Northampton Historical Commission
Present: Chapin, Clausing, Gage, Geller, Lewis, Lincoln, Tremblay.
1. The Chair reported on the budget. $200.00 added to the budget for 1983
to support the celebration of the Northampton City Charter is authorized:
$25 to the Historical Society for that observation. The remaining $175 will
be contributed to the Walking Tour project.
2. Ralph Gage reported on tape players for the Walking Tour which may be rented
or purchased for approximately $59 each. Tapes will be edited and recorded
from the printed guide to the tours. The Commission will contribute the bal-
ance of our 1983 funds to this project.
3. Emmy Clausing reported on the Gothic decoration of City Hall which needs
repair. She has written the City Property Committee concerning preservation
and renovation. (Letter filed with these minutes). The Commission will try
to secure funds for restoration, possibly through a grant. Ann Tomasik will
be consulted about grant money.
4. Mrs. Wilbur has reported that the Criminal justice department has been instructed
to destroy the records in the Union Street Jail.to protect individual privacy?.
Eleanor Lewis will consult the State Archivist about this regulation.
5. Eleanor Lewis reported on the Celebration of the City Charter for which
Peter Rowe was the principal speaker.
6. Preparation of the Commission's goals for 1984 reported by Mrs. Clausing
will be included in next month's agenda.

1. Eleanor Lewis reported that the State Archivest has assured the preservation
of the records from the county jail. The Commission voted to confirm the
storage of the papers in Forbes Library.
2. Mr, Brooks from the City Property Committee reported on the repair of the
Town Clock in the First Church Steeple. Members of the Commission will examine
the clock works and consider the repair.
3e For the Planning Board Gene Bunnell announced the appointment of James Fisk ,
landscape consultant who will make a study of new definitions and regulations
designed to preserve the quality of the Main Street District, its historical
interest, architectural integrity, skyline and attractions.
4. Jeffrey Geller raised the question of use or abuse of graphics on City buildings
both public art and commercial signs,
5n Gene Bunnell reported plans for a parking lot adjacent to the old!Railroad
Station off Strong Ave

1. The minutes were approved with the addition of Eleanor Lewis who was
present at the January meeting.
2. Dr. Geller reported on alternative proposals for the repair of the
town clock: installing an electrical mechanism would destroy the historic
integrity of the clock.:.Moreover electrical re- builts have proved unsatis-
factory and costly. The original clock -works can be restored B.or $4,600.

3. Bids on restoration of the trim on City Hall and replacement of a beam
were reported by Emmy Clausing and James Brooks.
4. Emmy Clausing has written the Mayor a request for block grant money to
complete applications for the National Register. She will consult Ann
Tomasik.
5. James Fisk will consult with Peter Rowe about application for th.0 South
Street District and will assist with the State Historical Commission on
this project.
6. Eleanor Lewis presented a letter from the Northampton Historical Society
(filed with these minutes) urging the inventory of the Bridge St. Cemetery.
Dorothy Chapin will report at the next meeting.
7. Lena Stephens reported that Marcia Burick continues to want guides for
the walking Tour.
Some provisions must be made for guides during the Berkshire Conference,
June 1 -3 when 2000 delegates will be in Northampton.
8. Jeffrey Geller is concerned about oil paintings, a case clock, records, and
some 50 -60 books and journals at the State Hospital which are being neglected.
He has consulted the State Department of Legal Services and finds that the
State cannot deaacession such properties, but an arrangement might be made for
permanent loan to a place where the books would be accessible and the other
items protected. Eleanor Lewis will consult Forbes Library and the Northampton
Historical Society.

I note that I have been listed on the agenda for the Commission's
April 3rd meeting, to speak about "New Zoning Restrictions." I pre-
sume that this item refers to the parking requirements for the Central
Business District which were recently adopted by the City Council.
Unfortunately, I have a schedule conflict that makes it difficult for
me to attend the Commission's Tuesday afternoon meeting. I would be
happy to answer any particular questions you might have regarding
zoning, and would be happy to receive and transmit to the Planning
Board any comments which the Historical Commission may wish to communi-
cate.
If there.is a pressing and important issue that the NHC would
like to meet with me about, I will try to rearrange my schedule to
attend a future meeting, but as a general rule, I will find it diffi-
cult to attend your regular meetings as currently scheduled.

2. The City is accepting bids for the restoration'of City Hall.
3. Our proposal for a for the South Street'District nomination was not
approved. Multiple resource grant may be available next year.
4. The new zoning regulations proposed'by' the Planning Board have been
adopted'by the City Council.
5. Photographs of the stones in the Bridge Street Cemetery will be presented
at the May meeting of the'Commission.
6. Peter Rowe is unable to continue with the South Street inventory,at this
time.' Jean Kiteley will get'the existing- materials from him,, and consult
with James'Fisk as to'corrections and additions.
7. James Fisk has prepared a design review of the Main Street District which
will be presented'at the May meeting:

9. Marcia Burick pressed the question of guides for the walking tour. The City
wants.guides'for Coolidge Week'' The'Commission feels that arrangement for
guides is the ''responsibility of the Chamber of Commerce. Ralph Gage will
consult the Chamber: There will be .a lecture and guided tours for the Berkshire
Conference organized'by the City for the Berkshire Conference.
10. Jeffrey Geller reported that the Historical Society will accept artifacts
from the State Hospital on loan from'the'State and will discuss with Forbes
Library the disposition of B1iny Earl's books.
11. The Commission accepted with regret the resignation of Maurice Isserman.

1. Preservation Awards: The following sites will be considered for awards:

Further sites nominated in response to a notice in the
Gazette
- - -\' Presentation ..Dorothy Chapin will arrange with Mrs. Dec for the N.I.S.
meeting room.
James'Fisk will procure a film from the National Trust at
$15.
Date (subject to meeting room) will be June 4, 7 :30 p.m.
Emmy Clausing will send notices to Gazette and Hampshire
Life.
2. Bridge Street Cemetery: Dorothy Chapin presented 120 photographs of tombstones,
taken by Ralph Levy. Arrangement must be made for preparing a map of the cemetery
and a key to the location of the monuments. We have exhausted funds for this
project which will be continued on our next budget.
3. Walking Tour: The Chamber of Commerce will arrange for renting projectors and
tapes which will be available at both the Hotel Northampton and the Chamber of
Commerce. Guides for the Berkshire Conference will be provided by the Chamber
of Commerce.
4. Papers and artifacts at the Northampton State Hospital are being sent to the
Northampton. Historical Society on permanent loan.
5. Jean Kiteley proposed that an officer of the State Historical Commission be
asked to meet with this Commission to discuss aims and projects.
6. Mrs. Brandt appealed for help in preparation of the-South Street inventory.

1, The Commission voted to transfer money for the purchase of cassettes for
the Walking Tour.
2 The Commission moved and passed a vote of appreciation to Ralph Levy for
photgraphing the stones in the Bridge Street Cemetery and for contributing
to the cost of photographic materials,
3e Ralph Gage reported the purchase of.six cassettes at $39.95 for use on the
Walking Tour. Cassettes will be rented by the Chamber of Commerce. The
narration recorded-by WHMP will be available by June lst,
4, Christopher Tremblay reported that the Massachusetts Historical will supply
a speaker for a public meeting in the autumn. The Commission will consider
such a meeting when the D.A. Sullivan School Auditorium becomes available.
5. The Chair reported that the auditorium at NIS is not available for Preser-
vation Week; The Award Ceremony, will take place in the Link Court at
4 :30 p: on June /!4tzh Jean Kiteley suggested that the ceremony be recorded
by the local Cable Television for broadcast.

Lena Stephens and Christopher 'Tremblay were advanced to full member-
ship. Lisa Reitze's'was appointed associate member. Membership is
open to.Northampton residents on application to the Mayor.
Meetings: The Commission will meet'on the first Tuesday of each month'at 4:15 p.m.
in the Council Chambers, Municipal Building; City Hall. Meetings will
be.announced in the Gazette and on the local radio; they will be avail-
able to the handicapped.
D.A. Sullivan The Commission will offer to present a film on historic preservation
Auditorium: and a speaker from the Massachusetts Histdrical Commission for the
Opening Program.
Round House: Curran Associates presented plans for the adaptive reuse of the Round
House. They will arrange a further meeting with.the Commission, the
Design Review Boards, and the Planning Board.
Work on the building, sand blasting, has begun. Old windows now closed
will be .re- opened' Designs for further adaptation will be presented to
the Commission in.detail.

1. Minutes approved with addition of Ralph Gage to full membership.
2. Membership: One vacancy to associate membership is open for nominations.
3. South. Street Nomination: Material for the inventory received from Peter
Rowe is practically complete. The new forms for District Nomination have
�— been received'. Ann Tomasik:: will be consulted.
4. Sullivan Opening: Exhibitions mounted by local Art Groups will be a
feature of the opening program on October 24', James'Fisk',s drawings
of the major entrances to the City and its traffic corridors will be
mounted and on display. The Commission will help to develop a mailing
list for the announcement.
5. Round House Renovation: Curran Associates presented revised plans for
access to the building. The Commission voted to approve the plans for
renovation as revised.
6. Main Street District: Gene Bunnell proposed an extension to the Main
Street 'District to include Main Street'from Strong Avenue to the'Hawley-
Market'erossing. The Commission will inventory buildings in this area
for nomination.
7.i Various proposals for the renovation and development of the old Railroad
Station and that area'are in negotiation.

1. The Commission passed a vote.of regret for the resignation of Ann Tomasik
and of thanks'to her'for her'advice' and help as representative of the
LPVRPC.
2. Dorothy Chapin and Chris.;Tremblay will prepare a nomination for the extension
of the Main Street'Historic District to Market and Hawley Street.
3. Members of the Commission will address announcements for the presentation of
the Downtown Design at thb'Art.Gallery,.Old School Commons, October 30, 7 :30 p.m.
4. Walking Tour - Tape players and cassettes were available this summer at the
Tourist Booth on King Street'and at the'Chamber'of Commerce and the Hotel
Northampton. 'Only twelve were 'rented last summer'. Chris Tremblay will
propose further publicity next year. He will consult with the Chamber of
Commerce concerning storage of until next.summer.
5. Councillor Brooks reported. that the town clock is striking on the, *-hour from
7 a.m. to .9 p.m. The Commission supports extending the time to at.least
10 o'clock.
6. Next Meeting: November.6.

1. Corrections to the Minutes: Barrett present.
Substitute Gage for Tremblay in item 4.
2. For the Planning Board Gene Bunnell presented a review of the Main Street
District including drawings by James Fisk of Main Street elevations and
street scapes. Bunnell will draw up a new city ordinance for the protec-
tion of the visual character'of the city center. The Historical Commission
will study these proposals and help promote new'objectives for Northampton
urban design.
_ 3. Joan Weigel has reviewed the properties and has written a narrative on the
area of the extension to the Main Street District. It will be reviewed
by Dorothy Chapin and Chris Tremblay.
4. Ralph Gage will deposite the cassettes and tapes for the tiValking Tour in
the Mayor's Office.

Northampton Historical Commission
Meeting Tuesday, December 4, 1984
Present: Barrett, Chapin, Clark, Clausing, Dyer, Eliot, Gage, Lewis, Lincoln
Exoff icio: Brook
1. The Commission accepted with regret the resignation of Christopher Tremblay.
Emmy Clausing will move from Associate to full voting membership. The
names of James Bowman and Brinkley Thorne were suggested for appointment.
2. Ralph Gage reported that 6 tape players and cassettes are deposited in
Marcia Burick's office. He will discuss with Paul Walker the responsi-
bility of the Chamber of Commerce for the administration and promotion
of the Walking Tours next year.
3. Joan Wiegle presented a report on the extension of the Main Street District
to Market and Hawley Streets. She will nominate thirteen buildings on
Market Street from Bridge Street to Graves Avenue for the National Register.
4. Eleanor Lincoln and Emmy Clausing described the procedure for filing a
District nomination to the National Register.
