The Commission considered the Draft Recommendation for a Northampton Cultural Plan which will be discussed at a City Council meeting .on January 30th. In light of these proposals, the Commission will urge the development of procedures for implementing approval by the Design Review Committee of additions to the Historic District. 4. Clark, Gage, Lewis, Lincoln, Lockwood, Parker, Stephens, Watson. Absent: Barrett, Bowman, Dyer, Kitely. 1. Minutes approved, with added members present, Gage and Watson. 2. Rose Tree Inn: James Parsons summarized the history of the Rose Tree Inn (c. 1720) on Bridge Street, and described efforts to preserve the building and move it to another location, possibly Look Park. The Commission voted to support this project. The Chairman will write to the Mayor for help from the City. _ 3. Commission Funds: The Chairman reported on remaining money in U the treasury. Ralph Gage proposed a contribution to the Rose Tree Inn project. 4. Preservation Awards: 127 Franklin St., 43 Beacon St., Country Store Building, Florence, Prospect Ave. and the Depot steps on Main St. were added to the Nominations. 5. House Dating Project: Forbes Library reports many'inquiries concerning procedure. Elise Feeley needs instructions which can be distributed to applicants. 6. Baptist Church: Select Realty is managing the sale of the building. The roof is repaired, and $20,000 allotted for renovation. Money for renovation is estimated to be $20,000. 2. Criteria for preservation awards, were accepted as follows: Renovation, Historic restoration, Historic reconstruction Creative re -use, Historic District preservation, Preservation of local history. 3. Awards: The History of Florence, Massachusetts 1985 -1985 was nominated. Awards will be voted at the April meeting. The Commission voted to honor Ruth and Keith Wilbur for their years of devotion to local history. 4. Ceremony: Allison Lockwood will ask the Historical Society for use of the Isaac Damon Education Center. May 11, 1989. 5. The Commission will support funding for the Council on the Arts. 6. Forbes will be asked to buy the National Register of Historic Places. 7. Rose Tree Inn: The Trustees of Look Park are exploring the feasibility of a site in the park A campaign for funds was mounted. Contributions should be sent to a special account in the Florence Savings Bank. The Commission voted to contribute $500.00 The building will be dismantled and put in storage until a site is secured. 8. House Dating: A plan for a meeting of persons who have expressed interest in the process will be arranged. Budget: (appended to these Minutes) Surplus: The commission voted $500 for preservation of the Rose Tree Inn Building. $100 to Forbes Library for preservation of historic materials. If Rose Tree snn Building not eligible $600 for the preservation of historic materials. 4. Membership: The Commission accepted with regret the resignations of Caroline Barrett,. Edward E. Fort Hill District: The Massachusetts Historical Commission and the National Register of Historic Places have approved the District. It will be sent to the City Council for approval. 6. Main Street Historic District: Submitted to the City Council for approval. 7. Clark Chapel: The Chapel Committee will establish a monument on the site to be financed by a fund of $2,500 from the City. The Design will be sent to the Historical Commission for our interest, our suggestions, but not for approval. 8. Clark, Kiteley, Lincoln, Lockwood, Murdock, Parker. Absent: Dyer, Gage, Stephens. Ex Officio: Berkeley. 1. Minutes approved. 2. Historic District Commission - Larry Smith presented the provisions for a new Commission (see appended to these minutes) which will overview any new construction in Northampton. Details of this proposal will be discussed at the September meeting. 3. House Dating - Implementation of this program will be discussed at the September meeting. 4. The City Council will vote on the Main Street and Fort Hill Historic Districts on July 20th. 5. The Massachusetts Historic Commission will review the route of a new gas line, proposed by the Berkshire Gas Company, for impact O on historic areas or structures. 6. (I enclose a copy from a publication of the National Trust.) The following are roughly the categories we work with here in Northampton, but the awards are usually decided on a case by case basis. Renovation Restoration Creative Re -Use Outstanding Contribution to the Historic Streetscape Within these catagories are the following sub - categories: Single Family Home .Multi - family Home Commercial Building Industrial Building Park, Street Public Open Space In addition we have a special category for individuals,or organizations which have made an outstanding contribution to historic preservation in the Town. The quality of significance in American history, architecture, archeology; engineering and culture is prbsent districts, sites, buildings, structures, and objects that possess integrity of location, design, setting, materials, workmanship, feeling, and association, and: A. that are associated with events that have made a significant contribution to the broad patterns of our history; or B. that are associated with the lives of persons significant in our past; or C. that embody the distinctive characteristics of a type, period, or method of construction, or that represent the work of a master, or that possess high artistic values, or that represent a significant and distinguishable entity whose components may lack individual distinction; or D. that have yielded, or may be likely to yield, information important in prehistory or history. Ordinarily cemeteries, birthplaces, or graves of historical figures, properties owned by religious institutions or used for religious purposes, structures that have been moved from. their original locations, reconstructed historic buildings, properties primarily commemorative in_ nature, and properties that have achieved significance within the past 50 years shall not be considered eligible for the National Register. The Conservation Commission requested information about property behind the National Felt building off West Street. 4. Mary Parker reported upon the local Historical Commission files in Boston, and specifically those in the Northampton records. The Massachusetts Historical Commission recommends that Northampton appoint a City Archaeologist, and - request s- - inventories for Leeds and Bay State. 5.
