The staging area will be located at 6 Water Street, which is used as a Pump Station for the water department. Planned Use This project aims to repair portions of the bridge over Roberts Meadow Brook on Water Street in Leeds. The north abutment and the north retaining walls have been undermined by stream erosion. In addition, the south retaining wall has deteriorated and will need to be repaired. These issues have been given a severe - priority designation by the Massachusetts Department of Transportation, Highway Division, and as this is not a State -owned bridge, the City of Northampton is the responsible party for maintenance and safety of the bridge. The proposed work will impact Bank and Land Under Waterbodies and Waterways. In addition, a staging area will be located on the City -owned parcel at 6 Water Street. This staging area will fall within the Inner Riparian Zone of the Riverfront Area. We are requesting that the Commission issue an Order of Conditions for this work pursuant to the Massachusetts Wetlands Protection Act and Regulations (Chapter 131, Section 40; 310 CMR 10.00) and the Northampton Wetlands Ordinance (Chapter 337) so repairs can be completed. It should be noted that this work qualifies as a Limited Project under 310 CMR 10.53(3)(1) for the "...maintenance, repair and improvement... of structures, including dams and reservoirs and appurtenant works to such dams and reservoirs, buildings, piers, towers, headwalls, bridges, and culverts which existed on the effective date of 310 CMR 10.51 through 10.60." This project has NOT been discussed with neighbors as of this filing. Detailed Project Information Wetlands Description: We are requesting that a waiver be issued for the following: - The existing conditions plan, nor the proposed work plan show the 50 and 100 foot wetland buffers or Riverfront Area for the lot on which it will occurs, which will be used for staging. In speaking with Sarah LaValley, we explained that the plans were accepted by mass dot already and that any changes would require re- approval, which could take up to a month. In addition, this site is to be used for temporary staging and disturbances are minmal. She agreed that it would not be necessary to revise the plans to show it. - Contours are not shown as the design engineer was not scoped to perform this work. 210 Main St., Rm. 11, City Hall, Northampton, MA 01060 (413) 587 -1262 - The limit of work is not defined, as re- grading of the riverbed is dependent on the topography and no survey has been completed. - Utility lines are not provided as no survey has been completed - Locations of the erosion control barrier are to be determined by the contractor - vegetation, zoning setbacks, significant trees and edge of vegetation are not shown as survey was not completed. - The plan view was taken from the 1925 plans for the bridge. The design engineer has conducted no survey to confirm dimensions, elevations or existing conditions.
