Present: Carrier, Chapin, Clark, Eliot, Geller, Lewis, Lincoln, Mackin, Martin,

1. Report on plans for regional historical commission workshop in Easthampton
on a date in March. Ann Tomasik, the commission voted to accept her sug-
gestion that Northampton have a similar meeting six months later.
,2. Discussion of the Arts Council, project for a mural on the Main Street over-
pass. The Council wants financial. help. The Commission expressed interest.
Decision upon financial assistance postponed to the next meeting.
3. Mike Yazel presented a proposed budget and a Statement of Goals for 1982.
Statement appended to these minutes. The commission voted to approve both
presentations.
4. A project for weatherproofing school windows was discussed. Members of the
C will review panels installed on the Bridge Street School, before
the next meeting.
5. David Vanasse will attend the next meeting of the Development Cabinet on
January 12.

1: The Commission approved the installation of weather proofing window panels
in the Bridge Street and Florence Grammar Schools.
2. The Commission will visit Rahars to check the murals. It was suggested
that murals by Jim Waldron in the City Cafe, Aqua Vita, and Joe's be reviewed
by Commission members.
3. Joan Wiegel is doing additional research on the history of the old Gazette
Building, Gare's Jewelry and others which will be filed with the inventories.
4. A slide show on vinyl and aluminum siding was suggested for Preservation Week.
5. $300. has been appropriated to the Commission for a recognition of the aniver-
sary of the granting of the Northampton City Charter 1783 -1983.
6. The Preservation Grant for which we applied will be postponed for lack of funds.
7. The Commission will try to preserve items from the Wright and O'Brien houses
which are being razed.
8. The house at the corner of Elm and Franklin Street is being restored.

1. Development Cabinet: The City has applied for a block grant for improvement
of the Market Street Area.
A plan for reuse of the State Hospital property has been submitted (see attached
map). The physical assets of the property will be handled by the Massachusetts
Land Bank.
2. 96 Bridge Street: The iron fence will be restored in place. A letter to the
architects has been sent by the anmiission indicating that the site is in the
Historic District and urging that the new structure be compatible with the
Historic houses in the area. The Commission has asked to see the architects
plans.
There is no further salvage from the burned building.
3. Ann Tomasik, Mike Yazel, and Curran Associates have Met with the Serios to
encourage restoration of the building at 147 Main Street. The Commission has
written the Serio's urging restoration.
4. Seven designs for a mural on the Main Street R.R. overpass have been entered
in the Arts Council contest. Funds have been collected for the project. The
designs will be on display at the Hotel Northampton.
5. Work proceeds on the St. Michaels School Building. Much of the interior work
is done. Tt will be opened this summer.
6. Next meeting: April 6, 1982.

April 13, 1982 (postponed from April V 1982)

1. Rahar Murals: Smith College has had the murals examined by a carpenter and
by the college decorator. Moving is not practical. They will be photographed.

2. Railroad Murals: The contest was won by Rhea Rose Ormond for mirror ijTage
designs of Main Street and the Connecticut meadows. The decision of the
judges was unanimous.
3. There is no further salvage from the house at 96 Bridge Street.
4. 147 Main Street: The injunction has been lifted. Work to restore the building,
preserving the facade, will begin in two or three weeks. Letters from the
members of the Commission were effective in saving the building.
5. The Easthampton Historical Can Conference will be held on Saturday,
May 8 in the Historical Society Building. The Program will include directions
on the State and National Surveys and reports from local Historical Commission.
6. The copies of Northampton Inventories will be collated before the next
Commission Meeting, for presentation to Forbes Library and the Northampton
Historical Society during Preservation Week.
7. Development Cabinet: An open meeting on the disposition of the Hawley and
Sullivan Schools has been held. The Committee on City Properties will report.
Rehabilitation funds will not be available next year from the Development Fund.
8. The Commission accepted with regret the resignation of associate members
Norman Kotker and Rev. Leroy) Moser. Lena Stevens was proposed for associate
membership.

Awards: Letters of commendation for interior restoration to Gare's Jewelry,
Honor Court, Hotel Northampton, and Naegle Bakery, for renovation
to Graves Avenue - Numbers 8 -2.2, 29, 32.
Tour: Friday, June 4 at 4 p.m. conducted by Gordon Clark will include
Hotel Northampton, Honor Court, Carlson Building, Jewelry.

Presentations: Bridge Road Restoration - Elaine Ullman, David Pesuit
2. Planning Board:
Gene Bunnell reported on proposal for re- direction of Bridge Street at the

Street.

1. Preservation week media projection:
Steven Orloff, Program Director for Cable Television, Tm Harding,
Elaine Ulman, David Pesuit, Ralph Levy and Joan Weigel met with
Commission to plan film and slide programs for projection during
the week.
2. Dates:
An alternative date was chosen to meet the Mayor's schedule: Wednesday,
June 17th at 5:30, in the Court House Square.
3. Awards: MAI
The Commission voted awards for renovation to: The Beeches, Curran Bw ldlrlg,
Randolph Place rowhouses, 262 � B� e Street. For constructive re -use: 41
Locust street.

Celebration of the Incorporation of Northampton: Marcia Burick and Car ol Scully
outlined plants for t.ye presentations and historic walking tours. Continental

Design Review: The parking lot for the Roundhouse has been approved.
Joan Weigel reported favorably on the alterations in the
Tepper Building which will include three retail spaces,
one on Armory Street to be a restaurant called Lulu's.
Hestia Mural: The Hestia Mural Preservation Committee has received $1,114.
frccn the State. More brochures will be printed and sold
for the repair and preservation of the mural. There may be
a question of right to reproduction of the mural which has
been challenged by the artists.
Memorial Trust: The City has established a trust fund inviting memorial gifts
for landscaping. Contributions will be acknowledged with a
plaque.
Next Meeting: Tuesday, November 9th.

Walking Tour
Walking Tours will be conducted from the Hotel Northampton on Saturdays at
10, 2, and 3. The Mayor's Office is seeking volunteers to conduct the tours.
Hestia Mural.
The Hestia Mural Preservation Commission is hoping to be able to purchase
the designs for the mural to be deposited in the Sophia Smith Womens Collection.
Keith Wilbur requested that the Northampton Historical Society be considered as
the repository.
Design Review
Questions were raised about the 3 story design of the new Bus Station. Gene
Bunnell will be asked to report frcm the Planning Commission. The Commission expects
to approve the building since it is in the Main Street Historic District.
Hawley, & Re =Use
Disposition of the Hawley & Sullivan Schools will be discussed at the next
meeting.
96 Bridge Street
Plans for the new building at 96 Bridge Street will be redrawn to include two
room apartments. This will further postpone approval of the architects design.
Membership
The Commission accepted with regret the resignation of Linda Donnelley who
is moving to Boston.

Tuesday, December 7th.

Hestia Preservation:
Bruce McMillan of the Hestia Preservation Committee reported.
that the booklet on the mural will be re- issued to sell for
$2.95, proceeds to be used for repair and preservation of
the mural. The original designs will be protected by the
Smith College Sophia Smith Collection or by the Northampton
Historical Society.
Design Review:
The Cannission advanced serious questions about a three story
Bus Terminal:
structure on the site, Gillen Associates will be -asked to
present plans to a joint meeting of the Commission and the
Design Review Committee.
Walking Tour:
Joan Weigel asked for volunteers to conduct the Walking Tours.
D.A. Sullivan and
Gene Bunnell outlined the proposals of three contractors for
Hawley Schools:
renovation of the buildings, The City Council will consider
the three plans on December 20, At 3:30 p.m.
Leeds Dam site:
The Ca mtission referred a letter from Almer Huntley concerning
ancient artifacts in the Leeds Dam area to the Massachusetts
State Historical Commission for review by State archaeologists,.
