The 306feet of riverbank is delineated'as subject to protection under 10:02(1)(a) and approximately 2 acres of cropland are delineated as subject to protection under 10:02(1)(e). The above mentioned 2 acres are within the 100 year flood plain as shown in the Notice of Intent (Attachment C). (2) The proposed work meets the requirements as stated under 310CMR 10.54 -10.57 for those areas subject to protection in the following manner: (a) The physical stability of the bank will be improved by armoring the reconstructed bank with riprap. This will also improve the stability of the exi'sti'ng bank immediately upstream and downstream of the project which could further erode during future storms. (b.) The water carrying capacity of the existing channel within the bank will not 6e reduced from predisaster conditions. No encroachmeit on the channel is planned in the design. (c) Groundwater and surface water quality will not be affected as sediment and erosion control measures are an integral part of the design specifications. (d) The bank restoration will provide an excellent breeding habitat escape cover and food for fisheries because it will prevent the spreid of shallow water which heats up rapidly during warm temperatures and is detrimental to the survival of important game species. Although the bank will be armored with rock, eventually woody vegetation will est blish, and in future years overhanging branches will provide shade that mod temperatures, provide breeding habitat and escape cover. rate a i 3 L (e) No flood storage on the land subject to flooding will be lost because it is intended to bring in only a minimum amount of topsoil and regrade approximately 2 acres of land. This area will still be below the 100 year flooding boundary as shown in the Flood Insurance Study. During the 100 year flood, the area below 100 year flood stage is so widespread in this location, that there would be no increas? or even decrease in the flood stage or velocity. I am in receipt of the application for a Waterways License pursuant to G.L. Chapter 91, regulation 310CMR 9.0 and am in the process of applying. Construction shall be in accordance with an approved plan conforming to Soil Conservation Service standards. . 20 Clearing and snagging shall be accomplished to remove all fallen trees, logs, stumps, trash and debris which cause deflection of streamflow against banks. 3. Trees subject to undercutting (and subsequently causing collapse of the Ranks) shall be cut and removed. All trees on the bank with a base diameter of 4- inches or more shall be cut. Trees shall be cut flush so as not to catch debris. Care must be taken to protect all trees to be saved for enviroiunental purpose!. 4. Shade trees which hinder growth of desirable vegetation shall be cut and removed. All trees marked by the SCS technician within 20 feet of the bank or designated on the sketch, shall be cut. 5. Trees, brush, stumps, fences, and other debris shall be removed from the site and disposed of as directed by the landowner. 6. Protective strips 16 feet wide shall be` established adjacent to the bank, Strips shall not be plowed. Where necessary to prevent livestock from damaging panks, fencing shall be provided, except for specially prepared access areas app�hoved by the SCS technician. 7. Bank sloping is p is not I required. Slopes for establishing vegetation above the stable or protected 41�vation shall be no steeper than 1 -1/2:1 or as !hown on'the section. 8. Riprap is P qis not r� required. Where riprap is specified, average stone Ayeight Shall be 50 pounds or greater or as shown on the drawings. Riprap shall be reasonably well graded with a maximum size equal to the thickness of section shown. Chink, as necessary, to provide a stable, keyed surface. When a filter blanket is required, one of the following shall `be specified by the SCS technician: Relatively clean (free of topsoil, silt, or clay) streambed material may be used.
