Present: Carney, Adams, Letendre, Huntley, Feiden, Sienkiewicz, Stein, Hartwell Absent: Lowenthal, Sustick 1. Public Comment – Matthew Pitoniac wants a bench removed from Bicycle Path at location behind Union Station. Has contacted police numerous times. Occupants are drinking swearing, bothering passersby. Discussion among Commission members as to background, recommendations. Feiden noted that bench is under purview of Recreation Dept. Carney noted that Commission is not authorized to order removal. Bill Letendre stated that he will call Director Anne Marie Moggio and ask that the bench be removed to discourage use of area for open containers, marijuana use, and drug use. 2. Approval of Minutes of 4/20/10 – motion Huntley, seconded Adams: Accepted as read. 3. Councilor Paul Spector -- Washington St request for reverting to two -sides parking —gave background for alternate side parking. Noted neighborhood meeting and claims that change was never wanted by street residents. Petition -- 22 of 26 signed onto both sides parking 24/7. Councilor Spector. 4. Proposed Parking ordinances for Elm St – 12 Ordinances presented to be recommended by Commission: amend 312 -102 Sched X11 Parking Prohibet all times; amend 312 -109 Sched XIII On Street Metered Parking; amend 312 -117 Sched XIV On Street HC Parking; amend 312 -118 Sched XVII On Street Loading Zone. Feiden/Adams Moved to forward to Council upon recommendation of T &P Commission passed (Hartwell abstained). 5. Church Street one -way ordinance – Moved Sienkewicz/ Letendre to amend 312 -112 Schedule XI such that Church St becomes one way in the easterly direction with left turn prohibited onto King St. Carried —and to be moved to full council upon recommendation of T &P Commission. 6. Traffic Mitigation Funds Policy Wayne reported on staus of funds, and asked whether each case should come before commission—suggested that where in agreement with DPW, that mitigation funds should be allotted. 7. DPW Updates: Prospect Ave complete; West Farms complete; meeting last week re Conz St reconstruction with CDBG funds -- Street Smart signs (as on State St) to be installed; meeting TBD on North St reconstruction scheduled for next year. 8. Committee & Department Head Reports — Feiden reported on aesthetic complaints about stockade fence on bike path. Suggests use of funds from project for staircase, allowed under ADA. Will seek input from school community. 9. Old Business: Huntley noted the bus stop has been erected in Florence —looks good. 10.
