On behalf of the P. Allen & Sons, LLC, Environmental Compliance Services, Inc. (ECS), is forwarding
this correspondence concerning the status/completion of comments as described within the City of
Northampton Conservation Commission's RE: "Proposed Side Slope Surface Improvement Activities
Associated with the Former P. Allen Landfill in Northampton, Massachusetts." document dated August
21, 2008, regarding the ongoing ISA activities at the Former P. Allen Landfill located at 234 Easthampton
Road, Northampton, Massachusetts.
j~ • Comment 3: Please submit a narrative of all work to be completed, including a description
of the resource areas, hydrology, vegetation, soils, type, amount and location of material to
be removed, slope stabilization methods and a sequencing plan.
Activities will be temporary in nature, will have negligible impacts to the area of concern, and
will not include alteration, removal, and/or dredging of the resource area. Side slope surface
improvement activities will include the removal of readily accessible surficial debris; primarily
metal objects and tires, creating minimal resource area surface disturbance. Any circumstances
_ involving semi exposed/buried material, when removed creating a surface void, will be corrected
by filling with loam to grade (following a 1:1 slope.stabilization ratio), compacted, and seeded to
'~ promote vegetation growth. In addition, any semi exposed buried material that may create an
amplified disturbance of the surface area during removal and/or if deemed more feasible will be
i~ cut to grade, surface material removed, the immediate area will be covered with loam (following
U a 1:1 slope stabilization ratio), compacted, and seeded to promote vegetation growth. If
warranted, to prevent any newly seeded areas from surficial_ sheet flow washout; the area will be

I Surflcial Geoloay
According to the United States Department of Agriculture, Soils Conservation Service, and Soil
(~ Survey of Hampden County, Massachusetts, the soil located in the vicinity of the former landfill
~_ j is classified as Boxford silt loam (Bob). This soil is characteristically deep and moderately
drained located on gently sloping small hills. Permeability of the soil is slow and available water
(~ capacity is high.
There is no published surficial geologic map for the Easthampton Quadrangle.- However,
~~ topographic features and soil samples retrieved from subsurface investigations performed during
~~
~ current and previous assessments indicate the former landfill to be underlain by fill, alluvium, and
glacial stream terrace deposits overlaying glaciolacustrine silt and clay.
~_) Hydrolosv
The former landfill lies within the Connecticut River drainage basin. Surface water is riot present
~~ within the former landfill property, but is present to the north, south, and east of the landfill.
Rocky Brook abuts the property to the northeast, flows south from Rocky Pond and discharges to
the Mill River. The Massachusetts Audubon Society abuts the property to the east, across from
(~ which is the Mill River and associated wetlands. An intermittent stream and associated wetlands
I`j abut the site to the south that drain to the Mill River approximately 200-feet southeast of the
former landfill, eventually draining to the Connecticut River.
L~ The central portion of the property is relatively flat, which is a result of the historical use of the
site. Surface water drainage at the landfill is generally to the east/southeast away from
~ Easthampton Road and parcel A, toward Rocky Brook and the Mill River. Steep slopes surround

r There are no manmade drainage structures or detention ponds within the former landfill.
~ ~ Immediately to the southwest of the former landfill, a drainage culvert carries surface water to the
wetland area abutting the property to the south.
Groundwater was encountered in unconsolidated sediments in borings performed at the former
landfill. The groundwater flow direction was determined by a survey of the location and elevation
of groundwater in monitoring wells, and gauging data from those wells. Based on groundwater
elevations observed in all wells on July 20, 2007, groundwater flow is to the east toward Rocky
Brook and the Mill River. Depth to groundwater ranged from 2.30 fbg in well MW-7 located to
the west (up gradient) of the former landfill, to 31.80 fbg in well ECS-2, approximately in the
center of the western section of the former landfill.
• Comment 4: Please submit two sets of large-scale (~l"=30') full size (24" x 36") plans, with
i--~ detail pages (erosion controls, etc.), that include the boundary of the entire lot, numbered
wetland flags (actual delineated resource areas), resource area buffers, Mean Annual High
Water Line, 100' inner riparian zone and 200' outer riparian zone, existing structures and
impervious surfaces, contour lines, Limit of Work Lines, erosion and sediment controls,
utility lines, etc.

On September 2 and 3, 2008, Mr. Tom Lautzenheiser of the Massachusetts Audubon Society
r~ Arcadia Wildlife Society performed a reconnaissance of the former landfill properly. The
-1 reconnaissance included; the delineation and flagging of the present natural resource areas within
the areas of concern (resource area buffers, Mean Annual High Water Line, 100' inner riparian
(~' zone and 200' outer riparian zone). A copy of the Mr. Lautzenheiser's memorandum and photos
~_~ describing his, observations, flag locations, and activities is provided as Attachment I. A draft
copy of a large scale site plan is~included as Attachment II. (Note: The surveyor is in the process
~ 7 of applying the elevation contour lines, the plan is expected to be completed by the week of
~ ~ September 22°d and will be forwarded once finalized.)

I~ C-n Tuesday and Wednesday, September 2 and 3, 2008, I visited the P. Allen landfill site off
U Route 10 in Northampton, Massachusetts, to delineate wetland resource areas associated with the
Mill River and Rocky Brook, a tributary to the Mill River. I did not delineate wetland resource
areas associated with the stream in the southern portion of the landfill site.

Wetland Delineation Notes
f I Rocky Brook
LJ Wetland flags 1-100 through 1-127 partially delineate the southern Bank of Rocky Brook, from the
vicinity of Route 10 easterly to the floodplain of the Mill River. The southern Bank of the brook is
generally vertical to undercut. The brook appears to be downcutting through its floodplain, as
portions of the land surface above the bank are approximately 5 feet over the bed of the channel.
The bank consists of loamy fine sand, with varved clays exposed at the base in places, and with
.lenses of coarse sand also occurring. The bank is held in place by plant roots and vines, and some
coarse woody debris has fallen into the channel. The stream bed is clayey silt, with some pebbly
sand areas where the stream meanders. The stream channel is up to approximately 15 feet wide
j -1 in places, though the stream appears generally confined to a smaller channel approximately 4 feet
U wide. Very little vegetation occurs on the bank or in the stream channel.
'~ _l At flag 1-106, a gully that extends to the corner of the intersection of the landfill site access drive
U and Route 10 merges with the Rocky Brook channel. The upper portion of this gully contains
glass, brick, and other debris. A concrete pipe forms the head of the gully, and a few sections of
j ~ pipe have broken out of the slope due to erosion. The gully was dry during my visit to this area,
U and I saw no wetland vegetation associated with it, so I did not delineate this channel. I do not
know where the pipe leads from.
~J From flags 1-107 through 1-120, the landfill slope defines the southern bank of the brook, except
where, there are narrow wetland terraces between the channel and the toe of the slope.
Throughout most of this area, broken glass and other debris is eroding downslope into the brook

and adjacent wetlands. At flag 1-111, a gully is eroding into the land
contributing landfill debris to the brook channel. This gully was dry during my visit to the area.

~,__~ In the vicinity of flag 1-116, a bad, chemical odor was pervading the area at the time of my visit.
White goods and other debris are common in this area, and above the bank of the brook, water
l seeps from the toe of the landfill slope. I did not notice this odor upstream or downstream.
At flag 1-117, a small gully enters the brook from the landfill side slope. This gully was dry
during my visit to the area. A huge pile of wire fencing and other metal debris is on the landfill
side slope above the bank between flags 1-117 and 1-118.
In the area of flag 1-120, the bank of Rocky Brook is formed of metal debris from the landfill.
~_~ -
Fromflags 1-121 through 1-127, Rocky Brook flows through the floodplain of the Mill River. In
this area, the bank is vertical to undercut, and is generally approximately 1 to 2 feet High. The
I brook veers away from the landfill slope in this area, and instead zig-zags across aforested/shrub
swamp to the open meadow associated with the larger river. Vegetation occurring on the bank in
~ this area includes brambles (Rubus sp.), black willow (Salix nigra), speckled alder (Alnus incana),
j ~ and silver maple (Ater saccharinum).
Additionally, flags 6-90 through 6-99 delineate the section of the bank of Rocky Brook above its
~ confluence with the Mill River. The channel in this area is approximately 1 to 2 feet deep, and is
`--' ~ bordered by wet meadow dominated by common reed (Phragmites australis), with willow (Salix
sp.), buttonbush (Cephalanthus occidentalis), and other species also occurring.
Regulatory Comment
Because it is named, and because it was flowing at the time of my visit despite a lack of rainfall
l over the previous.2 weeks, I assume that Rocky Brook is a perennial stream. Therefore, based on
u regulations at 310 CMR 10.00, the area between the lower limits of the Bank (not delineated) is
regulated as Land Under Water; and the land within 200 feet from the upper limit of _Bank is
(1 regulated as Riverfront Area. The area between the upper and lower limits of the bank is
Lj regulated as Bank.
I;-l Rocky Brook Wetlands
J Three small areas of wetland occur above the bank of Rocky Brook north of the landfill site, in
addition to the extensive wetland complex occurring on.the Mill River's floodplain.
IJ Wetland flags 2-100 through 2-108 delineate the first of these, near Route 10. Wetland flag 2-100
~J connects to flag 1-100, while flag 2-108 connects with flag 1-110, to close the delineation of this
- area. This wetland is a moist terrace above Rocky Brook. Few trees and shrubs occur in the area,
U mainly Norway maple (Ater platanoides), American elm (Ulmus americana), silky dogwood (Corpus
amomum), and winterberry (Ilex verticillata). The herbaceous layer is dense, with sensitive fern
l (Onoclea sensibilis) dominant, Virginia creeper (Parthenocissus quinquefolius) co-dominant, and
~ J including jumpseed (Polygonum virginianum), spotted touch-me-not (Impatiens capensis), Jack-in-
U ~ the- ul it Arisaeina tri h Ilum ,lad fern Ath rium lix- emina and others. Soil in this area

exhibits redoximorphic features at 6 inches below the soil surface.

The edge of this wetland is well-defined by a break in slope and associated change in vegetation.
Red oak (Quercus rubra), witchhazel (Hamamelis virginiana), and Norway maple dominate the
upland unaffected by landfill activities. On the landfill side slopes, Norway maple dominates,
with honeysuckle (Lonicera sp.) occurring commonly in the shrub layer.
Abundant landfill debris occurs on the ground surface in the vicinity of flag 2-107. At flag 2-108, a
seep breaks out of the slope, and the ground in the wetland is saturated.

Wetland flags 3-100 through 3-104 delineate a narrow, wet terrace between the bank of Rocky
Brook at the toe of the landfill slope. This area is vegetated with multiflora rose (Rosa multiflora),
spotted touch-me-not, Virginia creeper, cinnamon fern (Osmunda cinnamomea), sensitive fern,
Jack-in-the-pulpit, and spicebush (Lindera benzoin). Red maple (Ater rubrum) and elm also occur.
This wetland area contains some landfill debris. The soil in the area is seepy. Flag 3-100 connects
to flag 1-111, and flag 3-104 connects to flag 1-116, to close the delineated area.
Wetland flags 4-100 and 4-101 delineate a very small seepy area adjacent to the bank of Rocky
Brook. Flag 4-100 connects to flag 1-119, and flag 4-101 connects to flag 1-121. This area is highly
impacted by the adjacent landfill; a gully full of debris enters the wetland in this area. Vegetation
in this area includes sensitive fern, lady fern, jumpseed, and Virginia creeper. The ground surface
in this area is covered with glass, brick, and other debris, and the upland line is formed by large
metal objects.
Regulatory Comment
These wetlands are all regulated as Bordering Vegetated Wetland under the Massachusetts
Wetlands Protection Act regulations.
_ I Mill River
J Flags 6-100 through 6-116 delineate the west bank of the Mill River, The bank is mostly steeply
sloping to undercut, and was approximately 3 feet high above the water level during my visit.
~-1 The bank is generally held in place by the roots of trees growing on the bank, particularly silver
l_.1 maple, with sycamore (Platanus occidentalis), cottonwood (Populus deltoids), and American elm
also occurring occasionally. Less common trees on the bank include black locust (Robinia
~' pseudoacacia) and catalpa (Catalpa bignoniodies). Portions of the bank are sandy and gently-sloping.
Tracks of wildlife-mainly raccoon (Procyon lotor), but also including mink (Neovison vison),
beaver (Castor canadensis), and white-tailed deer (Odocoileus virginianus)-are abundant in the
~ l mud of the bank above the water line.

In the vicinity of flags 6-104 to 6-106, metal debris from the landfill is abundant above the b ,
~ - and actually forms part of the bank for a short length. Some large metal objects are in the river
~J channel in this area, and others are eroding out of the bank. At flag 6-106, there is a huge metal
debris pile in the wetland above the bank. South of this area, the bank is less impacted by the
~-1 landfill.

At flag 6-115, a stream flows into the Mill River from the south side of the landfill site. This
-l stream is dammed by beavers in several places.

Regulatory Comment
The Mill River is a perennial stream, so a 200-foot Riverfront Area resource area extends from the
top of its Bank, as flagged. Below the Bank the river is regulated as Land Under Water, and the
Bank is regulated as such, pursuant to 310 CMR 10.00.
Mill River Wetlands -
Wetland flags 5-100 through 5-117 partially delineate the southern boundary of the extensive
wetland complex occurring in the Mill River floodplain near Rocky Brook, at the northeastern
comer of the landfill site. The wetland edge is defined along virtually the entire length of this
(~ section-more than 500 feet-by the toe of the landfill slope. Tremendous volumes pf metal
l _ I debris has accumulated along this entire edge, with much debris in the wetland (generally within
15 feet of the landfill slope), and much more at the toe of the slope and up onto the landfill's side
slope. Vegetation on the adjacent side slope is dominated by honeysuckle and grape vines (Vitis
sp.), with bittersweet (Celastrus orbiculatus), Norway maple, black locust, and other species also

occurring. Vegetation near the base of the landfill slope includes multiflora rose, speckled alder,
red maple, northern arrowwood (Viburnum dentatum), silky dogwood, green ash (Fraxinus
pennsylvanica), elm, Japanese knotweed (Polygonum cuspidatum), sensitive fern, poison ivy
~~ (Toxicodendron radicans), spotted touch-me-not, common reed, and other species.
In the vicinity of flag 5-110, the ground is seepy at the toe of the slope, until around flag 5-112,
where a small pool of standing water occurs. This pool is stained with iron precipitate, and
abundant metal debris occurs in the wetland in this area. Iron-rich seepiness continues to the
south through flag 5-115, where the wetland opens into a stand dominated by common reed.
Flag 5-100 connects to flag 1-122 at the northern end of the line, while flag 5-117 connects to flag
6-100 at the southern end.
J Wetland flags 7-100 through 7-103 delineate a small wet terrace above the Mill River, on the east
edge of the landfill site. Flag 7-100 connects to flag 6-101, and flag 7-103 connects to flag 6-105, to
close the delineation. This area contains abundant metal debris in the wetland along the toe of the
slope, and it's upland edge is defined by the landfill slope. The area is vegetated with royal fern
~,'-~ (Osmunda regalis), silky dogwood, Joe-Pye weed (Eupatorium maculafum), stinging nettle (Urtica
L) dioica), ostrich fern (Matteuccia struthiopteris), spotted touch-me-not, and other species. The
ground in this area is seepy.
Wetland flags 8-100 through 8-112 partially delineate the wet terrace above the Mill River on the
U
east side of the landfill site. Flag 8-100 connects to flag 6-105. The area is vegetated with sensitive
~- fern, stinging nettle, beggar's ticks (Bidens frondosa), jumpseed, silky dogwood, royal fern, and
common reed, with some silver maple, green ash, and pin oak (Quercus palustris) trees also
occurring. A huge pile of metal debris extends from flag 8-100 to flag 8-105, defining the upland
edge of the wetland. Near flag 8-105, the pile ends; to the south, the forest is relatively unaffected
J by landfill debris. A gentle break in slope, with associated change in vegetation, defines the
upper limit of the wetland in this area.

At flag 8-108, an alluvial fan is forming at the base of a gully that has eroded up to the landfill
surface. The gully was dry during my site visit, and there did not appear to be any wetland
hydrology at the head of the gully.
Flag 8-112 is located at the bank of the stream flowing into the Mill River from the south end of
the landfill site.
Regulatory Comment
These wetlands are regulated as Bordering Vegetated Wetland under the Massachusetts
Wetlands Protection Act.
Other Information
I did not look at the Federal Emergency Management Agency's flood maps for this area; any
portion of this area within mapped 100-year floodplain would be subject to jurisdiction under the
Wetlands Protection Act.regulations as Bordering Land Subject to Flooding (where it occurs
above the limit of Bordering Vegetated Wetland).
I took some digital images of the wetlands during my visit on September 3, some of which are
attached.

As required by Massachusetts General Law (MGL) 131, Section 40, Enviromnental Compliance Services,
Inc. (ECS) is notifying all abutting towns of the Property owned by the P. Allen & Sons, LLC located at 234
Easthampton Road, Northampton, Massachusetts (Map 44 Parcel 115) that a Wetland Notice of Intent
(NOI) has been filed with the City of Northampton Conservation Commission for work to be conducted on
the property, within the 200 feet of the Riverfront Area buffer zone of the Mill River and Rocky Brook.
The proposed work will consist of the performance of necessary side slope surface improvement activities
associated with the completion of Conditions 7 & 8 as decribed within the Massachusetts department of
Enviromnental Protection (MassDEP)-Division of Solid Waste Management's RE: Initial Site Assessment
(ISA) approval document dated May 5, 2008. Activities will be temporay in nature, will have negligible
impacts to the area of concern, and will not include alteration, removal, and/or dedging of the resource
area. Side slope surface improvement activities will include the r•ernoval of large surficial debris,
primarily metal objects and tires, creating minimal resource area surface distubance.
During side slope surface improvement activities to prevent sediment erosion/migration/irnpact to surface
waters of concern, the area sur•ounding each activity will be lined with silt screen and/or straw bails. It is
anticipated that all areas will be returned to the original surface condition and grade. Following activities
contractor will re-seed disturbed areas.
The NOI will be addressed by the Northampton Conservation Commission at their meeting scheduled for
Thursday, Septernber• 11, 2008. Please contact their office at telephone number 413-587-1263 for the

As required by Massachusetts General Law (MGL) 131, Section 40, Environmental Compliance Services,
--, Inc. (ECS) is notifying all abutting towns of the Property owned by the P. Allen & Soris, LLC located at 234
'L j Easthampton Road, Northampton, Massachusetts (Map 44 Parcel 115) that a Wetland Notice of Intent
(NOI) has been filed with the City of Northampton Conservation Commission for work to be conducted on
r-, the property, within the 200 feet of the Riverfront Area buffer zone of the Mill River and Rocky Brook.
The proposed work will consist of the performance of necessary side slope surface improvement activities
associated with the completion of Conditions 7 & 8 as decribed within the Massachusetts deparhnent of
Environmental Protection (MassDEP)-Division of Solid Waste Management's RE: Initial Site Assessment
(ISA) approval document dated May 5, 2008. Activities will be temporay in nature, will have negligible
impacts to the area of concern, acid will not include alteration, removal, and/or dedging of the resource
area. Side slope surface improvement activities will include the removal of large surficial debris,
primarily metal objects and tires, creating minimal resource area surface distubance.
~ During side slope surface improvement activities to prevent sediment erosion/migration/impact to surface

As required by Massachusetts General Law (MGL) 131, Section 40, Environmental Compliance Services,
Inc. (ECS) is notifying owners of all abutting properties within 100 feet of the Property owned by the P.
Allen & Sons, LLC located at 234 Easthampton Road, Northampton, Massachusetts (Map 44 Parcel 115)
that a Wetland Notice of Intent (NOI) has been filed with the City of Northampton Conservation
Commission for work to be conducted on the property, within the 200 feet of the Riverfront Area buffer
zone of the Mill River and Rocky Brook.
The proposed work will consist of the performance of necessary side slope surface improvement activities
associated with the completion of Conditions 7 & 8 as decribed within the Massachusetts department of
Environmental Protection (MassDEP)-Division of Solid Waste Management's RE: Initial Site Assessment
_ (ISA) approval document dated May 5, 2008. Activities will be temporay in nature, will have negligible
(~ impacts to the area of concern, and will not include alteration, removal, and/or dedging of the resource
L- area. Side slope surface improvement activities will include the removal of large surficial debris,
primarily metal objects and tires, creating minimal resource area surface distubance.
~! During side slope surface improvement activities to prevent sediment erosion/migration/impact to surface
waters of concern, the area surrounding each activity will be lined with silt screen and/or straw bails. It is
! _I anticipated that all areas will be returned to the original surface condition and grade. Following activities
~, contractor will re-seed disturbed areas.
~,I The NOI will be addressed by the Northampton Conservation Commission at their meeting scheduled for

that a Wetland Notice of Intent (NOI) has been filed with the City of Northampton Conservation
l Commission for work to be conducted on the property, within the 200 feet of the Riverfront Area buffer
~ l zone of the Mill River and Rocky Brook.
r The proposed work will consist of the performance of necessary side slope surface improvement activities
~~ associated with the completion of Conditions 7 & 8 as decribed within the Massachusetts department of
Environmental Protection (MassDEP)-Division of Solid Waste Management's RE: Initial Site Assessment
(ISA) approval document dated May 5, 2008. Activities will be temporay in nature, will have negligible
impacts to the area of concern, and will not include alteration, removal, and/or dedging of the resource
area. Side slope surface improvement activities will include the removal of large surficial debris,
primarily metal objects and tires, creating minimal resource area. surface distubance.

J During side slope surface improvement activities to prevent sediment erosion/migration/impact to surface
waters of concern, the area surrounding each activity will be lined with silt screen and/or straw bails. It is
(-1 anticipated that all areas will be returned to the original surface condition and grade. Following activities
I contractor will re-seed disturbed areas.

3. GETTING YOUR SHIPMENT TO UPS
Customers without a Daily Pickup
o Schedule a same day or future day Pickup to have a UPS driver pickup all your CampusShip
packages.
n o Hand the package to any UPS driver in your area.
Ljj o Take your package to any location of The UPS Store®, UPS Drop Box, UPS Customer Center, UPS
Alliances (Office Depot® or Staples®) or Authorized Shipping Outlet near you. Items sent via UPS
Return ServicessM (including via Ground) are accepted at Drop Boxes.
J o To find the location nearest you, please visit the Resources area of CampusShip and select UPS
Locations.
Customers with a Daily Pickup
