcalfe asked that the Commission send a letter to the Planning Board about the negative impact of the proposed Hilton Garden Inn hotel on two adjacent historical structures, the New South St. apartments and the Round House building. Also present, owner's agent Nelson Schifflett, Valley Home Improvement. Convened at 6:00 p.m. at 45 Washington Ave. site Summary Applicant explained the proposal: Demolish the existing structure and replace with a three car garage. Foot print would be off set slightly to the left to accommodate current zoning set back requirements. Mr. Schifflett stated the new design, a 1.5 story wood frame structure, would be compatible in scale and style with existing neighborhood structures. He expressed a desire to re -use the current cupola if the scale matches the new plans; otherwise a new cupola would be installed Members noted the existence of other carriage barns adjacent to the subject property. Members, with permission, viewed the interior and exterior_ of the structure . and noted that the condition was average to below average for its age. Chair Kennedy estimated and Member Kriviskey concurred that the construction date appears to be from the last quarter of the 19th century. Deliberations were held in front of 45 Washington Ave. Member Kriviskey noted that while the Commission would desire to have design review authority over replacement projects, he acknowledged that is not in the Commission's purview. He added that replacement with like materials and scale would be nice and the applicant concurred. Member Winston voiced an opinion it should be razed., Member Howes noted non original additions to the original structure and again restated that the condition of the existing structure was an issue for him. Member Metcalfe spoke to the possibility that rehabbing the existing structure may be as cost effective as re- building from scratch. Chair Kennedy spoke to the historical significance of carriage barns. In an era of gradual urbanization, he noted that carriages in the pre auto era were a sign of affluence. This form of transportation would be eclipsed by the 1st quarter of the 20th century. He noted the importance of carriages as a transportation mode to connect areas immediately out of town to the street railway system. He did say, however, that if razed this structure does not represent the last of its type in Northampton. or specifically the Elm St area. Chair Kennedy did state for the record that carriage barns as a form of architecture are significant structures. On a motion by Member Metcalfe and seconded by Member Kriviskey, it was moved that the carriage barn located at 45 Washington Avenue, owing the circumstances of this particular individual structure, not be declared significant thus allowing demolition to proceed. The vote in favor of the motion were Members Winston, Howes and Kriviskey. Members not in favor of the motion were Metcalfe and Kennedy. Motion to declare subject property NOT significant carried 3 to Z. Public Comment: Lilly Lombard introduced herself (as did the members). She is running for one of the elected positions on the Community Preservation Committee and interested in knowing what type of projects the Commission. wants to pursue. Discussion followed. Project Updates 45 Washington Avenue Garage Demolition/ Nelson Schifflett submitted a computer drawing of the structure he plans to build in place of the carriage house that is being demolished. The Commission has already approved the demolition but he wanted the members to see what he is proposing. He asked for suggestions and comments. Member Kriviskey agreed to look at the current building and proposed one and offer comments. The value of carriage barns was discussed. 98 King Street/ Lilly Gaev was before the Commission to request a letter of support. She is applying to the Architectural Access Board for a .waiver related to the placement of a handicap ramp. Ms. Gaev would like to place the ramp in the rear of the property and protect the architectural integrity of the fagade. She discussed her prior property renovation projects and circulated photos of those and the property under discussion. Members explained that in order for them to substantiate the architectural merit, she would need a Form B. Suggestions were made as to how to create one. The Commission would review the Form and determine whether or not they can support the request. She also needs to decide what siding material will be used, as members could not support the application of vinyl. Ms. Gaev said she was evaluating materials depending on costs. Chair Kennedy said he was willing to try to move forward on a recommendation*, to respect her time constraints, with some contingencies. Member Drake made a motion to write a letter of support for a State register listing, subject to her use of appropriate historic materials. 1 Member Kriviskey seconded the motion. The vote was 2 -3 in favor of the motion; it did not pass. Member Kriviskey then made a motion to review the Form B, once created and determine whether Commission support is feasible at that time. The motion was seconded by Member Blumenthal, with the vote in favor unanimous. Ms. Gaev thanked the members, agreeing to pursue the next steps. Demolition Review Ordinance Revisions Sub - Committee Chair Kennedy reported that Tony Patillo, the Building Commissioner had agreed to participate on the study committee. Chair Kennedy will proceed with inviting the rest of the members with the goal of beginning the effort in October. Community Preservation Committee/ Project Review Criteria Chair Kennedy filled Ms. Lombard' in on the process to date. Relevant boards -are attempting to have the project review criteria mesh with the goals and objectives being defined in the Sustainable Northampton plan. Ms. Lombard inquired about some of the projects the Commission has identified. Chair Kennedy said a list has been started, but not finalized. Chair Kennedy thought the review criteria was to be looked at tonight, Peg said CPC Chair Hornor had not distributed anything to the groups yet. It is being packaged with the needs assessment and the. sample application. This item will be put on the October agenda. Arch Street Bridge Bike Path Railing Members have worked on this, and a booklet compiled by Member Della Penna was distributed. The Leeds Civic Association is now considering the recommendations. Forbes Program Peg read an email from Julie Bartlett, the Archivist at Forbes. Ms. Bartlett is planning an evening program on the State Hospital in November. She would like folks to talk about the time capsule discovery and she will give an update on the contents. There is also a photography exhibit scheduled. People expressed their willingness to participate. Mass. Historical Commission/ Project Review Peg said she has discovered a narrative describing which types of projects trigger State review. This has always been somewhat of a mystery. She will make copies for members. Misc. Member Kriviskey circulated a book on New England history, entitled "Sight Seeking" by Christopher Lenney. Chair Kennedy will take a photograph and send it around. Sub- Committee Reports _ Demolition Delay/ no activity 1 Awards Program Criteria/ no activity Project Updates 98 King Street/ Commission did not receive the copy of the Form B created for the property. Ms. Gaev had emailed saying she is moving ahead with her decision making, fearing the State review process was too lengthy. The Commission has no ability to move forward on her request for support without the requested Form B. No further action will be taken at this time. Arch Street Bridge Railing Update Peg reported that the Leeds Village Civic Association has identified its own volunteer consultant. Sue Carbin notified Peg that the Association does not favor either of the design solutions identified by the consultant or through Craig Della Penna's research. They are going to try to come up with one of their own. Mr. Della Penna said if they design something, he would find where it has been done. He said that Mass Highway would need to be shown that it could be done. Mass Highway has a budget for the square footage and if something else is designed that exceeds the budget allotment, the difference will have to be covered somehow. Peg reported that the consultant said they hope to put the project out to bid in October or November. Member Kriviskey said that in Section 106 reviews the local community could make recommendations, which mayor may not be accepted by the State agency. He thought the comments should be more general in nature, such as the stonework shall not be marred during the installation, etc. Member Blumenthal noted that there is no historical precedent for such a railing and agreed that feedback should be based on reversibility and negative impact on the bridge. Discussion followed regarding the Commission not getting into the design business. Peg reminded members that the Leeds Civic had asked them to advocate on their behalf regarding the design. Two members had agreed to do research on that aspect ( Chair Kennedy and Member Metcalfe). Member Della Penna followed up on that and recommended the wood installation noted in his brochure. Commission members felt that they fulfilled the request from the Association by providing guidance. If the Association wants to pursue it further that is acceptable. Members concluded the discussion by saying that their main concern is with the bridge and its preservation, that the railing be aesthetically pleasing and that the choice of colors be subdued and not distract from the bridge itself. They have found no historical precedence for a railing design, however they are open to hearing what the Association may come up with. They look forward to a receipt of such a submission by their October meeting date (October 29 If the Commission finds it acceptable, they will assist with advocating for it as a design solution. Community Preservation Act Project Review Criteria Copies were distributed. Members were asked to review the contents and return comments by October 17 the next meeting of the Community Preservation Committee. Members were asked to review both the Community Preservation Plan and the Sustainable Northampton Plan. Other Business ■ Chair Kennedy asked if someone new could start attending the Canal meetings held in Southwick. The next meeting is at the Westfield Athenaeum October 11 at 10:00 a.m. This is a special meeting with a representative from Mass. Historic. Regular meetings are held in the evenings. ■ Historic Northampton has updated their website. The Howes Brothers Northampton photos and the Form B's are on line. Member Drake made a motion to approve having the Commission sign on for a Premium membership at $100.00. The motion was seconded by Member Drake. The vote in favor was unanimous. Chair Kennedy encouraged members to join individually as well, to support Historic Northampton's work. ■ Member Blumenthal noted that Collective Copies contract for publication and distribution of the Chap books should be renewed. ■ Member Kriviskey reported he did examine the plans for the new garage on Washington Ave. and did not have any additional suggestions, short of adding a second story, other than encouraging the reuse of the cupola. ■ Member Kriviskey, as the CBAC representative to the Central Business Architecture Committee gave an update on the progress of the Baptist Church. The Chair asked members to think about it and let him know at a later date if they are interested. Annual Preservation Awards Criteria/ Member Blumenthal said she plans on having a meeting next month. Member Kriviskey gave her an article from the Old House Journal about an awards program and the selection criteria utilized. Project Updates Bridge Over River Road- Leeds/ Chair Kennedy had taken and circulated photos of the subject bridge. Staff will send a letter saying the Commission had no concerns about the proposal. Community Preservation Act/ Project Review Criteria Mr. Douglas said he had a project he wanted to suggest for CPA funding and wondered about the process. Chair Kennedy (also Vice -Chair of the Community Preservation Committee) described the application process and status. 1 Mr. Douglas explained that he is on the Fundraising Committee of the Academy of Music and they are looking to replace the theater marquee. He thought it - ' would be a great CPA project and enliven the vibrancy of that area of Main Street. He said the building did not originally have a marquee, but whatever gets designed for installation, would involve community input. Member Metcalfe suggested a public design competition. Chair Kennedy'said that the Committee has not developed funding. priorities, but the goals and objectives may not be able to address a new sign as opposed to the restoration of an old one. (Mr. Douglas was not aware of what happened to the old marquee). Mr. Douglas asked about the process; if the Historical Commission will advocate for projects and move them forward, or rather encourage other applicants to come forward. Members thought ultimately it would be a combination of both. Ms. Lombard gave a list of project ideas she has fielded from interested citizens relative to historic preservation. A discussion of City and Memorial Halls followed. Updating and completing the Form B inventory for the City was discussed. Members were in agreement that the Historical Commission and the Community Preservation Committee should work together through public education forums to spread the word about funding. Chair Kennedy said the Academy is welcome to submit an application for a new marquee as soon as they are available. Call to Order: Vice -Chair Howes called the meeting to order at 6:40 p.m. Member Blumenthal made a motion to approve the minutes from the last meeting, seconded by Member Winston. They were approved unanimously. Correspondence A letter has been received from EBI Consulting regarding the proposed antenna installation at 48 Elm Street, St. John's Church. Approval is needed from the Commission, but deliberation will be deferred until acted upon by the Elm Street Historic District Commission, which has yet to receive an application (resubmittal from several months ago, when they were asked to withdraw until their information was complete). Public Comment . Ed Haglestein reported his concern about the dropping of the name "Hospital" from The Village at Hospital Hill, the former State Hospital development. (Mass Development has renamed the development project, "Village Hill ".) He is shocked by the pervasive attitude to ignore what happened at the site and resents the name change simply to enhance marketability. This appears to him as an attempt to sweep 150 years of our history under the rug. He wondered if hiding such a fact from potential buyers would be illegal, by not fully disclosing the property history. Discussion followed. Member Blumenthal suggested that a letter to the editor of local newspapers could be sent, as well as to the developer. Member Della Penna said that Mass Development is sanitizing many of their developments and noted that Fort Devens has been changed to just Devens. Mike Kirby and Mr. Haglestein agreed to do a draft letter, researching Mass Developments attempts to remove local history references to improve property marketability and get back to the Commission. (Draft will be sent to Member Della Penna) They were thanked for their interest, as Commission members agreed by a unanimous vote that this was an unfortunate action on the part of the developer. 1 Demolition Request/ 225 Nonotuck Street The Commission is in receipt of an application to demolish a single family home at the above address. Steve Strimer was present and spoke to the issue. He distributed a map he assembled and produced which illustrates describes African American heritage in the Florence area. Due to the abundance of history in the area, Mr. Strimer requested that the Commission enact a delay on the demolition of the house. He noted that in 2003, prior to the passage of the Ordinance, the Dorsey ]ones house could have easily have been demolished due to its condition, prior to knowing of its historical significance. He said houses at 129 and 133 are former slave homes, and remaining houses in the area showcase worker housing for the Greenville Manufacturing Company. Many properties from that era have been lost. There are no Form B's on many of the properties that remain, and time should be taken to undertake additional research. Kris Thomson, Steve Strimer and Member Della Penna have all been inside the subject home, which dates to 1850. Mr. Strimer said that the 10% African American presence in Florence has been researched, but the 20 -25% Irish population has not been. He said although modest as the house is, with little architectural significance and not unique in appearance, it contributes to the overall story of Florence history. He said that as more becomes known in the next 10 — 15 years, any additional loss of structures will reduce the ability to tell the story. Maureen Scanlon/ 197 Nonotuck Street : She stated that irreversible mistakes should be avoided. Her 1912 house, associated with the Nonotuck Silk Manufacturing Co. still exists to tell part of the story. The house in question, she continued, is the last in that row of houses and the delay should be granted to permit more time for research. She said the prior owner of 225 Nonotuck, the 3 rd generation, works at the recycling center and is accessible. Member Della Penna recounted the recent sales and remodeling history.' Member Blumenthal summarized the process. First, a determination of significance is what is being considered. Due to the location of the house, the date and the historical context provided through public comment, she proposed that it be found significant and that the public be invited to provide more information such as a title search and an interview with the former owner. She then made a motion to find 225 Nonotuck Street significant. Member Metcalfe seconded the motion. Further discussion yielded an offer from Vice -Chair Howes to research the title and deed. The vote in favor of the significance designation was unanimous. A notice will be sent to the Building Commissioner and a public hearing will be scheduled within 30 days to evaluate whether or not a designation of "Preferably Preserved" is warranted, and therefore a one year demolition delay. 2 Arch Street Bridge Railing Design Sue Carbin, representing the Leeds Civic Association, circulated a railing design that the Association has endorsed. Member Metcalfe made a motion that the Commission agree with the concept presented, except that the railing be flat at the railing height, rather than what looks like a bridge over a bridge. The actual motion was as follows " the Commission approve the Leeds Civic Associations' concept of an antique steel bridge truss aesthetic but done with a flat top railing on top of the arch, rather than an arch over an arch ". The motion was seconded by Member Drake. The vote was unanimous in favor. Ms. Carbin was encouraged to talk with Planning Director Feiden as to how to proceed with the Consultant and Mass. Highway. The Historical Commission will send in their comments as requested by the Consultant. Sub - Committee Report Local Awards Criteria: Member Blumenthal reported that the sub - committee had met. Members in addition to herself include Craig Della Penna, Kim Howes and Tris Metcalfe. They had agreed to recommend acknowledgement of a "minor" job, such as new paint application or minor renovation. They strategized ideas to increase public awareness of the Awards Program such as a direct mailing of the application to builders, putting prior award winners pictures on the City web -site, compiling a list of do's and don'ts for the web -site, doing a tour of award winners along the bike path, appearing on Bill Dwight's radio show, and changing the ceremony date from May to June, to allow time for more projects to be completed. The Committee will meet again to formalize and finalize their recommendations. PUBLIC HEARING DATE/ for the demolition request for 225 Nonotuck Street was set for December 17, 2007 at 7:00 p.m. This meeting will be in place of the regularly scheduled one on December 31, 2007 (New Year's Eve). Also present, Marie Panik, Steve Strimer, Andrew Horton, Gazette, Amy Bookbinder, Kris Thomson and applicant Jim Harrity. Call to Order: Chair Kennedy called the meeting to order at 7:00 p.m. He opened the public hearing on the demolition request from Equity Builders to totally demolish a house located at 225 Nonotuck Street in Florence. He asked for public comment first. Steve Strimer, interested resident, merchant and member of the Florence History Project, spoke first. Public Hearing 7:00 p.m. Demolition of 225 Nonotuck Street Mr. Strimer circulated a map showing a walking tour of Florence which depicts historical highlights related to Underground railroad activity and other historical event locations. He said the house in question is on the Florence map of 1894. He also circulated 1940's photographs depicting area houses and pictures delineating Greenville Manufacturing property. He noted that Kris Thomson has been inside the house in question and estimated its construction date to be between 1850 and 1860. He said that deed research conducted to date has been inconclusive. Mr. Strimer's feeling is that this house, although not architecturally unique, plays a role in contributing to a district that is potentially National Register eligible. He advocated for a house of that vintage, to be protected. He showed pictures of 2 other houses known to be homes of former slaves, and noted the proximity of this house to the Dorsey Jones house. He said. that due to the condition of the Dorsey Jones house, it easily could have been torn down prior to confirming its historical role. He said that he cannot yet make the case for this house as a former slave home, but in fact it is surrounded by those that were. He requested that the Commission allow time for additional research to be done to see if this house can be linked directly to historical activity. He continued by saying that as time goes on, he hopes to enhance his walking tours that showcase the amazingly rich history of Florence. He said that any loss of these 1850's humble homes reduces the visual representations of this era. He said that leads from deed research already done should be investigated. Member Howes said he spoke with the houses former owner, Robert Lampron. Mr. Lampron said it was built in 1888 and belonged to the Congregational _1 Church. It was sold to Margaret Dragon, his great grandmother who worked in the Silk Mill and she owned it until she died in 1950, at 100 years of age. Member Howes said there were 2 other houses just like it, one a beauty shop and the other Murphy's Store. He said many of the local residents worked at the Silk Mill. He spoke about the mulberry trees that fed the silk worms. Member Drake asked Mr. Strimer if there are indicators of Underground Railroad activity. Mr. Strimer replied that due to the lack of deeds covering 1845- 1888, there are mostly hunches. In 1846, there are names of former slaves on maps. He said that census information for African American households compared to the total number of households on Nonotuck Street, indicate a high number in that area. He said that getting inside the house and pinning down a date would help the effort. He said that there is a possibility that Irish families could have owned it as well. Kris Thomson said that he and Mr. Strimer had conducted a (very) brief inspection prior to Mr. Harrity's ownership and subsequent renovation. He said he had expected the house to be "later" and was surprised to see it date to the mid 1850's. He made this determination by an inspection of interior details such as doors, casings, hinges, framing and structural building techniques that typically date to that period. He expressed the desire to be able to gain access again and spend more time. He said that worker housing is important and he hates to see any examples lost as they are important to the neighborhood. Member Kriviskey wondered if there was any evidence that it had been moved. Mr. Thomson said that prior to the renovation, benign neglect had provided many clues. He said that it is earlier than most of BayState, but could not conclude if it had or had not been moved. Amy Bookbinder asked the Commission to take the time needed to pursue this. She said that it is important to preserve historical properties in Florence. As a social justice educator, it is important to preserve the underground railroad properties and to educate others about the people involved. She thanked Mr. Strimer for all of his work. Ms. Scanlon, of 197 Nonotuck Street identified herself as a neighbor of the Nonotuck Silk Company and supports the maintenance of the more humble working class representations ( as opposed to only landmark scale structures ). She said these homes are connected to many eras of Florence's history and advocated for careful thought regarding this request. Mr. Harrity opened with a quote from Walt Whitman. He spoke to the underlying philosophy of his development ethic; one of collaboration. He said he has demonstrated his genuine approach by listening to his neighbors and not 2 demolishing a house on Meadow Street. He asked that rather than issue a demolition delay, the Commission focus on aligning goals. He said the purpose of the delay is to allow time to explore options, but he commits to that now. He also said he did not think the Commission has the grounds to issue the delay, as there is no architectural significance, and the cultural significance is anecdotal. He said that 2007 has been a bad year for him financially and he needs to earn a living. Issuing this delay would cause financial hardship for him. He said that if the delay is placed, it is not a good faith show and will impact his future actions. He said that due to the information' presented, the delay would be capricious. Commission members then discussed the request for demolition. Member Della Penna wondered how this lot related to the one next door. It is separate. Member Kriviskey offered that National Register listings are often for districts; wherein the properties are not significant individually, but for what they contribute to the whole. He said that the issue of hardship is not on the table, as Mr. Harrity purchased a building, knowing what the zoning and regulations are. He took a risk. He said that the Commission is charged with serving the City to protect it's historic resources, to the extent possible. He said he felt a delay was in order, but should be flexible in the face of additional information. Member Drake asked for specifics on which to gauge Mr. Harrity's good faith effort. Mr. Harrity said he does not know all of his options yet, as the site has not been engineered, relative to drainage and other issues. He did say he would investigate giving the house away and having it moved. With no further questions from the public, the Commission voted unanimously to close the public hearing portion of the process, at 8:15 p.m. Member Kriviskey advocated for taking the time to do more research and gather information, and offered 6 months for a delay period. Member Della Penna supported the delay, maybe for less than one year and wondered about a collaboration to move the building. He said that if a subcommittee were formed to investigate this, he would volunteer for it. Member Metcalfe said he thought a reduction in the 12 month period for economic hardship could be possible, while bringing more people together to find a resolution. Member Blumenthal said she thought that the information about the house's cultural contribution to the neighborhood presented this evening was sufficient to make a determination of preferably preserved. Member Blumenthal made a motion to declare the house at 225 Nonotuck Street "preferably preserved" (and therefore place the 12 month demolition delay). She added that it could be placed on the agenda next month to provide an opportunity to consider additional information from the applicant or others. Member Metcalfe seconded the motion, the vote passed 6 -0 in favor of declaring 225 Nonotuck Street preferably preserved and placing a 12 month demolition delay. Member Drake abstained and Chair Kennedy noted his opposition to the designation. Other Business Minutes Member Howes made a motion to approve the minutes of the last meeting, seconded by Member Winston. The minutes were approved. Correspondence was reviewed. A letter regarding the name change from Hospital to Village Hill was approved for sending.
