I ~\ ~ -\ -~ - t, e ~ ~}~~, V ''~~ ,` ., It was a pleasure to meet with you at the Northampton Landfill last Wednesday to review the isolated wetland area in the Phase 5 expansion area. As was discussed, the wetlands in and around the project site are well documented, and have been the subject of an Abbreviated Notice of Resource Area Delineation (2005) and a U.S. Army Corps of Engineers federal jurisdictional determination (copy enclosed). These reviews have established that only local jurisdiction pertains to the isolated wetland area: .Recent activities in the Phase 5 area have resulted in the stockpiling of soils in an isolated wetland area. Thus, this discussion of the recent fill placement in the City jurisdictional isolated wetland has been limited to your office. The recent material stockpiling activity around the isolated wetland has resulted in 700 square feet of impact which will be addressed during the Notice of Intent (NOI) process for the Phase 5 project. Ultimately, replication of this disturbed area will be proposed in the NOI. The disturbed area is within the proposed Phase 5 alteration limit as proposed in the Environmental Impact Report process pursuant to the Massachusetts Environmental Policy Act. Wetland flag 120 and 121 occur on either side of the impact area, and were used to calculate the amount of disturbance; a copy of the base plan is enclosed for your files revealing the flag numbers. At this time, the Department of Public Works has stopped all work in this area. No additional material will be added, and the landfill staff has been advised of the limits of the isolated wetland so no future incidents of this nature will occur. If there is a need to move the fill, the DPW will contact you in advance to discuss access to the material in order to protect the adjacent isolated wetlands.
