RENOVATE BUILDING INTO OFFICES. Façade changes include replacing all windows.

CONDITION OF APPROVAL:
1)Prior to issuance of a building permit, the applicant must submit revised exterior elevations showing
adequate architectural details to determine compliance with Board's decision regarding the type of
windows, divisions, muntin size, materials on exterior of the building. Plans shall be reviewed by
Chair with staff and/or Chair's designee.
2). First floor front façade windows shall be those shown in photo submission and hand-labeled
"Exhibit A". No additional muntins are approved for installation on the windows.
3). The second floor front façade shall have double hung windows with 8 over 8 light division. No
transoms are approved in this permit.
4). The side elevations shall contain double hung windows with 8 over 8 light divisions.
5). The paint color selected for the brick side facades shall match as close as possible the color of the
natural brick face of the front façade.
FINDINGS:
The Central Business Architecture Committee granted the permit for new exterior windows on all sides of the building within view of the
public way based on the plans submitted- as will be amended, public comment, and request for waivers from the applicant.
In granting the request for the preferred windows by the applicant, the Board found in compliance with 156-6D(2)c:
(c) In the event elements of the project or the project in its entirety does not meet the above standards, the Committee can waive some or
all of the standards if such waiving will clearly preserve and enhance the pedestrian-scale character, culture, economy and welfare of
downtown Northampton by preserving historic and architecturally valuable buildings and features, and by encouraging compatible
building design.
And as provided for in 156-6D(3): failure to approve an application will involve a substantial hardship, financial or otherwise, to the
applicant and whether such application may be approved without substantial detriment to the public welfare and without substantial
derogation from the intent and purposes of this chapter, it shall issue an central business architecture permit.
The Board's decision to allow the first floor windows was based on the fact that windows had been purchased and would therefore cause
a financial hardship. Further, the applicant clearly stated preference for colonial style windows. The Committee allowed the first floor
windows to be installed and an 8 over 8 configuration on the second floor despite acknowledgement that the colonial style is inconsistent
with the architecture of the building. The Committee further acknowledged that overall redevelopment of the building for office use would
enliven the section of Pleasant Street and that reuse would be an asset to downtown.

Any issuance or denial of a permit by the Committee may be appealed to the Northampton Planning Board, by an applicant or other
aggrieved party, provided such appeal has been filed within 21 days of the filing of said decision with the City Clerk. The Planning Board
shall limit its consideration of such an appeal to considering errors of the Committee and shall need a two-thirds vote of its members to
overturn the action of the Committee.
